About this file

This is Amendment 0004 to Solicitation W912WJ26QA072, issued by the U.S. Army Corps of Engineers on March 30, 2026, for potable water testing services at Buffumville Lake in Charlton, Massachusetts. The solicitation closing date has been extended from April 1, 2026 to April 3, 2026 at 2:00 PM Eastern. The amendment addresses industry questions and provides clarification on service scope, requirements, and the revised bid schedule.

The services required include seasonal start-up and shutdown procedures, routine water testing (increased from 5 to 6 monthly events to include April sampling per Massachusetts DEP compliance requirements), additional testing as required, and corrective action treatment. A new Task Item 6 has been added requiring the contractor to act as the primary communicator with Massachusetts Department of Environmental Protection (MassDEP), assume operator responsibilities in accordance with 310 CMR 22.00 (Massachusetts Drinking Water Regulations), and submit required documentation for public water system operation. A Massachusetts-certified operator is mandatory. The contract covers a base year (2026) and two option years (2027–2028), with pricing to be provided by offerors for each task item across all contract periods. All terms and conditions of the original solicitation remain unchanged except as specified in this amendment.

QUESTION 1: Regarding Task Item #2 The MA DEP schedule indicates that there are three required coliform samples per month. Is the item cost for this line item inclusive of the three coliform samples, any required chemical tests, sampling, travel , et al, for each event?

RESPONSE 1: As stated in III. Execution, 2. Routine Water Testing, the Contractor shall perform routine tests at the intervals agreed upon by the Mass DEP in the written sampling plan. The bid schedule for the Routine Water Testing CLIN is one month per billable unit. The Contractor's bid should capture all costs included in performing each month's Routine Water Testing events.

QUESTION 2: The MA DEP schedule indicates that April coliform samples are required. Section 5 of the Performance Work Statement states: Services will only need to be physically rendered from May through September each year while the park and well are in use. Can you confirm that April doesn't require sampling event?

RESPONSE 2: Yes, April sampling is required per the 2026-2028 Compliance Monitoring Schedule. Section 5. Schedule of the Performance Work Statement is revised to remove the sentence "Services will only need to be physically rendered from May through September each year while the park and well are in use." An additional quantity will be added to Bid Schedule Item

2. Routine Water Testing, bringing the total quantity from 5 to 6.

QUESTION 3: Can the awardee be provided a copy of the prior year's 'sampling plan'?

RESPONSE 3: The 2023-2025 Compliance Monitoring Schedule for PWS 2054052 is a publicly available document found at the Mass.gov website, here: https://www.mass.gov/info-details/public-water-supplier-document-search.

QUESTION 4: Regarding Task Item #1, is the awardee expected to perform the startup activities (pressurizing and disinfecting the water system)? Or verify work was completed, complete the checklist, and submit the certification to MA DEP?

W912WJ26QA0720004

https://www.mass.gov/info-details/public-water-supplier-document-search https://www.mass.gov/info-details/public-water-supplier-document-search

RESPONSE 4: The Contractor is expected to verify after-the-fact that the PWS was reopened correctly, identify issues with MA DEP compliance, and submit the certification to MA DEP. Project staff will perform the work to reopen the PWS from a winterized state.

QUESTION 5: Is a Massachusetts (MA) certified operator required to perform the services?

RESPONSE 5: Yes, in accordance with 310 CMR 22.00: The Massachusetts Drinking Water Regulations, a MA-certified operator is required to perform the services.

QUESTION 6: Based on the bid schedule, the work appears to include seasonal start-up and shutdown, routine and additional sampling, and limited corrective action. However, the Performance Work Statement indicates that the Contractor will act as the primary communicator with MassDEP and be responsible for submitting documentation required for the public water system to operate in accordance with 310 CMR 22.00. Can you please clarify whether the Government intends for the awarded contractor to take on a broader compliance role, such as:

-Acting as the operator of record with MassDEP (completed a COCN-A and staffing plan)

-Completing Annual Statistical Reports (ASR)

-Cross connection surveys

-Participating in sanitary surveys

-Assuming overall regulatory responsibility for the system

If so, those responsibilities would extend beyond the tasks outlined in the current bid schedule and would typically be structured and priced differently than sampling and seasonal services alone.

Alternatively, if the intent is for the contractor to perform only the specific services listed in the bid schedule, with the Government retaining overall compliance and operator responsibilities, please confirm.

RESPONSE 6: Yes, the Contractor will act as the primary communicator with MassDEP and be responsible for submitting documentation required for the public water system to operate in accordance with 310 CMR 22.00. Execution of services shall occur in accordance with the Performance Work Statement, 310 CMR 22.00, and all local, state, and Federal requirements as referred to in Section III: Execution, of the Performance Work Statement. The bid schedule has been revised to include Task Item #6, Operator Responsibilities in Accordance with 310 CMR

22.00 & Coordination with MassDEP.
