About this file
This is an Amendment to Solicitation (SF 30, Amendment 0001) for potable water testing services at Buffumville Lake Park in Charlton, Massachusetts, issued by the U.S. Army Corps of Engineers. The amendment is effective March 19, 2026, and does not extend the solicitation closing date of March 27, 2026 at 2:00 PM Eastern. The amendment provides responses to four industry questions regarding the scope of work and revises the Performance Work Statement and bid schedule. Key changes include clarification that routine water testing costs are inclusive of all sampling, chemical tests, and travel; confirmation that April sampling is required per the 2026-2028 Compliance Monitoring Schedule; revision of the Performance Work Statement to remove the May-through-September service restriction; and an increase in the Routine Water Testing quantity from 5 to 6 units for the base year and both option years.
The revised Performance Work Statement establishes a three-year contract (base year April 1, 2026 to March 31, 2027, and two option years through October 31, 2028) for sampling and testing of potable water from Public Water Supply 2054052 serving the seasonal park. The contractor must perform seasonal startup procedures, routine water testing at intervals established by the Massachusetts Department of Environmental Protection, additional testing if maximum contaminant levels are exceeded, corrective action treatment as required, and seasonal shutdown procedures. The contractor serves as the primary communicator with Mass DEP and must submit written sampling plans, start-up procedures, and lab results within specified timeframes. The bid schedule itemizes five tasks: seasonal start-up ($1 job), routine water testing (6 units at each month), additional testing as required (2 units), corrective action treatment (4 units), and seasonal shutdown ($1 job). All work must comply with Massachusetts drinking water regulations, USACE safety requirements, and applicable federal and state environmental standards.

QUESTION 1: Regarding Task Item #2 The MA DEP schedule indicates that there are three required coliform samples per month. Is the item cost for this line item inclusive of the three coliform samples, any required chemical tests, sampling, travel , et al, for each event?
RESPONSE 1: As stated in III. Execution, 2. Routine Water Testing, the Contractor shall perform routine tests at the intervals agreed upon by the Mass DEP in the written sampling plan. The bid schedule for the Routine Water Testing CLIN is one month per billable unit. The Contractor's bid should capture all costs included in performing each month's Routine Water Testing events.

Section 5 of the Performance Work Statement states: Services will only need to be physically rendered from May through September each year while the park and well are in use. Can you confirm that April doesn't require sampling event?
RESPONSE 2: Yes, April sampling is required per the 2026-2028 Compliance Monitoring Schedule. Section 5. Schedule of the Performance Work Statement is revised to remove the sentence "Services will only need to be physically rendered from May through September each year while the park and well are in use." An additional quantity will be added to Bid Schedule Item 2. Routine Water Testing, bringing the total quantity from 5 to 6.
