JA - SNE – Renovate Building 25 Control No: 19-5002 SNE
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
SNE Building Systems, Inc.
1. Contracting Activity: 104the Fighter Wing, 175 Falcon Dr, Westfield, MA, 01085-1482
2. Description of Action:
The 104th Fighter Wing Contracting Office intends to award a firm-fixed price contract on or about 30
July 2019. Under the contract derived from solicitation number W912SV-19-B-5002. The project includes one brand name comments along with the sole source for the installation of the components.
3. Description of Supplies/Services:
The Government will require of the awardee, as part of the energy reduction measures to
a. Procure and install a brand-name requirement of Tridium Ax system. This system is a single source solution for Direct Digital Controls (DDC).
b. Procure the services of the only regional approved suppler SNE Building Systems Inc for the installation and programing of Tridium Ax System.
This project involves installation of HVAC controls and regulators with centralized reporting for energy usage. This includes installing interior controls to the facility, all corrective and associated electrical wiring and piping as necessary, hard wired communications to a designated central point, computer hardware, computer software, necessary to provide complete and accurate data, graphs and presentations for energy usage on an hourly basis, peak demand, daily, monthly and yearly summaries, trends, average daily/ monthly usage, mean daily/ monthly usage, quarterly and annually average, mean and totals. Contractor shall verify compatibility and system completeness to ensure a complete system meeting the owner’s needs as described in the Statement of Work.
4. Authority Cited:
The statutory authority permitting Other than Full and Open Competition is 10 U.S.C. 2304(c)(1) as implemented by FAR 6.203-1, Only one responsible source and no other supplies or services will satisfy agency requirements. It is likely that any other source would result in substantial duplication of cost to the Government that will not be recovered through competition.
5. Reason for Authority Cited:
a. FAR 6.302-1(c) provides the use of brand name descriptions when the requirement can only be met by one brand name product the current product is an Tridium Ax System. The use of a single product line/manufacturer enables the systematic management and seamless operation of our EMCS within the facilities. Utilizing the common product line for our DDC within our facilities allow for reduced staff to operate and maintain our DDC as well as the equipment the EMCS interfaces with.
This results in reduced maintenance and training costs over the lifecycle of the building. Departing from the standardization would not be sustainable, and would be detrimental to the organization.
The estimate to purchase the equipment is approximately $7,000.
b. SNE Building Systems Inc. is the only known source for additional system integration and upgrade to the Tridium Ax system that is presently in operation at Barnes ANGB. SNE Building Systems
Inc., now owned by Schneider Electric (S.E.). S.E. goes to market with this product only through exclusive territory independent representatives. The representative handling the Westfield, Mass area is SNE Building Systems. Any other manufacturer would void the warranty and could result in conflict issues and ability to have the system work. The estimate to install the equipment is approximately $43,000.

6. Efforts to Obtain Competition:
The solicitation for the Energy Reduction Measures will be a competitive Invitation for Bid (IFB) set aside for small businesses. The brand name components represent a small portion, less than 5% of the overall construction project that is being competed.
7. Actions to Increase Competition:
This J&A will be posted to FedBizOpps with the solicitation and potential suppliers may have the opportunity to propose compatible products for consideration.
8. Market Research:
The following market research techniques were conducted within the previous 12 months.
Previous construction projects that were awarded with the same system which also included the
J&A. Project AXQD082415 Renovate Hangar 15 included a cost breakdown for the installation and programing of the Tridium AX System at $303,323.00. This was for a large amount of work and new equipment for the entire hangar and an addition. The other recent completed project was
AXQD150601 Energy Reduction (State Funded) which had the DDC costs at $93,670.00. The first project is comparable in size and scope to the current project and with inflation would bring the price to approximately $350,323.00, which is comparable to the estimated contract value.
Referencing online research, and RS Means and adjusted to the local area and market conditions created the cost estimate for the equipment and the work associated with the Tridium AX System.
One major difference on this project is that the system is partially in place, but interior walls and
HVAC components need to be programmed once installed.
The subject matter expert in mechanical systems also communicated directly with the manufacture as well as other various manufactures to determine if there were any other compatible systems, none were discovered.
9. Interested Sources:
To date, no other sources have written to express an interest. There are no known alternative systems that are fully compatible with the aforementioned systems based upon lessons learned and experience of the Barnes Air National Guard and National Guard Bureau.
10. Other Facts:
a. Maintenance and repair training for these systems is brand name specific, and it is necessary to integrate the Energy Reduction measures into the existing base infrastructure and facilitate the seamless communication between new updates and the existing system. With multiple brand names, the facility upkeep and maintenance would several degrade to multiple systems and increased time to maintain, and repair all the different systems, as well as additional bench stock and capability issues. The costs over the lifecycle of the facility would also be increased for service and annual maintenance.
b. The Facilities Management spare parts inventory will remain manageable with all systems of the specified brand name. For each different brand name specified, a different software system would be required, resulting in additional costs to the Government for the maintenance of each system. By using the aforementioned systems listed, communication and compatibility issues will be alleviated and result in a fully integrated and functioning base wide system. Having the same brand name on all required systems would be the most cost effective solution for the government.

c. The Air National Guard (ANG) has established the Design Policy (ANGETL 15-01-00, May
2015), that states, “Facility designs shall reflect careful consideration and coordination of standardized features. All designs shall incorporate standardization to the maximum extent possible in accordance with the definitive base standards and base master plans. Certain features such as base- wide lock and keying systems, direct digital control (DDC) and energy management control system (EMCS), fire detection/reporting systems, security and intrusion detection system (IDS), communications systems and other similar systems located in multiple facilities shall be of the same manufacturer (standardized) to the maximum extent possible.”
