JA - SNE – Renovate Building 25 Control No: 19-5002 ADV

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION

Advantor Intrusion Detection System.

1. Contracting Activity: 104the Fighter Wing, 175 Falcon Dr, Westfield, MA, 01085-1482

2. Description of Action:

The 104th Fighter Wing Contracting Office intends to award a firm-fixed price contract on or about 30

July 2019. Under the contract derived from solicitation number W912SV-19-B-5002. The project includes one brand name comments along with the sole source for the installation of the components.

3. Description of Supplies/Services:

The Government will require of the awardee, as part of the energy reduction measures to

a. Procure and install a brand-name requirement of Advantor System. This system is a single source solution for intrusion detection system (IDS) and access control system (ACS).

b. Procure the services of Advantor System for the installation.

The work includes access control system and intrusion detection system components and parts for access to the facility, the facility’s secure areas, and access to the flightline from the facility. This includes communication back to the Security Forces facility on the existing system, new infrastructure internal to the building, and end-item equipment on or near facility entrances. Contractor shall verify compatibility and system completeness to ensure a complete system meeting the owner’s needs as described in the Statement of Work.

4. Authority Cited:

The statutory authority permitting Other than Full and Open Competition is 10 U.S.C. 2304(c)(1) as implemented by FAR 6.203-1, Only one responsible source and no other supplies or services will satisfy agency requirements. It is likely that any other source would result in substantial duplication of cost to the Government that will not be recovered through competition.

5. Reason for Authority Cited:

a. FAR 6.302-1(c) provides the use of brand name descriptions when the requirement can only be met by one brand name product the current product is an IDS/ACS. The use of a single product line/manufacturer enables the systematic management and seamless operation of our IDS/ACS within the facilities. Utilizing the common product line for our IDS/ACS within our facilities allow for reduced staff to operate and maintain our IDS/ASC as well as the equipment the IDS/ACS interfaces with. This results in reduced maintenance and training costs over the lifecycle of the building. Departing from the standardization would not be sustainable, and would be detrimental to the organization. The estimate to purchase the equipment is approximately $2,000.

b. Advantor Systems is the only known source for additional system integration and upgrade to the

IDS/ACS that is presently in operation at Barnes Any other manufacturer would void the warranty and could result in conflict issues and ability to have the system work. The estimate to install the equipment is approximately $19,000.

6. Efforts to Obtain Competition:

The solicitation for the Renovate Bldg 25 project will be a competitive Invitation for Bid (IFB) set aside for small businesses. The brand name components represent a small portion, less than 5% of the overall construction project that is being competed.

7. Actions to Increase Competition:

This J&A will be posted to FedBizOpps with the solicitation and potential suppliers may have the opportunity to propose compatible products for consideration.

8. Market Research:

The following market research techniques were conducted within the previous 12 months.

Advantor Systems Corporation holds a GSA Contract, GS-07F-039DA PO-0009. Dana Thayer, 104 SFS, provided a market research comparison to an IGE that found this GSA contract to be

“Fair and Reasonable.”

In an attempt to remove barriers, market research efforts were performed by browsing several

Internet websites and search engines (Advantor, Google, Bing), Government Databases (GSA

Advantage, SBA), and requesting source lists (provided by vendor); no other sources of supply for

Advantor equipment.

A Sources Sought was posted on GSA 6/19/2018 through 6/25/2018 (RFQ1298281) by Edwards

AFB, CA seeking sources capable of satisfying the Government's requirement. The Sources

Sought was sent to 21 vendors; Advantor Systems called the Contract Specialist asking if there was any action required on its behalf. No action was required from the proprietary source. There were eight (8) additional responses from: Concentric Security, LLC; Communications Network, LLC; Time and Alarm Systems; DHS Security, LLC; Integrated Security Solutions, Inc.;

Electronic Technologies Corp.; Trane U.S., Inc.; and Condortech Services. All responses were the same; all companies do not offer Advantor supplies or services.

A contract was awarded to upgrade IDS/ACS systems to the Main Hangar, Bldg 15, for

$47,847.03 to secure 14 openings. This contract is comparable to the work contemplated under this contract action, just on a much smaller scale.

9. Interested Sources:

To date, no other sources have written to express an interest. There are no known alternative systems that are fully compatible with the aforementioned systems based upon lessons learned and experience of the Barnes Air National Guard and National Guard Bureau.

10. Other Facts:

AFI 31-101 Integrated Defense Chap 6.3 Intrusion Detection Systems directs units to consider the compatibility of all new IDS with already installed equipment and the maintenance and operator training.

Currently 100% of alarm monitoring and 70% of access control is via Advantor Systems Corporation.

Advantor Systems Corporation installed the original security system, all upgrades and the current installation of IDS in ASA alert facility and maintains rights to ASN 5.0. The proprietary nature of this system (software/equipment) limits any other contractor from upgrading this system.

Per Air Force Security Center (AFSC) memorandum, dated 13 April 2018, Advantor System is only one

(1) of eight (8) approved vendors.
