JA - SNE – Renovate Building 25 Control No: 19-5002 MON
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
Monaco Fire Systems
1. Contracting Activity: 104the Fighter Wing, 175 Falcon Dr, Westfield, MA, 01085-1482
2. Description of Action:
The 104th Fighter Wing Contracting Office intends to award a firm-fixed price contract on or about 30
July 2019. Under the contract derived from solicitation number W912SV-19-B-5002. The project includes one brand name comments along with the sole source for the installation of the components.
3. Description of Supplies/Services:
The Government will require of the awardee, as part of the energy reduction measures to
a. Procure and install a brand-name requirement of Monaco Enterprises. This system is a single source solution for the fire alarm system (FAS).
b. Procure the services of Monaco Enterprises for the installation.
The work includes FAS components and parts for notification and alarms for fire safety. This includes communication back to the Fire Department on the existing system, new infrastructure internal to the building, and end-item equipment on or near facility entrances. Contractor shall verify compatibility and system completeness to ensure a complete system meeting the owner’s needs as described in the
Statement of Work.
4. Authority Cited:
The statutory authority permitting Other than Full and Open Competition is 10 U.S.C. 2304(c)(1) as implemented by FAR 6.203-1, Only one responsible source and no other supplies or services will satisfy agency requirements. It is likely that any other source would result in substantial duplication of cost to the Government that will not be recovered through competition.
5. Reason for Authority Cited:
a. FAR 6.302-1(c) provides the use of brand name descriptions when the requirement can only be met by one brand name product the current product is an FAS. The use of a single product line/manufacturer enables the systematic management and seamless operation of our IDS/ACS within the facilities. Utilizing the common product line for our IDS/ACS within our facilities allow for reduced staff to operate and maintain our IDS/ASC as well as the equipment the IDS/ACS interfaces with. This results in reduced maintenance and training costs over the lifecycle of the building. Departing from the standardization would not be sustainable, and would be detrimental to the organization. The estimate to purchase the equipment is approximately $8,000.
b. Monaco is the only known source for additional system integration and upgrade to the FAS that is presently in operation at Barnes Any other manufacturer would void the warranty and could result in conflict issues and ability to have the system work. The estimate to install the equipment is approximately $29,300.
6. Efforts to Obtain Competition:
The solicitation for the Renovate Bldg 25 project will be a competitive Invitation for Bid (IFB) set aside for small businesses. The brand name components represent a small portion, less than 5% of the overall construction project that is being competed.

7. Actions to Increase Competition:
This J&A will be posted to FedBizOpps with the solicitation and potential suppliers may have the opportunity to propose compatible products for consideration.
8. Market Research:
The following market research techniques were conducted within the previous 12 months.
Project AXQD082415 was completed and used Monaco Enterprises for the fire alarm system, which was approximately $100,000. This project on the main hangar was more complicated than this effort.
During multiple contracts acquisitions, other fire alarm system manufacturers and installers have been contacted. All have stated they cannot install Monaco parts and their parts are not compatible with the Monaco FAS.
9. Interested Sources:
To date, no other sources have written to express an interest. There are no known alternative systems that are fully compatible with the aforementioned systems based upon lessons learned and experience of the Barnes Air National Guard and National Guard Bureau.
10. Other Facts:
Per UFC 3-600-1, para 5-2.3, “Alarm reporting systems must conform to NFPA 72 National Fire Alarm and Signaling code, NFPA 70, National Electric Code and must provide the following where applicable.
Transmitters must be listed or approved for use with the existing base reporting system. Barns ANG is currently using the Monaco system and is compatible with the complete fire alarm system and has proven reliable over the years with the system already installed. The base currently has multiple Monaco Fire
Alarm panels installed, which assists emergency personnel to know only one panel type. This improves response time for any life safety issues that could occur. It also reduces cost of repair and maintenance by having only one type of system to operate, maintain, and have bench stock on hand.
