Question 24 - Please clarify if Contractor is responsible for the Concrete, Concrete Reinforcement and Soil Testing for this Project or will it be done by Government.

Answer 24 - Yes, the contractor is responsible for concrete, concrete reinforcement and soil testing.

Question 25 - Reference is made to drawing E-001 General Notes # 1, 2, 9, 14, 15 & 16 all make reference to utility outages and providing temporary power. However, the bid documents do not specify why or how power to any of the buildings power would be disrupted since the power interaction is only for lighting circuits. Please clarify.

Answer 25 - The “Site Work Notes” referred to are general in nature and the Contractor shall be required to shut down circuits within panels in noted buildings. Electrical service shut down to these buildings should not be required. If in the event or circumstance that complete power to a building is required to be shut off, then the Contractor will coordinate with the Base CE a minimum 48 hours prior to the shutdown. As noted, provisions for temporary power will be provided by the Contractor for any period over 6 hours.

Question 26 - Drawing E-001 General note 12 make reference to excavation which traverse roadways.

However note 17 states that all conduits under paved areas required for this project were installed under the previous contract # WKVB182092 which would eliminate the need to excavate roadways and other paved areas. Please clarify.

Answer 26 - As noted in “Site Work Notes” number 17, all of the underground conduit has been installed under a separate contract for the lighting contract. The Contractor will not have to excavate or open any roadways for the installation of conduit or wire under this contract.

Question 27 - Regarding the sample fixture, will the base give the fixture back to use to install or do we need to add one additional fixture per type to our bid.

Answer 27 - Contractor shall provide one sample of each light fixture to the Base CE. The fixture will not be utilized in the installation of work associated with the contract.

Question 28 - What is the size of the conduit to be used for all underground runs, panel schedule states 2” but on bid proposal 0002 states ¾?

Answer 28 - The contract drawings note on sheets ES101 – ES105 to provide two-inch underground, direct bury PVC conduit.

Queston 29 - Are the poles along the main road by property line feed from overhead?

Answer 29 - All site light poles are fed from underground including those adjacent to the perimeter fence along Old Riverhead Road.
