QUESTIONS AND ANSWERS

1) HH-8: The specifications require 10,000 readings; however, the pricing sheet states

1,000 readings. Please clarify the quantity of UT shots required.

ANSWER: We’d like 10,000 readings per the specifications. The bid schedule has been corrected.

2) HH-14: Could you please provide the vessel’s tank capacity plan?

ANSWER: Refer to drawings 29-01-01 and 29-01-03

3) HH-16: So that we may price this item correctly, please advise how much fuel is anticipated to be onboard the vessel when it arrives at our facility.

ANSWER: Assume that an estimated 40,000 gallons of fuel will be on board the vessel when it arrives to the drydock.

4) MA-18: Please clarify if the shipyard is to quote cleaning the inside of the pipes in our proposal, or are we to provide pricing after breaking down the system and completing an inspection?

ANSWER: The contractor is to provide a quote for everything included in this section; this includes breaking down of the system, inspection, cleaning, and reinstalling the system. Note that some items will be considered grow work, i.e. hot work, new expansion joints and connecting flanges (if needed).

5) What is the warranty period for the contract?

ANSWER: Ninety (90) days.

6) Work item EE-3 references three quotes from Sperry. Section “J-32” only provides two of the three Sperry quotations. Please provide Sperry quote Q2017-3-81.

ANSWER: See Revised sketch J-32

7) Specifications item MA-10 Testing & Commissioning requires testing of the emergency generator as recommended by Puckett Power. In its response to our pricing request, Puckett has asked us what load bank testing requirements the ACOE requires (test duration, reactive or resistive, etc). Please advise the parameters for the testing of the emergency generator so all bidders can price the same emergency generator testing requirements.

ANSWER: An amendment will be provided for the “TESTING & COMMISSIONING” paragraph for Section MA-10 to address this question.

8) HH-18.4.1: Chain Lockers – How much mud removal (if any) should we allow for i.e.

one (1) cubic yard with a unit price for additional mud?

ANSWER: Assume that no more than two (2) cubic yards will be removed.

9) HH-18.4.2: Potable Water Tanks – Item alludes to spot blasting (and HH-19.3.2 does also). How much spot work should be allowed for i.e. ten percent (10%) of the area with a unit price for additional area?

ANSWER: Assume that no more than 50% shall be spot blasted.

10) HH-18.4.3 and 18.4.4: Cleaning – There is no way we can know the condition of these spaces when cleaning is to be done. Can we provide a “level of effort price” based on a set amount of man hours?

ANSWER: This has been a standard language in our specification for years, and contractors have successfully bid on this. Recommendation: Refer to the drawings listed in section GN-3, assume worst case scenario based on the volume for each space per these drawings, and provide quote. Note that bilges must be pumped out and disposed of per DD-1 prior to any work on HH-

18.4.3 and 18.4.4; thus, the worst case scenario must take this into account. The contractor is free to use other methods of calculating the worst case scenario based on the spaces’ volume.

11) HH-20 b: 8 P/S – The drawings we have are marginal at best. Can the owners open one of these tanks for survey or provide a surface area so all bidders are apples and apples?

ANSWER: While there is a lot of information in the drawings, the electronic drawings provided for section HH-20 are in excellent condition and the bidder certainly can quote based on these.

Opening the tanks for merely bidding purposes will be labor intensive, and our funding & labor resources are limited. For bidding purposes assume that no more than 50% of the total internal surface (including angles and other components) shall be blasted.

12) HH-20 b: 8 P/S – How much mud removal (if any) should we allow for i.e. one (1) cubic yard with a unit price for additional mud?

ANSWER: Assume that no more than two (2) cubic yards per tank will be removed. Note that mud will be in different locations within each tank.

13) HH-20 b: 8 P/S – Items allows for two (2) stripe coats both red and then one (1) full coat of white. Later it says that “a total of two (2) coats system shall be applied”. Maybe this should be revised to specify two (2) full coats and Two (2) stripe coats to avoid confusion.

ANSWER: Ignore the last sentence of the fourth bullet of HH-20 b.

14) HH-21 b: 6 P/S/C – The drawings we have are marginal at best. Can the owners open one of these tanks for survey or provide a surface area so all bidders are apples and apples?

ANSWER: While there is a lot of information in the drawings, the electronic drawings provided for section HH-21 are in excellent condition and the bidder certainly can quote based on these.

Opening the tanks for merely bidding purposes will be labor intensive, and our funding & labor resources are limited. For bidding purposes assume that no more than 50% of the total internal surface (including angles and other components) shall be blasted.

15) HH-21 b: 6 P/S/C – How much mud removal (if any) should we allow for i.e. one (1) cubic yard with a unit price for additional mud?

ANSWER: Assume that no more than two (2) cubic yards per tank will be removed. Note that mud will be in different locations within each tank.

16) HH-21 b: 6 P/S/C – Items allows for two (2) stripe coats both red and then one (1) full coat of white. Later it says that “a total of two (2) coats system shall be applied”. Maybe this should be revised to specify two (2) full coats and two (2) stripe coats to avoid confusion.

ANSWER: Ignore the last sentence of the fourth bullet of HH-21 b.

17) MA 13: The item does not clarify the square footage to be touched up, removals, etc.

Can this be further clarified at the ship check?

ANSWER: Yes, this will be accessible during the ship check. Also refer to the drawings provided

18) MA-14: Pump Room – The item says “the contractor shall discuss with the

Government inspector what needs to be pressured washed and what needs to be blasted”, as you can see there is no way we can price this prior to arrival. Can we provide a “level of effort price” based on a set amount of man hours?

ANSWER: For bidding purposes, assume that 30% for each task of the entire area listed in this optional item shall be pressure washed, blasted and painted.

19) Specification Item DD-2 seems to call for the forward 18” seachest crossover pipe to be cleaned and painted. Based on the provided seachest piping drawings, we understand this pipe to be 90/10 copper nickel. As the inside of copper nickel piping is not typically cleaned or painted, can you please confirm what this work item is requiring in way of the crossover pipe?

ANSWER: Yes, please proceed per the specs requirements.

20) Item #0024, DD-7.18 calls for a quantity of one (1) job on the pricing sheet. In the specifications, there is a requirement for a quantity of seven (7) cylinders/rods. Please confirm the one (1) job includes pricing for all seven (7) cylinders/rods.

ANSWER: Yes, the one (1) job includes pricing for all seven (7) cylinders/rods.

21) In the past, the ACOE has provided an Excel spreadsheet to make completing the pricing section of the solicitation easier. Could this same format Excel sheet be provided for this solicitation as well?

ANSWER: Yes, the updated bid schedule for Am_0002 will be posted in Word and Excel.

22) Please provide the engine serial number. Per Detroit Diesel authorized repair facility it should be 10 digits and begin with 04A0******.

ANSWER: We do not have a serial number to provide, but Contractor can look for it during the ship check. The motor is a Series 4-71 T.

23) Work Item 0101 - MA-17 - HYDRAULICS MAINTENANCE: Need drawing of P&S

AFT Adjustable Weir hydraulic piping that is to be flushed and need sizes of hydraulic pumps, check valves and direction control valves requiring inspections or overhauls in this item.

ANSWER: Drawing 70006-2560-055 (Overflow) has been provided with the package for

Am_0002. The Government does not have detailed piping diagram. The Government can show at site visit the locations for flushing connection.
