This addendum provides clarification to specifications and drawings for a federal solicitation seeking a contractor to construct a small arms range and conventionally constructed close quarters battle trainer facility. Key project details include constructing a manufactured modular small arms range and CATM facility attached to the range. The scope of work includes all required site work, utilities, structural, architectural, mechanical and electrical systems. The project magnitude is between $5 million to $10 million, with a 360 day completion schedule. The solicitation was issued by the USPFO Minnesota for the 148th FW Duluth ANG Base and is set aside for small businesses. The pre-proposal meeting was held on June 3rd, with questions due by June 22nd closing date. Evaluation will consider best value past performance and price without discussions. ADDENDUM 02 Page 2 of 7
ANSWERS TO CONTRACTOR QUESTIONS:
1. Question: Q11. 13 3450, 2.02, D. Limits the overall exterior length of the modular range to 120’, however this design is proprietary to a single manufacturer, utilizing a proprietary, compact bullet trap and 40’ long ‘one-trip’ used shipping containers (3 containers = 120’ long), thereby creating an effective ‘sole-sourced’ project for that manufacturer, and essentially eliminating any competition. Will the government allow overall lengths of up to 136’ or longer?
Response: site constraints would not allow for a unit as long as 136’. Up to 123’ could be accommodated within the site constraints.
2. Question: Q35. Regarding proposal validity of 120 days, materials and freight costs are in a particularly volatile period, and as we heard at the prebid meeting, some of the structural members required for the range support building may not even be available for as long as 18 months. What protections against atypical cost increases, (other than bidding a seriously overinflated price) can the government offer, either pre-bid by changing the contract type, or post-validity period in the form of an addendum to the solicitation, if any, might the government offer?
Response: The Government will not change the contract type.
3. Question: Q38. Request for Clarification A 03 Specifications Small Arms Range Section 13 3450, part 2, paragraph 2.02, bullet point D (PDF Page 280) Will USG accept ranges that are 130' long?
Response: site constraints would not allow for a unit longer than 123’.
4. Question: Q47. Request for Clarification A 03 Specifications Small Arms Range Section 13 3450, part 2, paragraph 2.09, bullet point H (PDF Page 286) Will the main communication cable come directly into the small arms range or will it be a distribution cable from an area of the support building's communication room? Will it be copper or fiber?
Response: Horizontal cabling from Telecommunication Room 111 will be available to serve devices withing the Small Arms Range within the 100M limits. Multimode Fiber Optic (OM4) and UTP (Category 6 and 6A) will be available connections within the building. Pathways will be provided to the range vestibule from Telecommunications Room 111.
5. Question: Q50. Request for Clarification B 08 W912LM-21-R-1001-Sm Arms Range General Does the prime contractor have to hold a general contractor license in Minnesota?

2.5.3.3
Regarding the following wording in the solicitation“If the offeror represents the combining of two or more companies, joint venture or formal teaming agreement, for the purpose of this RFP, each company shall complete Exhibit As and obtain Exhibit C references.”
We request that the government confirm that they will not require this information from the protégé in a Mentor Protégé joint venture where the mentor is providing the past performance. FAR 13 C.F.R 125.8(2), states that the government must “must consider work done and qualifications held individually by each partner to the joint venture as well as any work done by the joint venture itself previously. A procuring activity may not require the protégé firm to individually meet the same evaluation or responsibility criteria as that required of other offerors generally.” The full FAR verbiage can be found below.
Per FAR 13 C.F.R. 125.8(e)Capabilities, past performance and experience. When evaluating the capabilities, past performance, experience, business systems and certifications of an entity submitting an offer for a contract set aside or reserved for small business as a joint venture established pursuant to this section, a procuring activity must consider work done and qualifications held individually by each partner to the joint venture as well as any work done by the joint venture itself previously. A procuring activity may not require the protégé firm to individually meet the same evaluation or responsibility criteria as that required of other offerors generally. The partners to the joint venture in the aggregate must demonstrate the past performance, experience, business systems and certifications necessary to perform the contract.
Response: That is correct; the GC will complete Exhibit A-D
15. Question: Q58. Request for Clarification B 08 W912LM-21-R-1001-Sm Arms Range 2.5.3.2
Will the government consider allowing contractors to use CPARs and/or previously completed PPQs in the similar format (such as the NAVFAC PPQ) instead of Exhibit C? We have CPARs and previous PPQs ready to provide however new PPQs are often hard to obtain from busy contracting personnel.
Response: The Govt main source for past performance is CPARS and Exhibit C.
16. Question: Q62. Is a full-time superintendent, provided by the general contractor, required to be onsite for this project whenever there is work taking place?
Response: The GC must provide a full-time site superintendent.
17. Question: Q63. Can this person be SSHO, superintendent and Quality Control manager or are separate personnel needed for each role?
Response: One person can fill multiple roles.
18. Question: Q64. Is 24 hour fall protection qualified person needed per EM 385 1-1 for this project?

Response: Contractors may be provided a “Contractor Badge.” All personnel requiring Base access must submit the 148th Form 66 as attached in the solicitation. The GC site superintendent may escort subcontractors from the entry gate to project site.
21. Question: Q68. The soil report done by Braun Intertec states they recommend using an engineered compacted fill for all footings and building loads. Can this soil be utilized for backfill when not holding any portions of the building structurally?
Response: The project specification section 31 2323 Fill clearly states the quality of fill materials allowed for use and where and what type of material is to be utilized in specific locations
| 21. | Question: Q69. Are we to follow the Braun Intertec recommendation in section C.1.b “Beneath driveways and parking area, we recommend removing any organics, debris or other unsuitable materials from within 3 feet of finished grades.”? |
| a. | If so, does this only pertain to the road and parking within the project area? Would this exclude any rework of the road needed per note 10 on sheet C000? |
Response: All organics, debris, and unsuitable material within 3 feet of finished grades must be removed in the paved gravel drive/parking area. This would exclude the entry road work beyond the limits shown on Sheet C100. The intent of Note 10 on Sheet C000 is not to reconstruct the entry road, but rather to reinforce it and maintain suitable and safe vehicle access during construction, and to leave it in a state that is equal to or better than existing conditions for load bearing and travelability after completion of the project.
