PROJECT OVERVIEW
• Solicitation No. – W912L8-18-B-0001
• Project Title – Camp Dawson Roof Replacement
• Period of Performance: 190 days
• Project magnitude is between $250K and $500K (FAR 36.204)
• One firm-fixed price contract will be awarded
• Action is total set-aside for small business
Questions & Answers
• Request for Information (RFI) - All questions and answers must be in writing.
• Submit questions NLT 2 days prior to closing. Questions received after this date may not be addressed prior to closing date.

Wage Determinations
• WAGE DETERMINATION LOCATION – Kingwood, WV:
Currently, Construction Type: Building, General Decision Number WV180046, WV46 dated 6/29/2018 for Preston County is applicable for this work. Rates can be found at https://www.wdol.gov/dba.aspx
• In the event the current prevailing Wage Determination is changed by the Department of Labor after the closing date of this solicitation, the updated Wage Determination will be incorporated by amendment and issued to all Offerors that have not been eliminated from the competition.
Proposal Due Date
• Proposal Due Date - All Offers are due by 11:00am EST on 14 August 2018
• Email submissions of proposals will not be accepted.
• Facsimile proposals will not be accepted.
• Proposals will be hand carried to USPFO-
WV.
• Bids should be broke down per Line
Items.
Work Hours
• The Contractor will have access to the site as scheduled through 1SG Miller and/or MAJ Judy, the COR’s for this project. Full-time staff is available Monday – Friday 0730 – 1600 hrs. If work hours must be modified, these will be approved on a case-by-case via the Project Manager and the COR.
Personnel, Vehicles, Equipment & Deliveries
• Contractor is required to provide to the Project Manager and CFMO, a listing of personnel, vehicles, equipment, and deliveries NLT 48 hours prior to requirement of contractor site access.
Personnel change updates must be submitted ASAP. Failure to comply with submission of personnel, vehicles, deliveries, and equipment will make all subject to rejection of access to Camp Dawson. Contractor will be responsible for any fees associated with a second delivery if proper notification is not received.
Superintendence
• Superintendence: In accordance with Contract documents, the Contractor must maintain full-time, active superintendent on the job.
Temporary Facilities
• Temporary construction trailers must be coordinated with 1SG Miller and/or MAJ Judy, the COR’s.
Period of Performance (POP)
• Duration of the contract is 190 Days from the NTP.
• Work will start within 10 days of NTP.
• Material Submittals will be submitted within 10 days of Contract Award.
Liquidated Damages / Bonding
• There will be no LD’s for this project, however the Government will retain 10% of payment until Final Payment.
• Payment Bonds will be required for project exceeding $35K to $150K. Payment bonds and Performance bonds required for projects over $150K.
Safety
• All construction activities will be in conjunction with OSHA, Safety and Health Requirements Manual (US Army Corps of Engineers). As noted, the Army safety and health standards mirror OHSA. All construction activities on site will be a hardhat area and marked as such.

• Areas will have personnel moving about and through main access areas. Contractor must be able to make site accessible under most circumstances. When this is not a viable option due to safety concerns, access to the site will be restricted and controlled by the Contractor. A visitor’s sign-in and hardhats to be made available for personnel visiting site.

• Cleanup required daily by each perspective sub and General Contractor: No open dumps of construction materials. Remove obstructions, demolished materials, and waste materials including trash and debris, and legally dispose of them off Owner’s property.
Supervision of Work
• Site Supervisor will have the responsibility for the observation of Contractor’s quality of work. The COR will provide recommendations for actions regarding progress payments, change orders, and acceptance of work.
• Be sure you have a signed Contract Modification before executing any change orders. If you do not have a signed Modification the contractor accepts all risk.
Aspects of Contract
• Project Coordination (Correspondence) – All correspondence will be conducted through 1SG Miller and/or MAJ Judy (COR’s) once NTP is issued.
• Meetings – Progress meetings with be conduct biweekly on site.
• Submittals – All submittal documents will be submitted through 1SG Miller and/or MAJ Judy. Owner will have 7 business days to review and approve/ disapprove any documentation.
• RFI’s- Request for Information will be forwarded to 1SG Miller and/or MAJ Judy. Owner will have five working days to respond to any RFI’s.
Contract Substitutions
• Substitution requests must be submitted within 30 days of commencement of work.
• Substitution requests will only be considered when one or more of the following applies:
• Proposed changes comply with general intent of Scope of Work.
• Request is timely and is accompanied with all required documentation
• The specified product cannot be provided within Contract Time. This time will not be considered if Contractor fails to provide proper and timely coordination.
• Governing authority cannot approve the specific product and substitute product can be approved.
Closing Comments
• Meeting notes will be published by the COR, along with clarifications to contract documents.
• Any changes to the solicitation will be addressed through an Addendum.
