SYNOPSIS
•Construction: Replace KC-135 Maintenance Hangar •The estimated cost range between $10,000,000 and $25,000,000.
•A firm-fixed price contract will be awarded.
• Acquisition is set-aside for Small Business
• SB size standard for NAICS 236220 is $33.5 M •The contract will be awarded using Source Selection procedures •Evaluation factors - Price &Past Performance

IFB VERSUS RFP
• In the invitation for bid (IFB), FAR Part 14, process, a public bid opening occurs when the bids are due and the prices are read to the public
– There can be no discussion
– No correction of mistakes in most cases
– Award is always to the low responsible bidder
IFB VERSUS RFP
In the Request for Proposal (RFP), FAR PART 15, process
• After closing, the process is “closed” - information will be not be available until time of award
– Only Awardee identity and price is disclosed-not other offerors or their prices
• The Government will award based on best value criteria
• There can be clarifications, and/or discussions
• Award may not always be to the lowest offered price
WHAT IS THE CONTRACT
PERIOD?
Construction period is 540 calendar days after receiving the Notice to Proceed for
Base Bid and some Option Items Additional period of 180 calendar days for
Demolition Option Items

WHAT YOU MUST SUBMIT
• Section 00110 of the RFP details the required information and format for the proposal
• 2 Volumes are required
– VOL 1 – Price/Cost (To include Exhibit D)
– VOL 2 - Past performance
VOLUME 1
PRICE/COST
• Offeror portion of SF1442
• Section 00010 – Insert all required pricing
• Section 00600 - Complete and insert representations and certifications (return those in Section 00600) Complete Electronic Reps and Certs in ORCA on the web – website provided in RFP Section 110, paragraph 3.4.1.6
• Completed Exhibit D – Option execution period
• Include the Supplemental information form
• (as needed) Joint Venture or Mentor Protégé paperwork
VOLUME 2
PAST PERFORMANCE
NO PRICES/COST IN THIS VOLUME
• Complete 5 to 7 PART 1 EXHIBIT As, Performance Relevancy Questionnaires for relevant contracts completed or substantially completed in the last five years. (Complete 1 PART 2)
• Send out questionnaires to your references for the Exhibit A projects
– Do this early – make sure they are sent to contracting officer to be received NLT 20 January 2010
• (Optional) Provide other past performance considerations
VOLUME 2
PAST PERFORMANCE CONTINUED
• Provide list of subcontractors (up to 3 per specialty) for the following, if not self-performed
– Fire Protection Systems, Steel Fabrication and Erection, Hangar Door Assemblies and Installation Construction
– To be considered, a subcontractor must complete a consent form - Exhibit B
PROPOSAL DUE DATES
• Volumes are due 1100 Hours (11:00
A.M.), 20 January 2010
• Proposal must be signed by officer of your company
• No facsimile or electronic offers will be accepted
• Reference questionnaires are also due by this time and date!
– Send reference questionnaires out as soon as possible
– These can be sent to us via mail, fax or e-mail

• Exhibit C = Past Performance Letter and
Questionnaire (Send out to References)

• Exhibit E = - Proposal Volume Contents Aid
• Exhibit F = Proposal Inquiry Form

• Process is detailed in RFP Section 00120
• Carefully review Section 00120 when preparing proposal
• Comply with Section 00100 and 00110 requirements
• Past Performance is approximately equal to Price
• Failure to furnish a complete proposal may result in elimination from consideration !!
BEST VALUE AWARD
DECISION
Best Value is defined as an award based on the greatest overall benefit in response to the requirement. Award is based on price and other non-cost related factors.
AWARD
The contractor whose proposal provides the BEST VALUE to the government.
PAST PERFORMANCE IS
