QUESTION 10: In Schedule B, the Government has already determined a set number of mowing and a set acreage to reach totals such as 3000 square acres, 55,000 square yards, etc… What are these numbers based on? Is it 30 mowing per year for 100 acres, or is there a different formula which has resulted in these totals? This is critical in both scheduling and pricing of this work.

ANSWER 10: It is 30 mowing per year for 100 acres weekly.

The areas for fence spraying is based on fence not in open acres but in the woods.

QUESTION 11: Is this a Firm Fixed Price Contract or an IDIQ with unit pricing?

ANSWER 11: The Government contemplates award of a Firm Fixed Price (FFP) contract resulting from this solicitation.

QUESTION 12: Since the new Contractor is required to provide the Right of First Refusal to the incumbent’s workforce, what are the service dates for current employees? This is important in determining how much vacation each employee is entitled to. If this information cannot be provided, then we can only base our pricing on two weeks’ vacation.

ANSWER 12: See FAR Clause 52.222‐17 – Nondisplacement of Qualified Workers

We cannot advise or instruct how to develop pricing for this solicitation.

QUESTION 13: C.5.2.2 Debris Removal requires debris to be disposed offsite. Is the Contractor allowed to dispose of debris collected onsite through any means necessary? i.e. refuse collection stations?

ANSWER 13: Yes the contractor is allowed to use ERDC landfill for debris removal. See revised Section C.5.2.2.

QUESTION 14: C.5.2.6.1 states that the Contractor is to apply herbicides at five foot width along the entire ERDC perimeter fence twice per year, for anything other than twice per year, would CLIN 0010 be used to exercise this request?

ANSWER 14: Yes

QUESTION 15: During the site visit, we were told that not all of the perimeter fence is to be sprayed with herbicide, this would conflict with C.5.2.6.1, are there areas where herbicide is not to be used, if so, where are these areas on the perimeter fence and what is the linear footage of these areas?

ANSWER 15: The spraying is based on area located in the wood line only. The other fence LH is in the mowing zones.

QUESTION 16: Will any additions and deletions to the areas in the Schedule B follow the provisions of 52.243‐1 Changes—Fixed Price Aug 1987? Will the Alternate language Alternate I, Alternate II, Alternate III, or Alternate IV all dated 1984 be substituted as the Alternate language refers to Services and not a manufactured item as referenced in 52.243‐1 dated 1987?

ANSWER 16: Alternate I is added in this amendment.

QUESTION 17: Will all changes to the quantities be made in writing to the Contractor as these changes will refer to services awarded under a Firm Fixed Contract?

ANSWER 17: The quantities are specified in Section B of the solicitation.

QUESTION 18: Will the Contractor be allowed to place a trailer for administrative purposes in the lay down area designated for use by the contractor?

ANSWER 18: Yes

QUESTION 19: Are Contractor personnel allowed the use of bathroom facilities on site during the work day period?

ANSWER 19: Yes

QUESTION 20: What is the square acreage of the Explosive Storage Area?

ANSWER 20: Ex Storage 3 acre Fence LF 1455

QUESTION 21: Are hand held weed eaters and push mowers allowed in the Explosive Storage Area?

ANSWER 21:

C.4.2.1 RESTRICTIONS

Riding equipment shall not be used on the upstream or downstream slopes of the dam at Building 1006 nor in the Explosive Storage area. Riding equipment shall not be used on slopes that exceed a ratio of 1 vertical to 3 horizontal. All riding equipment used in mowing operations for Level I and Level II maintenance shall be equipped with turf type tires on all wheels (both front and rear). All self-propelled and walk behind equipment shall also be equipped with turf and not tractor type tires.

QUESTION 22: Are walk behind power mowers allowed in the Explosive Storage Area?

ANSWER 22: Walk behind can be used.

QUESTION 23: C.4.4 requires communications between all Contractor furnished vehicles, does this include tractor type vehicles or are we only referring to motor vehicles, i.e. trucks?

ANSWER 23: No just QC and Management

QUESTION 24: C.5.6.1 Scope identifies application of red mulch up to three times per year, during the site visit, many areas had wood chips and trees had pine needle straw. Are all areas to have red mulch applied and if the trees have pine needle straw, is this to be supplemented also or will this be separate?

ANSWER 24: No, all areas are not to have red mulch. The areas are to be consistence with what already in place.

QUESTION 25: C.5.7.2 States that leaf collection is to be done from a defined area which includes curbs, roads and parking lots, C.5.7.2.1 sates the Government will only request leaf collection in the areas where Level I and Level II have been performed. Does this mean all adjoining roads, parking areas, and curbs to the area mowed? Is there a defined perimeter that can be delineated so as to ensure that all areas where leaves are to be collected are serviced?

ANSWER 25: Yes, all adjoining roads, parking areas, and curbs in the areas where leaves are removed.

The COR and project manager will concur that removal is equal to acreage unit requirement.

QUESTION 26: C.5.7.2.2 Minimum Size describes that the Government will not order any area smaller than ¼ acre be maintained at any given time, is there some indication as to how the Government will make these determinations to gage the size of areas requested?

ANSWER 26: The COR and the contractor will gage size when needed.

QUESTION 27: Will these areas be required to be within the same general location? It is impractical to receive a request for a ¼ on one end of the complex and three others at different locations and then be expected to only be paid for 1 acre. The unit pricing for 1 Acre does not include travel time between four locations.

ANSWER 27: The COR and contractor will make the determination if it is impractical.

QUESTION 28: Will there be a Phase‐In Period prior to the start of this Contract?

ANSWER 28: There is not a separately price phase‐in period.

QUESTION 29: Will Phase‐In and Phase‐Out costs be allowed separately or are they to be included in the overall costs of the services CLIN 0001 – CLIN0010?

ANSWER 29: There is not a separately price phase‐in period.

QUESTION 30: How can a Contractor spread out the entire costs for Other Direct Costs (ODCs), Equipment, Safety Equipment, Uniforms, Drug Testing, Fuel, Maintenance Parts to reach an fully burdened rate when the Government can reduce the amount of work allowed based on rate of grass growth? The pricing in Schedule B does not allow for anything other than a cost for services provided.

This cost has to include all contract allowable costs and is recovered based on an expectation that the Contractor will mow according to the prices in Schedule B. If the Government were to reduce the frequency of the services, although the wages are not paid, it is impossible for the Contractor to recover costs spread out over the annual expectation of services.

This is a for instance and a very simplistic method of showing this. If we expend 2080 in the process of hiring, providing testing, uniforms, equipment, and consumables we project earning 1 dollar per hour worked, so we could expect to recuperate the expense in one year. If the Government reduces the number of mowing by ten percent, we would lose 208 dollars. We would not be able to recoup the full cost of the expense. All costs under this contract have to be averaged out into the cost of services in the unit cost per Maintenance Level. When the Government reduces the services, it does not only reduce our ability to perform services, it also reduces our ability to recoup Contract costs which have already been expended.

ANSWER 30: We cannot advise or instruct how to develop pricing for this solicitation.

QUESTION 31: Can additional CLINs be added to allow for Other Direct Costs?

ANSWER 31: Additional CLINs will not be added.

QUESTION 32: Can there be additional CLINS for Phase‐In/Phase‐Out costs?

ANSWER 32: Additional CLINs will not be added.

QUESTION 33: Herbicidal application in section C.5.2.6.1 states a specific requirement that exceeds the square yardage number in CLIN 0007 and subsequent Option CLINs. There are also required herbicide treatment areas in this section (Big Black Test Site, etc.) with no indication of area or frequency. Can treatment yardage and frequency be clarified and should quantity be adjusted?

ANSWER 33: The herbicidal treatment is in square yards on the bid schedule; but the fence is linear feet. The Government took into consideration for other areas. The square yards for CLIN 0007 is sufficient for the fence and all other areas; but if more is needed, CLIN 0010 can be funded.

QUESTION 34: Reference L.3.4.2 on page 103 that states "Volume II Technical Proposal shall be in three sections:". Management and Technical Approach are stated; what is the third section required?

ANSWER 34: There is no third section. It should state “Volume II Technical Proposal shall be in two sections”.
