About this file
This document provides an amendment to a solicitation for maintenance dredging of the Raritan River in New Jersey. The amendment includes responses to contractor questions for informational purposes only and does not revise the original solicitation.
The amendment answers questions on dredging areas requiring different disposal methods concurrently, the potential for debris encountered, responsibility for dredging under bridge structures, restrictions on spud use, and oversight of an independent dredging inspector. The maintenance dredging project involves removing approximately 500,000 cubic yards of shoaled material from two dredging areas to a depth of -25 feet MLLW plus two feet of overdepth allowance. 435,000 cubic yards will be dredged from Area A and placed at an HARS site while 65,000 cubic yards from Area B will be upland placed at contractor furnished sites. The work shall utilize a mechanical dredge with closed clamshell bucket and be completed between September and December 2021, maintaining production rates of 10,000 cubic yards per day for Area A and 2,000 cubic yards per day for Area B.

SUMMARY OF CHANGES
SECTION 01 00 00 - GENERAL REQUIREMENTS
The following have been added by full text:
AMENDMENT 0004
(Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors “for information only ”and do not revise the solicitation, plans or specifications.).
Q1. Please confirm that dredge areas requiring upland disposal and areas that require HARS disposal are allowed to be dredged concurrently.
A1. The contractor may perform the work in whichever manner (consecutively or simultaneously) as they see fit.
Q2. Considering the potential for significant debris to be encountered in Items 3, 4 & 5, please add separate line items for debris disposal corresponding to each item.
A2. This channel was dredged as recently as 2014. There is no anticipation of significant debris accumulation in the shoals to be dredged. As debris is encountered during the dredging cycle, it shall be fully noted in the Contractors QC reporting (size, weight, delay, etc.). Any possible request for equitable adjustment must be submitted in writing under the appropriate clause (differing site condition, changes, VEQ, etc.).
Q3. The contract drawings detail shoal material in the area where the rail road bridge swing span support pier is located. Please confirm that the contractor will not be responsible for dredging material located under the swing span support pier.
A3. The contractor shall exercise the utmost caution when dredging in the vicinity of any bridge to prevent the collapse, undermining or damage to the structure. Material located underneath or within close proximity to the bridge structure will not be required to be removed.
Q4. Please confirm there are no restricted areas within the dredge prism where the contractor will not be allowed to utilize spuds.
A4. A search of the regulatory files within New York District, United States Army Corps of Engineers was conducted, and results can be found in Specifications Section 01 30 00 Administrative Requirements. The Contractor shall take all necessary precautions to prevent damage to these structures. The Contractor is required to coordinate with the
W912DS21B0010
owners, if such action is necessary, to mark the structures or move the cables in order to avoid interference with dredging operations.
Q5. The NJ DEP permit specifies an independent dredging inspector to oversee the work. Is the independent dredging inspector the responsibility of the contractor or the USACE?
A5. The Contractor is responsible for having NYD certified dredged material inspectors (DMIs) monitor the transport of all dredged materials to the HARS. More information can be found in the specification Section 35 20 23.10 18. The NJDEP WQC permit requirement for an Independent Dredge Inspector is a separate requirement from the DMI.
This requirement will be fulfilled (virtually or in-person) by USACE as part of our daily Quality Assurance Inspection.
This amendment does not change any other parts of the solicitation.
