Contractor shall provide Terrazzo floor finish in lieu of VCT floor finish with a precast terrazzo base in all Cadet Rooms including Cadet Rooms labeled TAC NCO and TAC Officers. “1.37 WORKING CONDITIONS, WORKING HOURS, AND NON-WORKING DAYS

a. Working Hours: Normal working hours shall occur Monday – Saturday, between 0700 - 1730 hours.

Additionally, the adjacent buildings will be occupied. The contractor shall coordinate major demolition activities or any other activities that will create noise, dust and/ or vibrations that could impact the adjoining areas with the USMA and COR.

b. Non-Working Days: During the course of this contract the Contractor shall not perform any physical work during the activities listed below. The dates provided are the “on or about” dates of the activities.

(1) Graduation Week: (3 days in Mid-May)

(2) Reception Day: (1 day in June)

(3) All Government Holidays: Ten (10) days.

(4) Football Home Games: Five (5) home football games per year. Exact dates will be furnished to the Contractor on request in the year that they will occur.

(5) The Contractor should anticipate four (4) additional days each calendar year on which no physical work shall be performed. These will be at the Governments discretion. The actual "No Work" days will be confirmed by the Government during the work phase in conjunction with the construction plan approval. The Contractor's schedule must reflect the above anticipated "no work" days.

c. Working Conditions:

(1) Open trenches or road restrictions will not be permitted without the approval of the Contracting Officer.

(2) Sallyports and other access ways shall be fully usable.

(3) Parades, reviews or similar ceremonies are routinely conducted three or four times a week. Hours of such ceremonies are normally 5:00 p.m. on weekdays and 11:30 a.m. on Saturdays, although there are exceptions to these hours. Detailed schedules of ceremonies may be obtained two (2) months in advance on request from the Contacting Officer. In addition the following requirements shall apply to all Contractor's activities in connection with these ceremonies:

(a) Right of way shall be given to cadets marching in formation.

(b) During the actual ceremonies, the Contractor's activities that produce noise to an extent which would distract or interfere with the ceremony, such as the operation of extremely loud and noisy machinery, shall be suspended until the ceremony is over.

(4) All cost for conformance with the above stated requirements shall be included with the lump sum contract amount and no claim for extra cost shall be considered.”

Q1-(Q4am3): Several specs (05 12 00, 05 30 00, 09 29 00) reference fireproofing systems but there is no spec for fireproofing. Please advise if fireproofing is required and provide specification for same.

Response: Specification section 07 81 00 has been added to the documents. See structural drawings for locations required.

Q2-(Q15AM3) -Plumbing drawings call out fixture L-2 in all cadet rooms. This is scheduled as a “wall hung lavatory.” Plans appear to show a counter-top mounted lavatory (similar to the existing fixtures).

Please confirm the intent here.

Response: The L2 callout on the drawings and the L-2 fixture on the schedule is correct. L-2 sinks are solid surface counters with integral bowl. No modifications required.

Q3-(Q39AM3)-Shower basins are specified as Fiat RM 36” x 36”. They are shown on drawings as 36” x 72”. Please advise on which size is correct.

Response: Revised drawing P-001 was issued with a prior amendment revising the shower size to 36” x 72”.

Q4-(Q46am3)-Key Note 2 on Drawing E‐101 states that “Existing Historical Fixtures are to be Replaced with New”. Spec Section 265610 indicates that Existing Historical Fixtures are to be Re furbished. Please clarify.

Response: Revised drawing E-101 is included in this amendment calling for refurbished fixtures.

Q5-(Q47am3)-Please confirm that the correct Lighting Fixture associated with CLIN 0028 (Option 7) is F13 and not F7. Bid Form states F7 which is a 2 x 4 drop in.

Response: F13 not F7. Bid schedule is revised and corrected in this amendment.

Q6-(Q48am3)-Please provide the Specification for the Emergency Lighting Central Battery System.

Nothing is noted in Section 265100.

Response: Emergency Lighting Central Battery System is specified under paragraph 2.10 of section 265100, and shown on drawing E-403.

Q7-(Q53am3)-How are the ERU “Pre‐Cooling” and “Reheat” Coils controlled?

Response: Provide reheat coil automatic by-pass damper integral to the ERU. BAS shall provide by-pass damper actuator. BAS shall provide temperature transmitter at discharge of the reheat coil. BAS shall modulate by-pass open when the reheat coil discharge air temperature rises above the reheat coil discharge air temperature set-point of 68 deg. F (adjustable).

Q8-(Q54am3)-Base Standard for Unit Heaters, Cabinet Heaters and FTR Control is stand‐alone with a thermostat and aquastat. Please confirm, or clarify that this equipment is to be controlled by the DDC.

Response: Unit heaters and cabinet unit heaters shall be controlled by local thermostats with aquastat, delete BAS analog control valve output shown on 2/M-705.Provide room temperature sensor and monitor through the BAS and alarm.

Q9-(Q56am3)-There are multiple references and depictions on the Structural Drawings and Demolition Drawings to “Fireproofing” with reference “See Arch. Drawings. Drawing A‐001 does not include Key Note for Fireproofing and none of the Architectural Drawings show or call for Fireproofing. There is no Fireproofing Specification Section in the RFP Documents. Please clarify.

Response: Specification section 07 81 00 is included in this amendment for fireproofing requirements. Revised structural drawings are issued with this amendment correcting the reference to architectural and defining the fireproofing scope of work.

Q10-(Q57am3)-Demolition Drawings, General Note 23 states “REMOVE EXISTING PAINT FROM

EXPOSED STEEL STRUCTURAL COMPONENTS AND PREPARE SURFACES TO RECEIVE NEW

INTUMESCENT FIREPROOF COATINGS”. Specification Section 099730 calls out the application of

Intumescent Paint at “the Exposed Metal Ceilings in the Vestibules”. Please clarify and quantify scope for the application of Intumescent Paint.

Response: General Note 23 on AD series sheets is revised in this amendment to read “REMOVE

EXISTING PAINT FROM EXPOSED STEEL STRUCTURALCOMPONENTS AND PREPARE

SURFACES TO RECEIVE NEW FINISH. REFER TO FINISH PLANS AND LEGENDS”.

Revised specification Section 09 97 30 is issued in this Amendment.

Q11-(Q62am3)-Storage Equipment Legend on the RFP Drawings calls out Steel Shelving Types SS2 and SS4. Spec Section 105613 identifies Steel Shelving Types SS2, SS3 and SS4 which have different nominal sizes than are shown on the Drawings. Please confirm that SS3 is not used and that the sizes in the Specification are incorrect.

Response: Revised section 10 56 13 is included in this amendment removing the reference to SS3.

Nominal shelf width is called out in the spec. The dimension shown on the Legend includes 4.25” for the common posts shared by interior shelves.

Q12-(Q84am3)-Drawing 1‐111, Detail B1 shows Cadet Room to receive Chair Rail CR1. The Elevations and Floor Plans note Chair Rail CR2 at the Cadet Rooms. Please clarify.

Response: Revised sheets A-403, A-410, A-411, A-412, A-413, A-421, A-422, A-424, A-701, I-111 are included in this amendment identifying correct locations for CR1 and CR2.

Q13-(Q85am3)-Please clarify discrepancies between Drawing A‐003 and A‐101 relative to the labeling of Rooms 227 and 228.

Response: Room 227 is TAC NCO Office, Room 228 is a Cadet Room. A-003 is correctly labeled.

A-101 is a first floor plan and does not have rooms 227 and 228. No revision required.

Q14-(Q86-am3)-Please clarify discrepancies between Drawing A‐004 and A‐104 relative to the labeling of Rooms 427, 429 and 430.

Response: Room 427 is Storage, Room 429 is TAC NCO Office, Room 430 is a TAC Office. No revision required.

Q15-Please provide light fixture specification/manufacturer and model number for alternate item number 0028, option item 7, Custom Decorative Chandelier.

Response: This will be a custom fixture, therefore no specific model/manufacturer is available. A revised bid form with an allowance amount for this item is included in this amendment (CLIN 28 Option ITEM 7).

Q16-Drawing AD-101 indicates selective demolition of broken ceramic tile in stair 1. Please provide a quantity for bidding purposes.

Response: Revised drawing AD-101 was included in amendment 3 stipulating 20% removal and replacement of existing ceramic tile for bidding purposes.

Q17-Drawing A-612 – Finish Level and Schedule shows a tag for floor finish SC-1, Stained and Sealed Concrete and SC-2, Sealed Concrete. Please provide a specification section for these products.

Response: Revised drawing A-612 is included in this amendment. SC-1 has been changed to Epoxy finish. New specification sections 09 67 23.14 and 09 90 00 are included in this amendment for SC-1 and SC-2. Surface preparation requirements are included in the added specification sections.

Q18-Drawing A – 612 Indicates floor finish SC-1 and SC-2 at areas of the basement flooring. Based on the walk-through, the existing basement floor is a coated concrete finish. The basement demolition plan AD-100 does not indicate and demo scope: sanding, grinding, or preparation of the existing slab for a new finish. Please confirm existing finish, any required demolition, and indicate new finish.

Response: Revised drawing A-612 is included in this amendment. SC-1 has been changed to Epoxy finish. New specification sections 09 67 23.14 and 09 90 00 are included in this amendment for SC-1 and SC-2. Surface preparation requirements are included in the added specification sections.

Q28-Specification Section 238219.0040 calls for the FCU Manufacturer to factory install DDC Components furnished by the DDC Controls Contractor. The Basis of Design FCU Manufacturer (IEC) will not perform this service on Horizontal FCUs. Please confirm that Controls are to be field installed for this equipment.

Response: We have been in contact with an IEC authorized representative who has confirmed with IEC directly that IEC will provide this service. Comply with specifications.

Q29-Detail D2/A‐208 shows two windows marked “x69”. These window do not appear on the Window Schedule (A‐620) or Window Type Elevations (A‐621, A‐622).

Response: X69 was shown on A-208, not A-206. Revised sheet A-208 is included in this amendment removing window type x69.

- The lower coping is not labeled, is it new?

Response: A revised and updated Table of Contents is issued with this amendment.

Q34-Please confirm that any costs associated with dealing with either Historic, impacted, contaminated, hazardous soils and/or ground water and/or solid waste will be paid for as additional costs to the contract.

Response: The Contractor is responsible for all costs of dealing with identified historic, impacted, contaminated, hazardous soils and/or ground water and/or solid waste. Any condition that may arise that was not identified in the Plans and Specifications would be handled under the differing site clause.

Q35-Please confirm that the existing soil considered is environmentally clean.

Response: The existing soil is considered environmentally clean; any other conditions will invoke different site conditions.

Q36- (k5) Reference Demolition Drawing Legend regarding Terrazzo, which directs the Contractor to Remove the Terrazzo Floor with Topping Slab to remain. What type of terrazzo is currently in place? If it is thin set, it will be impossible to remove the fully bonded terrazzo from the topping.

Response: Revised sheets AD-101, AD-102, AD-103 and AD-104 are issued with this amendment eliminating the requirement for terrazzo demolition.

Q37-Reference Demolition Drawing Legend regarding Selective Demolition of Damaged Tile. Please provide a quantity for bidding purposes. Additionally, what material will replace the tile that is removed?

Q38-Reference Demolition Drawing Legend regarding Terrazzo, which states “See CLIN Item for Terrazzo Floor Removal (Additive Bid Option). There is no Additive Bid Option on the Bid Schedule.

Please clarify.

Response: Revised sheets AD-101, AD-102, AD-103 and AD-104 are issued with this amendment eliminating the requirement for terrazzo demolition.

Q39-Reference Detail on Drawing S‐208 which addresses the Unistrut Attachment for MEP Hanging.

This Detail is not shown or referenced on the MEP Drawings (Plumbing, Fire Sprinkler, Electrical, HVAC) even though it pertains directly to the scope of work. Please add this detail by reference to all pertinent disciplines.

Response: Refer to Special Conditions Note “1” on M-001, General Notes on New Work HVAC Sheets and Note on individual details for hung equipment, duct and piping. The information more than adequately describes requirement. Mechanical drawings will not include structural details as the mechanical engineer is not a registered structural engineer. Revised Sheets M-601, M-602 and

M-604 are included in this amendment referencing sheet S-208. It is the contractor’s responsibility to coordinate this requirement across all trades.

Q40-Keynote 15/CU‐101 indicates 8” LP and 3” R Steam Pipes are to be direct buried. Drawing M‐200 shows an 8” LPS, 3” P.C. and a 4” H.P.S. at this location. Neither drawing indicates if the T connections at the mains are to be replaced. Please clarify what is required.

Response: Piping is required per M-200. M-200 indicates point of connection between existing and new. Use of weldolets is an acceptable means for connecting new to existing steam piping. Existing main sizes are as follows: 18” HPS, 20” LPS, 12” LPR.

Q41-Roof top Duct on Drawing M‐106 is depicted with a continuation line at Gridline 4, but the duct is not continued anywhere on the drawing. Drawing M‐104 locates these risers past Line 4. Please confirm these 3 Duct risers penetrate the standing seam roof or revise Drawing M‐106.

Response: The duct continues as shown on Section 1/M-501 and then continues down to 4th floor ceiling as shown on A1/M-104.

Q42-Refer to Drawing A-101: There are tags in the corridors for items “BB2” and “MB2”. These are not referenced on the interior elevations, notes, or project specification. Please provide a description and a specification for these items.

Response: A legend for these items is located on A-703.

Q43-Refer to Drawings A-610, A-611, A-612 & I-111: Detail D1 on I-111 shows a Typical Cadet Room with what appears to be a 3 color pattern of 12”x24” tiles. The Finish Schedules (A-610 & A-611) along with the Finish Legend (A-612) call out the Cadet Rooms as “RF-1” and specify a tile size of 6”x36”.

Kindly clarify the tile size and product intended as well as a desired pattern, if any.

Response: Tiles are Luxury Vinyl Tile by Centiva as specified on A-612. Size is 12” x 24” in 3 colors to be determined. Sheets A-610, A-611 and A-612 are modified by this amendment.

Q44-Refer to Drawings A-610 & A-611: The Cadet Rooms, TAC NCO and TAC Offices, Janitorial Room 201, Laundry 208 & 408 and Collaboration 220 & 424 are noted in the Floor Finish Columns as “RF-1/SEE CLIN 0026. Should this read /SEE CLIN 0022? As 0022 pertains to the flooring alternate-terrazzo in lieu of VCT.

Response: Confirmed: CLIN 0022 is the correct reference.

Q45-Refer to Spec Section 096500: Paragraphs 2.4 & 3.7 list the use of resilient stair risers. Are these being used or are the risers painted? They are not called out on the Finish Legend or Finish Schedules. If we are responsible, kindly advise of a specific product and locations desired.

Response: No resilient stair risers are required. Remove references in paragraphs 2.4 & 3.7 pertaining to resilient stair risers. Stairs 1-6 are to receive new terrazzo treads as called for in the documents. Risers are to be painted.

Q46-Refer to Spec Section 281005, paragraphs 1.6.1.2 and 2.1: The specification reads that all security equipment is by the Division 28 contractor. Drawings SE-303 and SE-304 have notes that read equipment is “Government Furnished, Government Installed.” Drawing E-001 matrix shows only cameras provided and installed by Owner. Please confirm what equipment is to be carried in the Division 28 scope and what equipment is to be provided and installed by others.

Response: Revised drawings SE-303, SE-304, and revised specification sections 28 08 10, 28 10 05 are included in this amendment clarifying contract requirements for this work.

Q47-Per CLIN 0032 (Option 11), regarding refurbishment of the Clock Tower Spiral Stair, description states to condition ‘the space as indicated on the drawings.’ No conditioning system is apparent on the mechanical drawings for this space. Please advise.

Mechanical Response: Correct, there is no requirement in the mechanical documents for new air conditioning in the clock tower. The requirement to “condition the space” is referring to the finishes called for in the space.

Q48-Per CLIN 0035 (Option 14), Please clarify if the furniture to be moved in this alternate is being relocated on campus, sold, or discarded.

Response: EXISTING FURNITURE REMOVAL Per CLIN 0035 Contractor shall provide work related to the provision for removal and disposal of all existing furniture in Pershing Barracks.

Q49-Please reference Specification 04 01 10 section 1.1.1 Work Included. “the work of this section consists of repointing all the masonry joints of Pershing Barracks,” and subsequent parts “a” and “b”.

This section would indicate that all the exterior masonry is to be repointed, while building elevations onA-201 do not indicate significant repointing. Please confirm the extent of repointing and repair work.

Response: Base bid is to re-point only specific areas identified in the drawings. Bid Option is for re-pointing the remainder of the building.

Q50-CLIN item 0021 calls for the repair and replacement of all limestone window sills, jambs and heads on the building exterior. The details on sheet A-521 have tags 2 40: “Existing stone trim to remain in place” and tag 2 37: “Existing Stone Trim – See Elevations for Removal Locations if required”.

Referencing the elevations (starting on A-201), the explicit locations of the repairs are not noted. Please provide specific locations for each of the required repairs.

Response: CLIN item 0021 will be removed from the bid schedule as it is not applicable.

Q51-Question about the solid surface showers. The side walls are approx. 76" the specified material is 36" wide sheets. Are you looking for seamless walls? or 2 - 36" panels with a 6" batten strip? or 2 - 36" walls with hard seams and a 6" trim? The price difference between hard seams and battens is huge.

If you would like a hard seam please consider Avonite Wet Walls. The panels are available in 36", 48" and 60". This would be more cost effective if the full 76" is desired, resulting in 1 hard seam and not 2.

Response: Provide seamless walls.

Q52-Reference drawing A-701: Detail E5/A-701 is calling for p-lam interiors for the upper cabinets.

There are no specifications or references to p-lam on drawing A-612 finish ledgend and schedule. Please provide.

Response: Details E3, E4, E5 on sheet A-701 have been revised to note PL1. The finish legend on A-612 has also been revised to include PL1.

Q53-Reference drawings M-101 thru. M-104, M-604 and Specification 23 00 00: Paragraph 2.10.2.1 in specification section 23 00 00 requires a drain pan at coils. Detail 1/M604 shows a secondary drain pan in the Ceiling FCU’s. There is an access door directly under the FCU, not leaving room for an external pan.

Please confirm the drain pan in the FCU is all that is required.

Response: Detail 1/M604 does not show an external secondary drain pan directly under the unit, the detail shows a secondary drain pan within the unit. See Note on detail 9/M-603; the secondary drain pan shown on 1/M604 and the extended drain pan below control valves noted in 9/M-603 are one in the same. There is no requirement for an external secondary pan below the unit. Comply with details.

Q54-Reference Specification 23 00 00: The specification requires access doors at HVAC controls, dampers, etc. at inaccessible ceilings. There are no specifications for Cord operated Dampers but were required on similar projects on post. Are corded dampers going to be required in lieu of access doors at inaccessible ceilings?

Response: Comply with the specifications

Q55-Reference A600 series of drawings finish schedule: The finish schedule calls for terrazzo at stairs.

There is no detail on the treads – including depth of the terrazzo. Please provide.

Response: New terrazzo depth and details to match existing removed. Assume 2 ½” deep treads for bidding purpose.

Q56-Reference A200 series of Drawing, Specification 04 01 10 and the bid form: Work in the exterior repointing specification includes the removal of all existing mortar and caulk from all joints. The elevations identify areas of mortar removal or cleaning. Option 27 calls to re-point the remaining areas. If the base bid is to repoint all areas, there should not be any remaining areas to repoint. Please confirm base bid from option work in relation to masonry repointing.

Response: Base bid is to re-point only specific areas identified in the drawings. Option is for re-pointing the remainder of the building.

Q57-Reference Clause 52.222-23: The goals for work force are 17% minority and 6.9% female. It reads as this is for work force, not contracting M/WBE firms. Please confirm this is EEO percentage of work force and there are no small business, women business, minority business, etc. requirements on this project.

Response: The goals are for minority and female participation, expressed in percentage terms for the Contractors aggregate workforce in each trade on all construction work in the covered areas.

The 17% minority and 6.9% female are not sub-contracting goals. The sub-contracting goals are located in the IFB under Section 00 72 00 - Contract Clause 52.222-23.

Q58-Can you confirm the height of the masonry walls on the Fourth Floor.

Response: Walls under flat roof areas are to go to deck. Walls under open sloped roof areas are to extend 6” min. above new ceiling.

Q59-Building sections on A-301 do not show them going to roof deck.

Q66-We have been advised that RB-1 Ecolibrium wall base has been discontinued and Johnsonite is recommending Baseworks vulcanized rubber base as the replacement, will 6” Baseworks be good for this bid.

Q69-After Demo of existing tile in rooms, we can provide a 6 mil layer of plastic, wire mesh anchored to existing wood subfloor and then 3/4” of 4000 psi Self Level Underlayment. A smooth and sound subfloor is required by Tandus Centiva for warranty. See attached Installation recommendation pdf from Tandus Centiva, Armstrong has the same requirements for the RF-4 and RF-5 spaces on wood subfloor.

Q72-Please identify Existing Floor Construction at Terrazzo Areas. If full depth terrazzo with sand bed is currently in place, how deep is the depression and what is to be used to infill the depression?
