Q1‐Window Schedule" A‐620. In the notes column, it states window elevations are provided on pages A‐621 through A‐623. In review of the drawings listed on the solicitation, drawing page A‐623 is not posted. Please advise if this is noted in error or A‐623 is missing from the posted drawings and will be added.

Response: A‐623 is no longer used. Revised Drawing A‐620 is issued in Amendment 3.

Q2‐A‐523 shows details for Storefront framing. There is no specification (Division 8) for aluminum storefront. Typically 08400 heading. Please advise if specification will be made available

Response: References to storefront will be removed from the drawings. Details on sheet A523 is revised in this amendment to indicate HM frames at interior windows and aluminum windows at exterior conditions.

Q3‐The solicitation states a DAS component. Please see below.

Mechanical/Electrical/Plumbing (MEP) repairs will include fire suppression and water supply systems, fire alarm and mass notification system, fire detection/protection/monitoring/controls, heating and ventilation systems, plumbing systems, electrical systems, telecommunication and cabling systems, closed circuit television (CCTV), alarm and card access systems, public address systems, time clock systems, cable television systems, and distributed antenna systems (DAS).

I have researched the entire solicitation and have been unable to locate any reference to a DAS component within the solicitation. Can you please advise what section and where the DAS component is referenced?

Response: Refer to Communications drawings CO‐100,101,101,102,104 AND 106

Mechanical Response:

a. Refer to Specification Section 23 09 23, paragraph 1.3.1, k.

b. The BAS contractor shall apply for and obtain authorization for government computer access. The BAS contractor will be given access once authorized by the Government. Existing Pershing graphics shall be deleted and new graphics, alarming and programming per the specifications shall be provided.

Refer to Specification Section 23 09 23, paragraph 1.3.1, k second paragraph for graphics packages.

c. We cannot comment on the acceptability of a specific manufacturer. Comply with the specifications and drawings. The Niagara Framework/Box Protocol is required.

Q6: Sheet M‐200 shows new 6” chilled water pipes entering the building. Sheet CU101 shows these pipes branching off of ‘new’ chilled water mains (these lines are shown dark appearing to represent newly installed piping). What size is the main chilled water pipes to be replaced?

Response: The new 6” entering Pershing will connect to a 14” x 6” Tee, which is not a part of Pershing’s scope. Provide the 6” lines as shown on the revised CU101 (Attached).

Q7: Furthermore, sheet CU101 appears to show new chilled water pipes in the northeast corner of Building 756 (Bradley Barracks). Is this work part of this project?

Response: The new chilled water pipes in the northeast corner of Building 756 are not a part of this project.

Q8‐What is the last day, date and time that contractors can submit requests for information?

Response: August 2 2016 see amendment 2

Q9‐Please see Drawing HA‐100, Note 2. Please provide Atlantic Testing Laboratories report number PT5236CE‐01‐11‐14 for reference.

Q12‐Drawing G‐002 references drawing S‐103. S‐103 is not included in our documents. Please provide.

Response: S‐103 has been provided in an amendment 3.

Q13‐Drawing G‐002 references drawing SK‐01. SK‐01 is not included in our documents. Please provide.

Response: SK‐01 is not a part of the scope. G‐002 was revised and issued in this amendment.

Q14‐Drawings AD‐405, A‐424, A‐425, A‐426 and E‐505 appear to have been added to the documents but are not reflected on drawings G‐002. Please confirm these drawings should be incorporated into the project.

Response: G‐002 drawing has been revised and issued with Amendment 3

Q15‐ Deleted

Q16‐Has a Commissioning Agent been involved in the design of this work? If so, can you divulge who that is?

Response: the contractor would retain the 3rd Party Commissioning Agent.

Q17‐Please see drawing S‐100, Note 2. Please provide the “Silman’s Field Investigation Report Dated March 3, 2015” for reference.

Response: Provided in Amendment 3

Q18‐Drawing E‐101, keyed note 2 says to replace historical exterior lights with new. Light fixture schedule on E‐500 says to retrofit historical fixtures with LED lamps.

‐Please confirm historical exterior fixtures shown on E‐101 are fixture type W1 per schedule.

‐Clarify whether lights are to be retrofitted or replaced with new.

‐Confirm quantity – E‐101 shows eight (8) existing historical exterior fixtures, but new lighting plan E‐301 only shows four (4) fixtures being (re‐)installed.

‐Are lights on roof labeled W1 to be weatherproof fixture per E‐601, Detail 6?

Response:

‐Confirmed.

‐Lights shall be retrofitted.

‐(8) shall be re‐installed, updated drawing Sheet E‐301 was revised and issued in this amendment.

‐Correct, fixtures on roof shall be weatherproof fixture per E‐601.

Q19‐Specification 23 08 00.00 10 requires the Commissioning Firm to be either a member of ACG or certified by the NEBB or the TABB. Is certification with the Building Commissioning Association (BCXA) acceptable?

Response: Comply with specifications.

Q20: Drawing L101, Note 2 references detail D1/D2 on L‐501 for concrete scoring pattern and locations of concrete scoring pattern. The referenced details are for typical concrete paving details and do not show the architectural finish required. Please provide further detail.

Response: Materials plan shown on drawings L‐101 and L‐102, layout plan on drawing L‐201, and planting plan on drawing L‐301 have been revised to more clearly indicate the scoring pattern and paving finishes for concrete.

Q21‐Specification 033000.1.2.1.a references caissons, caps and piles. These do not appear anywhere on the documents. Please confirm this specification is required.

Response: There are no caissons, caps, or piles in the project. The reference to these items has been removed.

Q22: Reference is made to S‐204 “Typical Flat Arch Repair at Mid Span” – Type 1. Spray applied concrete is referenced as well as Light Weight concrete. Please provide a specification for this scope.

Response: Detail has been updated to reference trowel‐applied repair mortar. See Specification 03

30 00.2.6.15 for details. Spray applied concrete is permitted as an alternate, see updated General

Note 9 on S‐204. Contractor to submit product and application method to COR for review if spray‐on is chosen. Specification 03 30 00 and sheet S‐204 were revised in this amendment.

Q23: Can the Spray applied concrete referenced be substituted for the similar Troweled on conditions referenced in similar sections on the S‐204 sheet? What is the Troweled on Patching

Mortar specified?

Response: Yes, see response above.

Q24‐Drawing S‐205 Section E1 & E2 references “Typical ATFP Repair”. What concrete mix design is to be used for patching these areas?

Response: There is no reference to “Typical ATFP Repair” on S‐205, please clarify. In section E1/S‐205, the only concrete referenced is for the fill above the existing slab. Silman has clarified this to be a lightweight cementitious material with a density of 60pcf, see updated drawing. There is no E2/S‐205, but if “E2” references E3/S‐205, any slab that is removed locally during installation should be replaced per the typical repair details on S‐204.

Q25‐specification 122100 calls for Window Blinds however no window treatments are noted in the drawings. Please specify locations that require window blinds.

Response: Window Blinds are to be provided for Janitorial Suite 019, Cadet Rooms, Collaboration

Rooms, Laundry rooms, Storage Room 152, TAC Offices, and TAC NCO offices, sheet A‐620 was revised and issued in this amendment.

Q26‐General demolition note 4 explains the scope of demolition work for the project. There are instances where these demolition notes conflict with the specific numbered notes on the drawings. In these cases, which note governs?

Response: The contractor is to identify the areas of conflict and notify the COR for direction.

Q27‐General demolition note 25 indicates that plaster finish at archway and exterior wall is to remain. Drawing A‐311 and A‐312 indicate new closed cellulose insulation, abuse resistant gypsum, 3‐5/8” metal stud, and plaster layer at perimeter walls. This would indicate the existing plaster on the perimeter walls will need to be removed. Please confirm.

Response: The existing plaster is to remain in place and the new wall construction shown on A‐311 and A‐312 will be placed in front of it.

Q28‐Spec indicates that Exterior Doors shall be refurbished by the National Park Service. Please confirm this applies to the following doors: 008A, 008C, 042C, 058, 106A, 130, 137, 152A, 153, 155A, 158, 161A, 161D, 543A.

Response: 008A, 008C, 042C, 058, 106A, 130, 137, 152A, 153, 155A, 158, 161A, 161D confirmed. 543A is not included.

Q29‐Spec indicates that Interior Vestibule Doors will require a full restoration. Please confirm this applies to the following doors: 155B, 155C, 161B, 161C, North double door in Room 461 (no door tag).

Response: 155B, 155C, 161B, 161C Confirmed. Not the double doors on Stair 3 461

Q30‐Please confirm all other existing doors shall be demolished and replaced with new per door schedule A‐615 and A‐616.

Response: Confirmed

Q31‐Please reference drawing A‐616 and A‐103. The north door in room 361 does not have a door tag and does not appear on the door schedule. Please advise what scope is required here.

Response: The door in question is 337A which is on the door schedule. The intent is to provide a Wood fire rated glazed door.

Q32‐Please reference drawing A‐616 and A‐104. The north door in room 461 does not have a door tag and does not appear on the door schedule. Please advise what scope is required here.

Response: The door in question is 437A which is on the door schedule. The intent is to provide a Wood fire rated glazed door.

Q33‐Please reference drawing A‐615 and A‐616. The following doors appear on the door schedule but do not appear on the plans: 162, 163, 164, 165, 166. Please confirm there is no work associated with these doors.

Q34‐Please reference drawing A‐101 and A‐104. The following doors appear on the plans but do not appear on the door schedule: 130, 443. Please advise what scope is required here.

Response: Door 130 is to be refurbished by the National Park Service and will have the same hardware as door 137, sheet A‐620 was revised and reissued in this amendment.

Q35‐Please reference drawing A‐203 and A‐620. Window type J4 appears on drawing A‐203 but is not scheduled on A‐620. Please provide additional information.

Response: References and indications of window Type J4 was deleted. There is no window at this location. Sheets were revised and reissued in this amendment.

Q36‐Basement Floor Plan sheet A‐100.1 shows a window tag ‘26’ between janitorial rooms # 018 and 019; No such window tag exists in the window schedule on sheet A‐620, please clarify opening type and size.

Response: Window tag was corrected to HM‐3 (hollow metal with fixed tempered glass) Sheet is issued in Amendment 3

Q37‐Please provide a copy of the sign in sheet from the site walkthrough on July 12, 2016

Response: Provided in Amendment 2

Q38‐Please advise who the current internet provider is on campus.

Response: time warner

Q39‐Deleted

Q40‐Specification 22 05 83.63 is for Cured‐In‐Place Pipe (CIPP) Lining. We cannot tell from the drawings or the specifications where this would be required. It states it is required for the ‘wastewater piping and storm drain complete and ready for operation.’ Per the demolition drawings, all existing wastewater and storm drain piping is to be removed. Please advise.

Response: Not all stormwater and sanitary lines are proposed to be removed within the project limits.

Storm drain located southwest of the building has already been identified by the A/E as one of the lines that should be repaired. As stated in Specification 22 05 83.63 paragraph 1.3, contractor will need to “Inspect the line with CCTV and determine the overall condition of the pipe prior to starting the Pre‐conditioning of the pipe”. For clarification, please find attached exhibit highlighting sanitary and stormwater lines to remain within the project area, attached exhibit in this amendment.

Q41‐Note 2/S100 indicates that the Silman’s Field Investigation Report Dated 3‐3‐15 shall be included in the RFP Documents. Please provide a copy of this Report.

Response: Silman’s Field Investigation Report Dated 3‐3‐15 was issued with Amendment 2

Q42‐Note 2/S100, Coordination Notes 1‐9 indicate that the Contractor shall expose and document concealed or unknown conditions, notify the Architect and Engineer of any conflicts and coordinate any related testing. It is implied that the design will be adjusted or modified by the A/E based on these findings. Since the Construction Duration is only 365 days and the Abatement and Demolition will take 90 Days, is it the expectation of the Government that the Contractor will be required to work multiple shifts, weekends or overtime to provide the Design Team with enough time to address differing conditions and redesign? Additionally, since there will only be 275 Calendar Days allocated to Construction Activities, is it expected that the Contractor will also need to work multiple shifts, weekends or overtime to support the balance of the Schedule? As stated in Specification 22 05 83.63 paragraph 1.3, contractor will need to “Inspect the line with CCTV and determine the overall condition of the pipe prior to starting the Pre‐conditioning of the pipe”. For clarification, please find attached exhibit highlighting sanitary and stormwater lines to remain within the project area.

Response: There is no reference to “Typical ATFP Repair” on S‐205, please clarify. In section E1/S‐ 205, the only concrete referenced is for the fill above the existing slab. Silman has clarified this to be a lightweight cementitious material with a density of 60pcf, see updated drawing. There is no E2/S‐ 205, but if “E2” references E3/S‐205, any slab that is removed locally during installation should be replaced per the typical repair details on S‐204.

Q78‐Please provide scoring pattern for the Standard Concrete Pavement indicated in Keynotes item 2 on Drawing L‐101?
