5 Feb 2021

1)

Reference: Current Contract Info.

Question: Can the USG please provide the current or last Contract No. this work is/was being administered under?

There is no current contract number and no previous contract number. These inspections are not part of a set of contracts, they are individual requirements.

2)

Reference: PWS Sect. 1.6.10 – Site Safety Mgr. & 2.1.6

Question: Please confirm that this position:

2.1) Cannot be dual-hatted w/the Inspector 2.2) Must be onsite at all times when work is performed

The site safety Manager can be dual hatted; and no if they are not the API 653 inspector they do not have to be on site. They must be the one to create the HASP and be the one who is contacted by the contractor if an accident happens and they will be the ones to report to the Corps safety team.

3.2) will a quoter w/no relevant/recent experience be evaluated, e.g., will they receive a neutral rating?

3.1: Yes, there is no rating though, it is either acceptable or not (meaning they meet the requirement, or they don’t.

4)

Reference: Item 2. Experience per page 33 of RFQ

Question: Will the Experience of proposed subs be given the same evaluation weight as that of prime quoters?

4: Yes, the sub can be utilized for experience but only for what they are doing (such as the actual inspection).

5)

Reference: Area Wage Determination starting on Page 18 of RFQ

Question: Since the Statement of Equivalent Rates is not marked as applicable, can the USG please provide the Occupation Code/Title that the API Certified Inspector position is conformed to?

5: The closest thing to an API 653 inspector is the “Surveying Technician” 99832 at $23.43.

Questions:

- 7.1) Will there be a water source close by that we can use (fire hydrant works) Yes, there will be hydrants close by.

- 7.2) Will there be a place for the crews to use the bathroom or will I need to supply porta potty?

This will be coordinated with the installation. Usually the installation has a building that can be utilized. No contractor before has had to provide a porta potty.

- 7.3) Will there be a place for the crews to take a break and eat lunch/wash hands, or should I supply a lunch area/BRM and hand wash station?

The installation will have a building available near by. Due to COVID however, I do not know if a lunch area will be provided. Previous contractors go out to eat or eat in their trucks.

- 7.4) Is there hook ups for electricity close by or do I need to supply a generator?

There is usually electricity that can be utilized. You will need extension cords.

- 7.5) Need some more info on the piping that will be hydro tested (such as size and bolt requirements) I’ll need to supply blind flanges and new gaskets and bolts.

Hydro testing will only be done during closing the tank. The only thing that needs to be ensured works is that the door doesn’t leak.

Unknown.
