Question and Answer McGuire AFB
3 Feb 2021
1: Need to know if you guys require a rescue crew to be on standby when we change out the wipers.
Answer: The fire department should be notified that they will be accessing the tank. It is required that they maintain proper air quality and have a “hole watch” present during the wiper seal replacement.
They do not need to have a “rescue crew” on standby but they to know where the nearest hospital is, if the installation fire department will do the rescue or if it will be a civilian crew. They will just need to be notified.
2: What kind of seals are currently in place and when was the last time they were installed?
Answer: Tank 1921 was built in 2003, that was when the last wiper seal was installed. I do not know what the current seal is as there was no access during the in-service inspections. Tank 1842 was built
1996. I do not know the current seal.
3: Do you have the original construction drawings for these tanks?
Answer: No, there are some drawing of the tanks in the reports. I’m unsure why these would be needed for an inspection.
4: Yes, I have attached them.
5: The attachment says ….?
-Yes, the floor scan needs to be completed. There is no need for strapping charts on any of the tanks. If Attachment B has UT marked yes, it is needed.
- There is no need for strapping reports, the installation already has them.
- No strapping charts are needed.
6: Will the tanks be empty upon arrival?
A: Contractor needs to schedule a date with the installation so the installation can draw the tanks down. The installation will draw them down to the sucker line. The PWS details how much fuel will need to be removed from the tanks.
1. Can you provide previous inspection reports for each tank?
Answer: Attached one to the other email. We have no previous reports for 1841.
2. On page 14 in Part 5 of the bid packet, it lists tanks 1941 and 1842 require wiper seal replacements. The excel spreadsheet lists Facility Number 1921 Tank 4 and Facility Number 1842 Tank 1 require wiper seal replacements. Which of these is correct?
Answer: It is 1921 and 1842. Apparently, that was a typo.
3. Does Tank 4 at Facility 1921 have a honeycomb internal floating roof system? If not, can you confirm the existing IFR and the existing wiper seal system for this tank?
Answer: Yes, Tank 4 has an aluminum internal floating roof. You can see it in the report. I do not know the existing wiper seal system for this tank though.
4. Does Tank 1 at Facility 1842 have a double foam log internal floating roof system? If not, can you confirm the existing IFR and the existing wiper seal system for this tank?
Answer: Yes, Tank 1 has an aluminum internal floating roof. I do not know the existing wiper seal system for this tank as the previous inspections were in-service.
5. Can you provide tank drawings for the tanks at Facility 1921 and 1842?
Answer: They are in the reports.
