6. OFFERS

Offerors shall submit an offer that meets or exceeds the minimum requirements of these specifications through the replacement, modification or refurbishment of components identified in this solicitation.

6.1 EVALUATION OF OFFERS

All offers and documentation which have been properly submitted will be evaluated. Offers will be evaluated on the basis of the factors stated in the solicitation to select the responsible offeror whose offer is most advantageous to the Government. Because of the number of offers anticipated, uniformity of all offers is essential to assure fair and accurate evaluation. All offers must comply with the instructions in the solicitation. Offers that do not generally conform to the RFQ requirements may be considered to have a deficiency, i.e. a defect that cannot be remedied by exchanges and/or permitted offer revisions. If an offer is suspected of having a deficiency, it will be brought to the immediate attention of the appropriate authority who will determine if there is a deficiency. If the determination is made that a deficiency exists, the offer will not be evaluated further and will be eliminated from further consideration. The affected offeror shall be promptly notified of the decision. Properly conforming offers will be forwarded to a technical evaluation team for evaluation. If, after award, the key personnel or sub-contractors identified in the offer are replaced, replacement personnel or sub-contractors with similar skills and experience equal to those presented in the offer shall be presented to the Contracting Officer for approval. The Contractor shall obtain the Contracting Officer’s written consent before making any substitutions for these designated personnel or sub-contractors.

Information obtained from Government sources and databases or other points of contact provided by the offeror may affect the past performance evaluation rating given.

Evaluations will be conducted in accordance with FAR parts 12.602 and 15.101-1. Factors 1 and 2 will be rated using an adjectival methodology with a narrative assessment, Factor 3 will be evaluated in accordance with past performance evaluation methods listed later in this document , and Factor 4 (Price) will be evaluated after consensus scoring Factors 1-3. Offer evaluation is an assessment of the offer and the offeror's ability to perform the resultant contract successfully. Offers will be evaluated to determine ratings supported by narratives, and to identify strengths, weaknesses, and deficiencies of the proposed approach in each offer.

Evaluation Definitions.

Strength. A substantive aspect, attribute, or specific item in the offer that exceeds the solicitation requirements and enhances the probability of successful contract performance.

Weakness. A flaw in the offer that increases the risk of unsuccessful contract performance. A significant weakness in the offer is a flaw that appreciably increases the risk.

Deficiency. A material failure of an offer to meet a Government requirement or a combination of significant weaknesses in an offer that increases the risk of unsuccessful contract performance to an unacceptable level.

Clarification. Clarifications are limited exchanges between the Government and Offerors that may occur when award without discussions is contemplated. If award without discussions is anticipated, Offerors may be given the opportunity to clarify certain aspects of their offers or to resolve minor or clerical errors.

Communications. Communications are exchanges between the Government and Offerors after receipt of offers, leading to establishment of the competitive range.

Discussions. Discussions are negotiations conducted in a competitive acquisition and take place after establishment of the competitive range. Discussions are tailored to each Offeror’s offer, and shall be conducted by the Contracting Officer with each Offeror within the competitive range.

6.2 Combined Technical/Risk Rating. The application of a scale of adjectival description will be used in conjunction with narrative to denote the degree to which the offer has met the standard for a non-cost factor.

Ratings will be applied at the factor level. If, at any factor level, an offeror’s offer is evaluated as not meeting an absolute minimum requirement (that is, below the rating of Marginal), this fact will be included in the rating and narrative assessment of the evaluation. Therefore, an Unacceptable rating at any factor level will render the offer Unacceptable. The ratings provided in table below will be used to evaluate Factors 1 and 2.

Combined Technical/Risk Ratings

Rating Description Outstanding Offer meets requirements and indicates an exceptional approach and understanding of the requirements. Strengths far outweigh any weaknesses.

Risk of unsuccessful performance is very low.

Good Offer meets requirements and indicates a thorough approach and understanding of the requirements. Offer contains strengths which outweigh any weaknesses. Risk of unsuccessful performance is low.

Acceptable Offer meets requirements and indicates an adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance. Risk of unsuccessful performance is no worse than moderate.

Marginal Offer does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements. The offer has one or more weaknesses which are not offset by strengths. Risk of unsuccessful performance is high.

Unacceptable Offer does not meet requirements and contains one or more deficiencies. Offer is unawardable.

The past performance evaluation results in an assessment of the Offeror’s probability of meeting the solicitation requirements. There are two aspects of the past performance evaluation. The first aspect is relevancy. The past performance evaluation considers each Offeror's demonstrated recent and relevant record of performance in supplying products and services that meet the contract’s requirements. The Offeror’s past performance will be evaluated to determine how relevant a recent effort accomplished by the Offeror is to the effort to be acquired through the source selection. Consideration shall be given to those aspects of an Offeror’s contract history that would give the greatest ability to measure whether the Offeror will satisfy the current procurement. Common aspects of relevancy include similarity of service/support, complexity; dollar value, contract type, and degree of subcontract/teaming. There are four levels of relevancy as shown below. With respect to relevancy, more relevant past performance will typically be a stronger predictor of future success and have more influence on the past performance confidence assessment than past performance of lesser relevance.

Relevancy Rating

Rating Definition Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.

Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.

Somewhat Relevant Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.

Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

The second aspect of the past performance evaluation is to determine how well the contractor performed on the contracts and give a performance confidence assessment. The past performance evaluation process gathers information from customers on how well the Offeror performed those past contracts. Past performance information may be provided by the Offeror, as solicited. Past performance information may also be obtained from questionnaires. Past performance information shall be obtained from any other sources available to the Government, to include, but not limited to, the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; interviews with Program Managers, Contracting Officers, and Fee Determining Officials; and the Defense Contract Management Agency. In conducting a performance confidence assessment, each Offeror shall be assigned one of the ratings as indicated below.

Confidence Rating

Rating Description Substantial Confidence Based on the Offeror’s recent/relevant performance record, the Government has a high expectation that the Offeror will successfully perform the required effort.

Satisfactory Confidence Based on the Offeror’s recent/relevant performance record, the Government has a reasonable expectation that the Offeror will successfully perform the required effort.

Limited Confidence Based on the Offeror’s recent/relevant performance record, the Government has a low expectation that the Offeror will successfully perform the required effort.

No Confidence Based on the Offeror’s recent/relevant performance record, the Government has no expectation that the Offeror will be able to successfully perform the required effort.

Unknown Confidence (Neutral) No recent/relevant performance record is available or the Offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.

7. OFFER REQUIREMENTS AND SUBMISSION FORMAT

Offerors shall submit the original and three (3) copies of their Binder 1 (containing Factors1-3). Only the original of Binder 2 – Price, shall be submitted (copies of this binder are not required). Binder 1 shall consist of a 3-ring binder with Factors, with tabs (dividers) separating Tabs 1 – 3. Binder 2 shall be a separate binder. All offerors are required to submit an electronic copy of Binder 1 and 2 on a CD. The binders shall be divided as follows.

Binder 2 shall include a cover letter stating that the offer complies completely with all terms, conditions, and specifications contained in the solicitation. An offer that does not comply with all terms, conditions, and specifications in the solicitation will be automatically rejected and not considered for award.

8. EVALUATION FACTORS FOR AWARD

The areas to be evaluated include Evaluation Factors which will be evaluated based on the adjectival method of evaluation. The requirements specified in the solicitation are considered to be minimum requirements. A more favorable evaluation rating may be given for exceeding the minimum requirements. Note: Factor 4 (Price) is significantly less important to the combined Factors 1-3.

Note: An “Unacceptable” evaluation rating for any factor, or combination of different factors, shall cause the overall offer to be evaluated as “Unacceptable”. Price will be evaluated in accordance the requirements listed in Evaluation of Price.

9. FACTOR 1 – EXPERIENCE

9.1 SUBMISSION REQUIREMENTS

The offeror shall submit a project portfolio with a maximum of two (2) example projects to be evaluated for this factor. If more than two projects are submitted, only the first two projects will be evaluated. Projects included in the portfolio shall demonstrate the breadth and depth of the offeror’s experience as it relates to the installation of Potential Transformers and Current Transformers described in the RFQ.

Use the following format to provide project information:

i. Project Title and Location;

ii. Total Dollar Amount ($300,000 to $3,000,000)

iii. Start and Completion Dates (Indicate Month/Year. If project is not complete, indicate the current percentage completed and anticipated completion date);

iv. Role of Offeror (Prime or Subcontractor). Address type of work performed and percentage of work, as applicable. Also, indicate whether any proposed team members were directly involved in the project, describing work performed, roles and responsibilities;

v. Brief Description of Project (Address how each project submitted is relevant to the project described in this solicitation and how it satisfies the submission requirements for this Factor);

vi. Customer Primary Point of Contact and alternate (names, relationship to project, agency/firm affiliation, city, date, current phone number, and e-mail address).

The Government may contact and interview project references. Reference information will not be revealed to other parties.

9.2 EVALUATION CRITERIA

The Government will evaluate experience in installing Potential Transformers and Current Transformers on a minimum of two (2) projects of similar size and complexity, in the past five (5) years.

Minimum Criteria: The offeror must submit two (2) projects that meet the following minimum criteria.

a) At least two (2) projects must be similar in scope and complexity for the installation of Potential Transformers and Current Transformers.

b) Each is complete or substantially complete within the last five (5) years as of the proposal date. A project is substantially complete if it is 95% or more complete and the offeror includes an explanation why that project should be considered complete.

c) Each should clearly discuss the experience and expertise of the Potential Transformers and Current Transformers of similar technical complexity and scale when compared to this job, to demonstrate projects that included installation of Potential Transformers and Current Transformers. Customer references may be included to help demonstrate experience and expertise.

10 FACTOR 2 – TECHNICAL

10.1 SUBMISSION REQUIREMENTS

The offeror shall propose a contract duration not to exceed the maximum contract duration specified in FAR Clause 52.211-10 Commencement, Prosecution, and Completion of Work. The proposed duration will become the contractually binding completion period.

The offeror shall provide technical information for potential transformers and current transformers that are being considered for the project. Additionally, the offeror shall provide a written plan detailing out the approach for providing and installing the instrument transformers. The proposed instrument transformer information shall include vendor cut sheets and well as ratings and other associated product information types. The plan shall detail out items such as the site investigation, collection of information, finalizing approval for selected equipment and development of drawings and instructions for connecting PTs and CTs to existing plant equipment and the plan for the first installation of each unique type of equipment.

10.2 EVALUATION CRITERIA

The Government will evaluate the configuration of Potential Transformers and Current Transformers. The Government will also evaluate whether the contract duration, as proposed by the offeror in their proposal, is less than or equal to the maximum allowed duration specified in FAR Clause 52.211-10. The proposed duration must be less than or equal to the maximum allowed duration to be rated “Acceptable.” A proposed contract duration shorter than the maximum allowed duration will receive higher consideration, providing the shorter duration is realistic and achievable. The Government will consider an unreasonably condensed contract duration, which places additional cost or schedule risk on the Government or which may create a risk of contract or performance failure as a weakness or deficiency, depending on the evaluator’s judgment.

The Government will evaluate the offeror’s technical information to determine its strengths and weaknesses and will give additional consideration to identification of specific risks to the project schedule and the description of measures proposed to mitigate those risks. A narrative that offers advantages to the Government versus one that merely indicates an adequate understanding of the scope, restrictions, equipment problems and general understanding of the various events that can affect start and completion of the manufacturing of equipment and construction will also receive additional consideration.

11. FACTOR 3 –PAST PERFORMANCE

11.1 Submission Requirements

The Offeror shall submit at a minimum description of two (2) Potential Transformers and Current Transformers, supply and installation contracts performed as a prime contractor in recent years. The Offeror shall complete this information on the attached Past Performance Information, and include in Volume I for Past Performance. (4) Did the Offeror stay within set price of the contract? (Budget)

11.2. Evaluation

The Government seeks a contractor who maintains a strong commitment to customer satisfaction and superior performance. It is the Offeror’s responsibility to affirmatively document these qualities in the technical offer. In doing so, be mindful that “past performance” and “past experience” are not identical. Past experience measures what the Offeror has done and how many times, or for how long, they have done it. Past performance, however, measures how well the Offeror performed.

Offers will be rated on the past performance indicators of site workmanship, customer satisfaction, schedule, and budget. A good offer would demonstrate that the Offeror receives consistent satisfactory or better ratings across all of the above indicators. Higher ratings will be assigned for those offers that demonstrate superior past performance with work that is relevant in scope and size to this solicitation.

Past performance will be evaluated within the scope of assembling, factory testing, delivery, commissioning, and installing activities of generator excitation systems. The Government may consider Government evaluation data bases for additional past performance information which may be rated.

The offer will be rated for past performance of the prime contractor. Past performance will be rated on the basis of returned Contractor Performance Questionnaires from previous customers. Greater levels of customer satisfaction in the following areas will receive a better rating. Past performance questionnaires from projects in recent years and/or similar type exciters will receive higher consideration (i.e. last five years):

(a) Site Workmanship

(b) Customer Satisfaction

(c) Schedule

(d) Budget

Since the Government may not necessarily interview all the sources provided by the Offerors, it is incumbent upon the Offerors to explain the relevance of the data provided. The Government does not assume the duty to search for data to cure problems it finds in the offer. The burden of providing thorough and complete past performance information remains with the Offerors.

In addition the information submitted by the Offeror, the Government may consider other sources for past performance information including, but not limited to the Contractors Performance Assessment Reporting System (CPARS), the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; interviews with Program Managers, Contracting Officers, Fee Determining Officials; and the Defense Contract Management Agency and personal knowledge.

If the offeror is a Joint Venture or formal partnership agreement combining two or more companies, state whether each project was performed by the same Joint Venture. Each member of a Joint Venture shall demonstrate experience commensurate with its proposed role on this project.

In addition, if an offeror wished to receive credit for the experience or past performance of a subcontractor or teaming partner, the offeror must submit a signed letter of commitment to use the proposed firm on the project, signed both by the subcontractor/teaming partner and the offeror. The commitment letter must be submitted even if the subcontractor/teaming partner is in some way affiliated with the offeror (for example, the subcontractor/teaming partner is a subsidiary of a joint venture, or a subsidiary of a firm to which the joint venture partner is also a subsidiary).

12. VOLUME 2 - PRICE

12.1. SUBMISSION REQUIREMENTS

The offeror should submit only an original of the following information in Binder #2. Four copies of the information in this Factor are not required and should not be submitted. The binder shall contain the following information:

a. Offer shall submit a cover letter stating that the offer complies completely with all terms, conditions, and specifications contained in the solicitation.
