1-0 Evaluation Concurred. The Rad room will have studs with drywall on the exterior of the room, power branches to the room, and mechanical branches to the room. The construction will include interior drywall with lead lining, door with lead lining, ceiling grid and tile, all finishes to match adjacent clinic spaces, all mechanical, electrical and plumbing required in the space and for the x-ray machine and all data for machine, computers and phone lines. Construction is typically provided by the X-ray Vendor (which would be a sub-contractor to the IO Contractor) as a turnkey project. The RAD must pass inspection by the Navy Physicist before it can be considered complete and installed. By: TJ Lee; SWL Programs and Project Management Division; (501-340-1030) On: Jul 17 2017

7066915 Contracting Past Peformance Comment Classification: Unclassified\\For Official Use Only (U\\FOUO) on page 12 of 63 it states "the offeror may not be evaluated favorably or unfavorably on PP, therefore, the offeror shall be determined to have unknown PP. in the context of acceptable/unacceptable "unknown" shall be considered as "acceptable". Does this mean the government is not requiring PP because if an offeror does not submit any PP they are automatically given an "acceptable" rating. This makes zero sense. We'd rather not spend our time submitting PP if we will receive an "acceptable" rating instead of risking a chance that our qualified PP does not meet some level of standards during our proposal review. Please clarify this statement and why it is included in the PWS.

As no site visit was requested nor required for the RAD construction how does the government expect to receive an accurate price on the construction of the RAD room going off of a simple 2D drawing that simply shows the rooms exterior dimensions? We believe this is an unrealistic expectation and request from the government.

In 13 years of doing IO work this is the FIRST time we've ever been asked to do construction as part of an IO project. As such, giving us only three weeks to reach out to qualified "X Ray" construction companies to provide us a bid for a RAD room with very little clarity on the exact level of work to do is egregious in nature. As we are now being asked to do true construction is there going to be a bonding requirement?
What proof are you going to ask for with our proposal to ensure we are hiring a qualified GC to do this work for us since there is no technical write up, past performance or experience required for the RAD GC?

On page 43, part II (Radiology Turnkey Overview), bullet number 4 clearly states "The IO contractor will be responsible for developing and using CAD drawings to place the radiology and mammography equipment in the space. These preliminary drawings with the radiology and mammography equipment layout will be approve by the government. Once these drawings area approved, the IO contractor will provide final site specific drawings that will include all specifications to the government for the Navy Physicist to review and calculate room lead specifications as needed." This to us means until we do a preliminary design and submit it to the government and the Navy Physicist, we cannot fully scope out the exact amount of work needed to support this part of the project based on the information provided in the RFP or supporting documents. Suggest the government simply put a "plug number" into the contract as an "option" based on your internal GFE and allow the winning IO contractor to do this work properly and provide a good, solid proposal based on user meetings and developing a qualified scope of work to get a proper bid off of. By using the same number for "RAD Construction" for all contractors in their proposal the government ensures fair competition due to the limited and conflicting information provided in the RFP and supporting documents.
