(iii) TAB 2: SUB FACTOR 2.1, PAST PERFORMANCE: The Past Performance evaluation will assess the Offeror’s probability of meeting the solicitation’s requirements as indicated by that Offeror’s record of past performance. Past Performance is assessed at the factor level after evaluating aspects of the Offeror’s recent past performance and focusing on performance that is relevant to the services being procured under this solicitation. Offerors are cautioned that in conducting the performance risk assessment, the Government may use data provided in the Offeror’s proposal and data obtained from other sources, such as the Past Performance Information Retrieval System (PPIRS), Contractor Performance Assessment Reporting System (CPARS), or similar systems and State Department Watch Lists. Past performance areas of evaluation include:
- Business Relations
- Quality of Service
- Schedule
- Customer Satisfaction
(a) Recency Assessment. An assessment of the past performance information will be made to determine if it is recent. To be recent, the effort must be ongoing (at least 50% complete) or must have been performed during the past 3 years from the date of issuance of this solicitation. Past performance information that fails to meet these requirements will not be evaluated.
(b) Relevancy Assessment. The Government will conduct an in-depth evaluation of all recent performance information obtained to determine if it is the same or similar in nature of work, size, and complexity to the services/products being procured under this solicitation.
A relevancy determination of the Offeror’s (including joint venture partner(s) and major and critical subcontractor(s)) past performance will be made. In determining relevancy for individual contracts, consideration will be given to the effort, or portion of the effort, being proposed by the offeror, teaming partner, or subcontractor whose contract is being reviewed and evaluated. In establishing what is relevant for the acquisition, consideration should be given to what aspects of an Offeror’s contract history would give the most confidence that the offeror will satisfy the current procurement. The past performance information provided in the proposal and obtained from other sources will be used to establish the relevancy of past performance.
SOURCE SELECTION USING THE LOW-PRICED, TECHNICALLY ACCEPTABLE PROCESS. An evaluation for acceptability will be performance on each proposal in accordance with FAR 15.101-2(b)(3).
The proposal that provides the lowest price and is otherwise technically acceptable in all factors will be selected for award. To be considered technically acceptable, no technical factor in the proposal may be determined to be unacceptable. The failure of a proposal to meet any of the factors will result in a technically unacceptable rating and preclude award.
BASIS OF AWARD. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. Tradeoffs are not permitted. Proposals are evaluated for acceptability but not ranked using non-cost/price factors.
EVALUATION OF THE PRICE PROPOSALS
a. Price will be evaluated and considered but will not be scored or combined with other aspects of the proposal evaluation. The proposed prices will be analyzed for reasonableness. They may also be analyzed to determine whether they are realistic for the work to be performed, reflect a clear understanding of the requirements, and are consistent with the information provided by the Offeror.
Additionally, all offers will be analyzed for unbalanced pricing.
The otherwise technically-acceptable, lowest-priced offeror may be required to confirm its price on either a CLIN, element, or total price basis, and/or provide additional information in support of their price, prior to contract award at the Government’s request and discretion.
EVALUATION OF THE NON-PRICE FACTOR PROPOSAL. The Non-Price Factor Proposal will be evaluated based on the criteria below. The Source Selection Evaluation Board will evaluate each Offeror’s proposal against the requirements to determine whether the proposal is acceptable or unacceptable, using the ratings and descriptions in the following table:
Table A-1. Technical Acceptable/Unacceptable Rating Rating Description Acceptable Proposal clearly meets the minimum requirements of the solicitation.
Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.
FACTOR 1: TECHNICAL
a. SUB FACTOR 1.1 - EXPERIENCE: The Government will review the project experience of the Offeror, including subcontractors, on projects provided in response to Factor 1. Offerors must meet all of the following minimum acceptability standards to receive an “ACCEPTABLE” on this sub factor:
Offeror must have at least three (3) projects that are same/similar to that of the work found in this solicitation; AND
Those projects must have been initiated or completed within 5 years of this Solicitation.
At least two (2) of the projects submitted must be valued at over $2,500,000.00.
Failure to demonstrate the minimally acceptability standards under this sub factor will result in an “UNACCEPTABLE” rating and possible elimination from further consideration for contract award.
b. SUB FACTOR 1.2 - PERSONNEL: The Government will review the resumes provided in response to Factor 1. Offerors must demonstrate all of the following minimum acceptability standards to receive an “ACCEPTABLE” on this sub factor.
The proposal’s resumes shall meet the following minimum requirements:
The project manager, medical space/equipment planner, equipment/product installers & interior designer resumes shall indicate experience relevant to the scope of this Solicitation. The project manager shall have a 4 year college degree.
The project manager, medical space/equipment planner, & interior designer shall possess a minimum of five (5) years experience in their fields.
Failure to demonstrate the minimally acceptability standards under this sub factor will result in an “UNACCEPTABLE” rating and possible elimination from further consideration for contract award.
c.
FACTOR 2: PAST PERFORMANCE
c. SUB FACTOR 2.1: PAST PERFORMANCE: The Past Performance Factor will be assigned one of the ratings defined below.
Table A-2. Past Performance Evaluation Ratings Rating Description Acceptable Based on the offeror’s performance record, the
Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown. (See note below.)
Unacceptable Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.
In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance.
Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”
If the Contracting Officer determines that a small business’s past performance is not acceptable, this matter shall be referred to the Small Business Administration for a Certificate of Competency determination (see FAR 15.101-2 (b) (1)), in accordance with the procedures contained in Subpart 19.6 and 15 U.S.C. 637(b)(7).
