RFP, FAR

Clause 52.212-1

Conformed Amendment 0001, page 67-68, Table 1, explains the number of digital copies required on CD Rom's for each volume of the proposal. The listed number for each volume is three copies. However, on page 69 of the Conformed Amendment 0001, Section titled Electronic Copies (CD ROM), subsection (a) states, " All electronic copies of volumes shall be submitted on one (1) CD-ROM Disk with a separate file for each volume." Table 1 and Section titled Electronic Copies, Subsection (a), are conflicting on the clarification of how many CD copies of each volume of the proposal are to be submitted. Could you please clarify from the following options, which way you would wish us to submit the Electronic Copies of our proposal?

a. Provide three copies on three different CD's for each volume of the proposal. Ex. On one CD, there is once copy of volume 1.

b. Provide one CD, with three files of the same volume on that CD. Ex. On one CD, there are three separate files of Volume 1.

c. Other Option: Please Clarify.

Please see Table 1 under the revised Addendum to FAR Clause 52.212-1 in RFP Amendment #0003 for this information.

Is the area along side the road of I144, starting from I95, traveling to the Entrance of Ft.

Stewart, included in the acreage to be serviced in the contract? If so, is it considered improved, semi-improved, or unimproved grounds?

The shoulders of Highway 144, from I-95 to Highway 47 near the Housing areas with the exception of the Small Arms Range entrances, Fire Tower entrances, Evans Field entrance and Holbrook Pond entrance noted in TE 3 , are maintained by the Department of Transportation (DOT). The areas from Highway 47 to the Gate 5 entrance is considered Improved mowing. This revised language has been added to PWS 3.2.1.

Is the retention pond, located by Gate 3, between the gate and housing area, included in the new contract to be services by the new contractor?

No, this area is maintained by the Housing grounds maintenance crew.

Are the drainage ditches, located near the retention pond, housing and gate three, included in this new contract, to be services by the new contractor? Clarification is needed because the drainage ditches in question appear to run through housing, out the other side into the industrial area. However, housing is not included in this contract. Will the new contractor be servicing these ditches outside of housing, or will the contractor servicing the housing area be in charge of servicing the drainage ditches near and inside housing?

It is difficult to pinpoint specific ditches, etc.

Based on the description, the ditches inside the Housing area associated with the Gate 3 pond will be maintained by the Housing crew;

not this contract. When this ditch exits the Housing area and is located in the normal Improved footprint, it should be considered part of the Improved mowing. Once this ditch enters the wood line, it is no longer considered in the footprint of the Improved mowing. This langauge has been added to PWS Section 3.2.1.2. for clarity.

Will a work order be issued for the phase in month of the contract for the new contractor?

A Task Order will be issued to the Contractor for the Phase-In period.

Is any power line maintenance required in the new contract? This would include mowing under power lines, trimming trees away from power lines, etc.

No maintenance specific to power lines is included in this contract. The Contractor will be required to mow under power lines that are present during regular maintenance.

Are pine cones considered natural debris? Is the new contractor required to pick them up?

Per 3.2.4, The Contractor is required to remove and dispose of natural debris such as leaves, pine straw, tree limbs, dry brush, rodent habitats, etc. Pinecones should be considered natural debris.

Would a larger tractor be permitted for use if turf tires are used to limit rutting or any other ground disturbances in the improved areas? If not, could you please explain why?

Tractors are not allowed in the Cantonment area because of the potential damage that could occur from the heavy duty equipment.

Can qualified equipment for bunker trimming be used instead of hand trimming on the bunkers as a sufficient, approved alternate form of providing service? For example, slope cutters.

Any wheeled or tracked equipment capable of causing ruts, gouging or scalping that would increase erosion will not be allowed on ASP bunkers.

There is a ditch on Hunter Airfield, near gate Marker MAH10. Would the new contractor be responsible for mowing that ditch when providing services to the airfield? Or is it to be excluded?

It is difficult to pinpoint specific ditches, etc.

Based on the description, there is a large ditch that is located between Sleepy Hollow (MAH 10 area)_and Sabre Hall that runs parallel to Perimeter Road. This ditch is maintained by the DPW O&M Contractor and will not be maintained as a result of this contract.

Is new contractor required to cut the outside perimeter fence at Hunter Army Airfield?

The Contractor will be required to mow outside the fence line where accessible. This language has been added to PWS 3.2.1.

Near Pulaski Elementary School, the Site Visit Guide stated that there was fence near the school that was required, under the contract, to be cleared. What is the linear footage of this fence that needs to be cleared?

There is approximately 5 miles of maintained fence line at HAAF. This language has been added to PWS 3.2.1.

For the technical proposal you are asking for specific numbers of employees and equipment, etc., but you are not giving specifics of what might be ordered and how long will be given to complete each cycle, how many areas will be ordered together etc. In the original proposal you list each area with a total of acreages. In the amendment you give totals for what I am assuming are estimates for the entire season (68900). In TE #5 you give a one year history of 41475 total acres ordered. These three examples are very different and each scenario will require very different staffing approaches and management plans.

For the interest of the technical review only, the Contractor should anticipate the maximum quantities in each CLIN being ordered evenly during the course of the contract year. The Government in no way is implying that all quantities will be ordered. These quantities will be used only as a reference for the technical review. Actual ordered quantities are expected to vary and will only be known as funding is approved on a short term basis.

Also, the time between mows will greatly effect pricing, especially if there can be no visible clippings and the required height of cut is only between 11/2 and 21/2 inches. Can you give a better estimate of what may be ordered and how often (weekly, bi weekly, monthly), tell us how long we would have to complete each cycle and a min/max acreage of what may be ordered for a cycle? This would be the only way to give you an accurate estimate on what would be needed in the way of labor and equipment and how it would be completed.

As stated in answer #33 actual ordered quantities are expected to vary and will only be known as funding is approved on a short term basis. The offeor shall bid based on the maximum quantities in each CLIN being ordered evenly during the course of the contract year.

It is stated that except for a couple areas, large equipment cannot be used. On the site visit they referenced z turns. There is a big difference between z turns and wide area mowers, which are not tractors, but are larger than z turns. Can you please be specific as to what is permitted?

See answer 16 & 28.

Will employees be badged and have access to the base after an annual back ground check or will they have to acquire day passes every day?

Employees approved after background checks will receive access passes granting access for 180 days. PWS 2.2.1.1. has been revised to reflect this information.

Fence lines were mentioned on the site visit, but are not listed as a separate CLIN. Will these areas be part of improved, semi improved or unimproved orders?

Fence lines falling within the boundaries of the routine mowing of improved, semi-improved and airfields shall be maintained as part of mowing/trimming operation. When fence lines fall outside the boundaries where routine mowing is not performed, such as wooded training areas or inside the FSGA Housing fence line, the semi improved CLIN referenced in TE 3 will be applied. PWS

2.1.2.1 has been updated to reflect this information

Are the Ranges ordered as a group or individually and is the contractor responsible for clearing through Range Control or the

COR?

Ranges may be ordered individually or as a group as mission dictates. The Contractor will be responsible for clearing/coordinating through Range Control.

Is there available a total miles or LF of fence line and or SF to be maintained and would the entire Fence Line be ordered or would it be ordered in sections?

See answer 32. The Government reserves the right to order services as needed.

There is not a description of standard for requirements of cyclical maintenance, or interim maintenance. Please provide clarification of what these requirements are intended for, and provide a standard of requirements in an amended PWS. Technical Exhibit 4 is not legible; and does not refer to mow areas, or provide any legends to mow areas. Can you provide legible maps of FSGA and Hunter Field which outline the mow areas, and where the gates, streets, and various reference points are clear and concise? These should all be obvious by looking at a map(s), the tool provided to do our pricing against.

What is currently provided may result in potentially large inconsistencies in proposal pricing.

The majority of the requirements should be considered cyclical (defined in PWS 6.1) scheduled as part of the monthly Task Order.

There will be Special Events that will surface occasionally that will require interim scheduling: needing to be performed out of the normal routine sequence. Due to Force Protection standards, detailed maps are not possible.

Will a bulk fuel storage and containment be allowed at both locations?

Refer to 2.2.4.3. Yes, assuming tanks meet EPA standards.

During the site visit, we noticed several different areas where construction/trenching had been performed. It appeared that many areas were left unfinished and unmarked.

These unfinished areas were not graded to match the surrounding area (i.e., Wright Airfield between road and fence line. These are called out as improved or semi-improved areas, by definition, “mowable.” These areas are not mowable as is.

The Contractor will not be required to perform mowing in any area under construction or repair.

Can these areas be brought back to their original mowable state before the new contract begins? This will mitigate the labor intensity considerably, and thus reflect in the costs.

There are no plans to regrade any finished areas, not currently under construction, at this time.

Any mower will scalp the lawn, damaging the grass. Is this acceptable to the Government?

Per 3.2.1.1, scalping is unacceptable.

When cutting to the contract specified height, possible damage to mower units will occur from the uneven surfaces, and plant/grass overgrowth.

Per PWS 2.2.2. the Contractor shall safeguard and maintain all Government and Contractor property as well as provide provide for the safety and well-being of personnel employed under this contract. This issue should be address in the contractor's submitted Safety Plan, submitted in accordance with 2.2.2.1.

Mowing will potentially create public safety when the mower units blade come in contact with the soil/terrain causing possible flying projectiles shooting from underneath the deck.

When you have terrain in this type of condition, the standards of requirements as stated in paragraph 3.2.1.1 would be extremely challenging for the contractor to maintain satisfactorily and safely.

Policing of natural and manmade debris - Numerous fallen limbs and trees are too large for one person to pick up and dispose of.

Please provide instruction on what Contractor is to do when presented with these fallen tree limbs.

Since the removal of fallen trees is not mentioned in the PWS Tasks, the Government shall assume responsbility for the removal of fallen trees. Contractors are to annotate in daily report, per PWS Section 3.7.1 when a a tree or limb is too large for one person to remove.

Are we responsible for gathering and disposing of all the pine cones in the mowable areas since they are natural debris?

Please see response to Question 27.

Magnetic erosion matting cannot be mowed over. When matting is laid in area to be mowed, we will have to mow around it until the installer removes it. Is this acceptable?

The Contractor will not be required to perform mowing in any area under construction or repair. However, erosion matting left in place after construction is completed and the site has been turned over to the Government shall be maintained in accordance with the designated type of mow areas per TE #3.

During the site visit, we were instructed to mow along both sides of fence lines several times; however, the PWS only calls out trimming along fence lines. The 1449 bid schedule does not have a CLIN for this service, the Tech Exhibit 1 PRS does not have this performance standard listed within it.

Please reference question #22 and #37 and corresponding PWS revisions.

Please provide clarification as to how the Government can/will issue the work to be accomplished and how the contractor is to price it for payment of services rendered?

The Government can/will issue orders up to the stated maximum in each CLIN, the Contractor is to price in accordance with the units of issue and quantities as stated in the CLIN structure.

Will the contractor be allowed to apply chemicals along fence line to control trimming as long as it is approved by the Government and applied by a Georgia state certified license for herbicide application?

No

When mowing in certain semi-improved areas (paint ball area, dog kennels, pet boarding, etc.) where the areas are fenced in or has restricted access because of gate size or obstacles within such areas, how will the Contractor maintain such areas? Please provide further clarification for such areas.

In areas where access is hindered by access opening size and obstructions, the Contractor should consider other alternatives.

In Technical Exhibit 5, Data Chart, it is indicative of historical data from 2015. Will you please provide historical data/averages from past three years (length of contract)? This would provide us with the tools to provide the most realistic scope and expectations and if/how they differ year to year.

Historical data/averages have remained fairly consistent during the last 4 years.

There may be variations of approximately 15% to 20% plus or minus in historical data as a result of Government shut downs or adverse weather conditions.

Since questions are due on 11 March 2016, and the proposals are due 18 March 2016, do you anticipate questions to be answered/posted soon enough to allow adequate time for contractors to review and make adjustments?

If not, will you issue an Amendment with an extension to allow adequate time?

Please see response to Question 20 regarding extension of due date.

How does the Government define the word “healthy” is defined (p. 36 1.2)?

This defination of "healthy" has been defined by the customer as"strong with no known industry standard practices implemented that would promote diseases or conditions detrimental to hardy growth." This definition has been added to the definitions under Part 6.0 of the

PWS.

Define the word “erosion control” (p. 36 2.1.1.2).

The government is explaining the requirement is needed mainly as a prevention of erosion.

Define the words “life, health and safety” (p.

36 2.1.1.3).

Mowing to prevent snake bites, fire control measures, etc.

How does the Government define “bird control” (p. 45 3.3).

Birds tend to gravitate to grasses that reach certain heights. The Government is attempting to maintain the Airfields at heights that would be less appealing to these birds, decreasing the risk of bird and aircraft collisions.

Will gun range work be required after hours

(p. 46 3.6.2)? This conflicts with the no overtime provided by the project and normal business hours (p. 64 3.6.2).

No Gun Range work will be required after hours.

It appears that the referenced QASP was not provided. Please provide a copy of the QASP

(p. 48).

The QASP is a Government document and will not be provided.

What, if any, is the security clearance aspect of the work? (p. 47)

Please see PWS 2.2.1.1. for Security requirements. The reference to personnel with clearances in PWS 3.8 has been removed.

What is the proper disposal of any spent ammo that may be found on the firing range?

Contractor should not handle ammo. Range Control should be notified immediately. PWS

6.4.1 has been updated to reflect this.

The following have been modified:

3. Proposal Content.

a. Volume I – RFP Documents. Offerors are required to submit a completed SF 1449 (including acknowledgment of Amendments) and FAR Provision 52.212-1. Failure to follow the below Contract Proposal preparation instructions may cause your proposal to be deemed unacceptable by the Government. Volume I will be organized as follows and contain the identified information.

i. TAB A, Executive Summary. Provide an executive summary that introduces the contractor team and proposal submission, to include a list of team members and subcontractors and the task areas they are designated to provide support. The executive summary shall also include a list of the proposal package contents.

ii. TAB B, Signed SF 1449 and Amendments. The SF 1449 will be submitted fully completed.

The offeror is cautioned that the SF 1449 must contain an original signature in block 30a of the form. The contractor will acknowledge all amendments to the RFP in accordance with the instructions on the SF 1449 and with Addendum to FAR 52.212-1, Instruction to Offerors Commercial Items.

iii. TAB C, Contact Information. The Offeror shall provide a contact list (with phone numbers, fax numbers, mailing addresses, email addresses, etc.) including the name and title of the company/division point of contact regarding decisions made with respect to your proposal and who can obligate your company contractually. iv. TAB D, Responsibility Statement. The Offeror shall submit a statement of their responsibility, in accordance with FAR 9.104-1 along with supporting documents, such as an Annual Profit and Loss Statement, or other such document to indicate that the Offeror possess adequate financial responsibility, or the ability to obtain such resources. vi. TAB F, Organizational Conflict of Interests (OCI) Mitigation Plan (If Applicable). Each offeror shall provide an OCI mitigation plan, if applicable, to its proposal.

b. Volume II – Technical Capability. The Technical Capability Volume II should be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims in the Offeror’s proposal. Legibility, clarity and coherence are very important. Your responses will be evaluated against the Technical factors/elements defined in ADDEDUM FAR Clause 52.212-2, Evaluation – Commercial Items. The Offeror should address as specifically as possible the actual methodology used for accomplishing the PWS tasks. The proposal should not simply rephrase or restate the Government's requirements, but rather should provide convincing rationale to address how the Offeror intends to meet these requirements. Statements that the Offeror understands, can, or will comply with the PWS (including referenced publications, technical data, etc.); statements paraphrasing the PWS or parts thereof (including applicable publications, technical data, etc.); and phrases such as “standard procedures will be employed” or “well known techniques will be used,” etc., will raise questions regarding an Offeror’s technical ability to perform the services contained herein and may be grounds to eliminate the proposal from further consideration for contract award. Offerors should assume that the Government has no prior knowledge of their facilities and experience, and that it will base its evaluation on the information presented in the Offeror’s proposal. Elaborate brochures or documentation, binding, detailed art work, or other embellishments are unnecessary and are not desired. Submission of resumes is not required.

The Technical Capability Volume shall, at a minimum, be prepared in a form consistent with the PWS and the evaluation criteria for award set forth in this solicitation. The Technical Capability Volume shall be prepared in an orderly format and in sufficient detail to enable the Government to make a thorough evaluation of the Offeror’s technical competence and ability to comply with the contract task requirements specified in the PWS. The volume shall be organized according to the following general outline.

FACTOR 2, PAST PERFORMACE

Past Performance Volume III: The Past Performance evaluation will be accomplished by reviewing aspects of an Offeror's recent and relevant Past Performance, focusing on and targeting performance which is relevant to the effort of Ground Maintenance Services. Recent and relevant past performance shall be discussed for the prime Contractor and any subcontractors proposed to support this contract. A list of no more than three (3) of the Offeror’s most recent and relevant past performance information on Grounds Maintenance Services in support of Army, Active, Reserve, and National Guard component military entities: similar in size, scope, and complexity to the services being procured under this solicitation), performed for Government agencies and/or commercial customers within the last three (3) years from the solicitation release date. Past performance can be for the prime, subcontractor, or a combination of the prime and subcontractor. No more than a total of three (3) contracts for past performance evaluation shall be submitted for this requirement. Offerors shall include a name, telephone number, and fax or email for each contract listed. The past performance volume shall include, at a minimum, the following information:

Offerors shall specify the date(s) of performance for this experience; a detailed description of the contract effort, whether it was performed as a prime or subcontractor, its relevancy to this acquisition, the size of the contract action, and what type of contract vehicle (Cost, Firm Fixed Price, etc.) was utilized. A table may be used to delineate experience.

c) The offeror shall submit, along with the information required in this paragraph, a consent letter, executed by each subcontractor, teaming partner, and/or joint venture partner, authorizing release of adverse past performance information to the offeror so the offeror can respond to such information. For each identified effort for a commercial customer, the offeror shall also submit a client authorization letter, authorizing release to the Government of requested information on the offeror's performance.

i. Recency Assessment. To be recent, the effort must be ongoing or must have been performed during the past three (3) years from the date of issuance of this RFP. Information that fails the recency assessment will not be evaluated.

ii. Relevancy Assessment. To be relevant, the effort must be similar to the nature of work, size, magnitude, complexity and scope to the work required by this RFP. The Government will conduct an in-depth evaluation of all recent performance information provided to determine if it is the same or similar in nature, size, and complexity to the services being procured under this RFP. In determining relevancy for individual contracts, consideration will be given to the effort, or portion of the effort, being proposed by the offeror, teaming partner, or subcontractor whose contract is being reviewed and evaluated. Relevant experience information that fails this condition will not be evaluated.

The Government reserves the right to obtain past performance data from other sources than those identified by the offeror in evaluating past performance. This includes, but not limited to, the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; interviews with Program Managers, Contracting Officers, and Fee Determining Officials; and the Defense Contract Management Agency. Offerors are reminded that both independent data and data provided by offerors in their proposals may be used by the Government to evaluate offeror past performance. However, the burden of providing thorough, complete, and current past performance information as requested in this paragraph remains with the offerors. Proposals that do not contain the information requested by this paragraph risk rejection or a less than acceptable performance rating by the Government. All past performance comments received will be taken into account and could affect the overall rating. The overall past performance evaluation is a subjective decision based on the whole of all data received.

In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”
