GENERAL REQUIREMENTS
PART 1 GENERAL
1.1. REFERENCES. The publications listed below form a part of this specification to the extent referenced. The publications are referred to within the text by the basic designation only.

1.2. DEFINITIONS. Definitions pertaining to sustainable development are as defined in
ASTM E 2114, Section 01 57 20 ENVIRONMENTAL PROTECTION, and as specified.
A. "Environmentally preferable products" have a lesser or reduced effect on the environment in comparison to conventional products and services. This comparison may consider raw materials acquisition, production, manufacturing, packaging, distribution, reuse, operation, maintenance, or disposal of the product.
B. "Indoor environmental quality" is the physical characteristics of the building interior that impact occupants, including air quality, illumination, acoustics, occupant control, thermal comfort, day lighting, and views.
C. "Operational performance" is the functional behavior of the building as a whole or of the building components.
D. "Sustainability" is the balance of environmental, economic, and societal considerations.
1.3. SUBMITTALS. No submittals are required by this Section.
1.4. WORK COVERED BY CONTRACT DOCUMENTS
A. Project Description.
a. The primary objective of this contract is to provide maintenance, repair and rehabilitation work and minor new construction services. Work will be accomplished by the issuance of Task Orders. Some task orders will require both design and construction efforts.
b. All work shall be located at the Fort Sill Military Installation and within the city limits of Lawton, Oklahoma. The exact location will be identified in each individual Task Order.
1.5. CONTRACT DRAWINGS. No drawings will accompany this specification. Drawings may be provided with individual Task Orders.
1.6 WORK RESCHEDULING. Normal duty hours for work shall be from 7:30 a.m. to
4:00 p.m., Monday through Friday however, other duty hours may be required by individual Task Orders. Requests for additional duty hours shall require written approval from the Contracting Officer.
1.7 ENVIRONMENTAL GOALS. Contractor shall be aware of the Government’s
Environmental Goals. Specific environmental requirements are addressed more specifically in other sections of these specifications. The overall goal for design, construction, and operation is to meet the Installation’s functional and mission needs and incorporate the principles of sustainability. Specifically:
A. Preserve and restore construction site ecosystem and biodiversity; avoid site degradation and erosion. Minimize offsite environmental impact.
B. Use the minimum amount of energy, water, and materials feasible. Select energy and water efficient equipment and strategies.
C. Use environmentally preferable products and decrease toxicity level of materials used.
D. Use renewable energy and material resources.
E. Optimize operational performance in order to ensure energy efficient equipment operates as intended. Consider the durability, maintainability, and flexibility of building systems.
F. Manage construction site and storage of materials to ensure no negative impact on the indoor environmental quality of the building.
G. Reduce construction waste through reuse, recycling, and supplier take-back.
H. Independent Verification.
a. US Green Building Council (USGBC) - LEED(tm) Rating System. All new vertical construction projects shall achieve a minimum LEED level of Silver. New horizontal construction will incorporate sustainable design features to the maximum extent possible. All major renovations and repair projects exceeding $7.5 M shall incorporate sustainable design features where life cycle cost effective to achieve a minimum of the Certified level of the LEED Existing Building rating system. The DPW, designer of record and the prime contractor will jointly verify the final LEED score and rating. USGBC certification is not required.
b. EPA Energy Performance Rating. All energy producing products shall be either ENERGY STAR-qualified or FEM-recommended. All energy consuming products shall also be designated as using ‘low standby power”.
1.8 OCCUPANCY OF PREMISES. Locations where work is required will either be occupied or unoccupied during performance and will be addressed by the individual Task Order. Before work is started, the Contractor shall arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.
1.9 EXISTING WORK. In addition to "FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements":
A. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.
B. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work shall be in a condition equal to or better than that which existed before new work started.
1.10 ON-SITE PERMITS AND UTILITY OUTAGES
A. Utility Outage Requests and Utility Connection Requests. Notify the Contracting Officer at least 14 days prior to the required outage or connection work. Identify the system involved, area involved and approximate duration of outage. Contractor is responsible for locating and verifying all utilities. Work shall be scheduled to hold outages to a minimum. Outages and connections required during the prosecution of work that affect existing systems shall be arranged for at the convenience of the Government and shall be scheduled outside the regular working hours or on weekends if possible.
B. Hot Work Permits. Hot work permits are required whenever welding, torches or open flames are required in the accomplishment of work. Permits will be coordinated with the Contracting Officer and obtained from the Fort Sill Fire Department.
1.11 LOCATION OF UNDERGROUND FACILITIES and UTILITIES. Contact 1-800- OKIE for the location and marking of privately owned utilities such as water, sewer, natural gas and cable. Contact the Fort Sill Directorate of Information Manage (DOIM) for location and marking of communications and data lines. Contact VT Griffin Fort Sill Contract Maintenance Operations for all other utility locates and marking.
A. Notification Prior to Excavation. Notify the Contracting Officer at least 48 hours prior to starting excavation work.
1.12 GOVERNMENT-FURNISHED MATERIAL AND EQUIPMENT. Pursuant to
Contract Clause "FAR 52.245-2, Government Property (Fixed Price Contracts)", the Government may furnish materials and equipment for installation by the Contractor.
Government furnished materials and equipment will be identified by each individual Task Order.
A. Delivery Schedule. Notify the Contracting Officer in writing at least 5 calendar days in advance of the date on which the materials and equipment are required. Some Government furnished materials and equipment may be available at the date of Contract award.
B. Delivery Location. The location of Government furnished materials and equipment will be identified in the individual Task Order. Some material and equipment may be delivered to the job site by the Government.
1.13 SALVAGE MATERIAL AND EQUIPMENT. Items designated by the Contracting
Officer to be salvaged shall remain the property of the Government. The salvaged property shall be segregated, itemized, delivered, and off-loaded at the Government designated storage area located within the Fort Sill Military Installation. Contractor shall be responsible for storage and protection of salvaged materials and equipment until disposition by the Contracting Officer.
1.14 Exits for areas of a building including rooms, suites, doors and floors shall not be blocked by the construction or by construction materials. Exits may be blocked temporarily if it is unavoidable and adequate alternate measures are provided such as signage and instructions to occupants.
1.15 At the end of each workday, combustible packaging and crating materials for building products and equipment to be installed shall be removed from any occupied building.
1.16 The necessary number and appropriate type of portable fire extinguishers per National Fire Protection Association (NFPA) Standard Nos. 10 and 241 shall be provided for all construction areas.
1.17 Smoking shall be prohibited in or adjacent to all construction areas in existing buildings. Daily fire hazard inspections of the means of egress and weekly fire hazard surveillance inspections of the entire construction area shall be conducted by the contractor once construction starts and until the building or space is turned over to the government.
1.18 Temporary structures, including trailers that are used for storage or offices, shall be a minimum of (30 feet) from any occupied building.
1.19 All flammable liquids shall be handled, stored and used in accordance with NFPA Standard No.30.
1.20 Maintain construction site to permit access of fire department vehicles as necessary.
Clear building construction areas of unnecessary obstructions so that all portions are accessible for fire department apparatus and permit emergency egress of construction and other personnel.
1.21 All necessary precautions shall be taken by the contractor to prevent accidental operation of any existing smoke detectors by minimizing the amount of dust generated in the vicinity of any smoke detectors.
1.22 All construction activities not already covered above shall be in accordance with the latest edition of NFPA No. 241 Standard for Safeguarding Construction, Alteration, and Demolition Operations, in effect at time of contract award.
1.23 The contractor shall confine all operations (including storage of materials) on
Government premises to areas authorized or approved by the Contracting Officer or his Representative. Mechanical rooms shall not be used for storage. The Contractor shall hold and save the Government, its officers and agents free and harmless from liability of any nature occasioned by the Contractors performance.
1.24 Temporary buildings (e.g. storage sheds, shops) and utilities sheds, shops, offices) and utilities may be erected by the Contractor only with the approval of the Contracting Officer and shall be built with labor and materials furnished by the Contractor without expense to the Government. The temporary buildings and utilities shall remain the property of the Contractor and shall be removed by the Contractor at its expense upon completion of the work.
1.25 The Contractor shall, under regulations prescribed by the Contracting Officer, use only established roadways, or use temporary roadways constructed by the Contractor when and as authorized by the Contracting Officer. When materials are transported in prosecuting the work, vehicles shall not be loaded beyond the loading capacity recommended by the manufacturer of the vehicle or prescribed by any Federal, State, or local law or regulation. When it is necessary to cross curbs or sidewalks, the Contractor shall protect them from damage. The Contractor shall not park vehicles on grass areas except as authorized by the Contracting Officer to load or unload materials or equipment. The Contractor shall repair or pay for the repair of any damaged curbs, sidewalks, turf areas or roads.
1.26 Working space and space available for storing materials shall be as determined by the Contracting Officer or his Representative.
1.27 Execute work in such a manner as to interfere as little as possible with work being done by others. Keep roads clear of construction materials, debris, standing construction equipment and vehicles at all times.
1.28 Where access by personnel to vacated portions of buildings is not required, storage of Contractors materials and equipment will be permitted subject to fire and safety requirements.
1.29 Contractor shall take all measures and provide all material necessary for protecting existing equipment and property in affected areas of construction against dust and debris, so that equipment and affected areas to be used will not be hindered.
Coordinate work in areas occupied by personnel so that operations will continue during the construction period.
1.30 Cleaning up shall include the removal of all equipment, tools, materials and debris and leaving the areas in a clean, neat condition.
1.31 Before any work is started, the Contractor shall make a thorough survey with the Contracting Officers' Representative to designate areas for working space, materials storage and routes of access to areas within buildings where alterations occur and which have been agreed upon by the Contractor and the Contracting Officers' Representative.
1.32 The Contractor shall protect from damage all existing items and utilities at or near the work site. The Contractor shall repair any damage to those items, including those that are the property of a third party, resulting from failure to comply with the requirements of this contract or failure to exercise reasonable care in performing the work.
Contractor shall ensure that fire equipment, i.e. smoke detectors, fire alarm pull stations, are not painted. If the Contractor fails or refuses to repair the damage promptly, the Contracting Officer may have the necessary work performed and charge the cost to the Contractor.
1.33 Contractor shall provide and maintain their own toilet facilities.
1.34 The Government shall make all reasonably required amounts of utilities available to the Contractor from existing outlets and supplies, as specified in the contract. The Contractor shall carefully conserve any utilities furnished without charge.
1.35 Contractor shall disconnect, dismantle as necessary, remove and reinstall in same location, all existing equipment and items necessary for the performance of work.
1.36 Completion Date shall mean that date as established by Contracting Officer upon which Contractor will turn over entire project or portions thereof to the Government.
1.37 UTILITIES
A. All reasonable amounts of water, electricity, and gas required for the performance of the work under this contract will be made available to the Contractor by the Government from existing distribution systems at no cost to the Contractor.
B. Connection and disconnection shall be the responsibility of the contractor.
C. Connection and disconnection shall be made in a manner approved by the Government.
D. Abuse of this policy may result in disconnection from utilities.
E. Contractor shall submit an energy and water conservation plan.
1. The plan shall outline all expected activities that will consume water, electricity, and natural gas along with estimates of consumption.
2. Plan shall outline a plan to install any and all necessary meters (i.e. job trailers or buildings unoccupied with exception of the contractor). It shall include a detailed map showing the location of the meters. Contractor shall install all meters for temporary utility hookups.
3. All meters shall comply with all local codes and regulations and will include any additional equipment necessary such as backflow preventers. Contractor shall remove all temporary meters and equipment when project is completed.
4. Plan shall describe effort to comply with reporting standards stated herein and on the website http://sill-www.army.mil/USAG/dpw/BMB.html#tab-2.
5. Plan must demonstrate efforts to conserve electricity, natural gas and water in compliance with Ft. Sill policies and best management practices on conservation of electricity, natural gas, and water.
6. If there is a change in the project that will or may change the utility connection requirements, the Contractor shall submit a revised compliance plan to the Contracting Officer.
7. Contractor shall sign and return to the Contracting Officer a Memorandum of Understanding for Sale of Utility Services (DA2100-R) before utilities will be turned on.
8. Contractor shall report meter readings to the Contracting Officer or the Contracting Officer’s Representative on the 15th of each month or immediately upon disconnection of utilities.
9. Meter readings shall be reported from the beginning of the construction to the completion of construction. This requirement includes recording meter readings from water points on post. The meter reading reports shall include project name and contract number.
1.38 The contractor is responsible for compliance to all applicable base MATOC specifications on each task order. Should a paragraph or sub-paragraph of one of the base specification not be applicable, the contractor shall comply with all other applicable requirements of the specification(s).
PART 2 PRODUCTS. Not used.
PART 3 EXECUTION. Not used.

SECTION 01 32 00
PROJECT SCHEDULE
PART 1-GENERAL.
1.1 Payment. No separate payment will be made for providing work required by this section and all costs associated therewith shall be included in the applicable unit prices of the work it pertains.
1.2 REFERENCES:
A. The publications listed below form a part of this specification to the extent referenced. The publications are referred to within the text by the basic designation only.
B. U.S. ARMY CORPS OF ENGINEERS (USACE) ER 1-1-11 Progress, Schedules, and Network Analysis Systems
1.3 QUALIFICATIONS: The Contractor shall designate an authorized representative who shall be responsible for the preparation of all required project schedule reports.
1.4 Submittals.
A. Sequencing and Scheduling. The Contractor shall furnish the Contracting Officer a Project Progress Schedule at least two weeks prior to the start of work. The schedule shall indicate all phases of work including any design-effort submittals required by the Task Order. The construction portion of the schedule shall include, but is not limited to, projected dates of the start and completion of work at the jobsite, and projected start and completion dates for each major phase of construction.
B. Changes to the Schedule. Changes to the Progress Schedule shall be submitted by the Contractor to the Contracting Officer, in writing, two weeks prior to the scheduled start of the affected work on the jobsite, or as directed by the Contracting Officer.
PART 2 - PRODUCTS (Not Applicable)
PART 3. EXECUTION
3.1 General. The Contractor shall be responsible for scheduling of all design, procurement and construction activities. Designers, Subcontractors and Suppliers should provide input for the schedule. The approved Project Progress Schedule shall be use by the Contracting Officer to measure the progress of the work, to aid in evaluating requests for time extensions, and to provide a basis of all progress payments.
3.2 BASIS FOR PAYMENT: The schedule shall be the basis for measuring Contractor progress. Lack of an approved schedule or scheduling personnel will result in an inability of the Contracting Officer to evaluate Contractor's progress for the purposes of payment. Failure of the Contractor to provide all information, as specified below, shall result in the disapproval of the entire Project Schedule submission and the inability of the Contracting Officer to evaluate Contractor progress for payment purposes. In the case where Project Schedule revisions have been directed by the Contracting Officer and those revisions have not been included in the Project Schedule, the Contracting Officer may hold retainage up to the maximum allowed by contract, each payment period, until revisions to the Project Schedule have been made.
3.3 PROJECT SCHEDULE: The computer software system utilized by the Contractor to produce the Project Schedule shall be capable of providing all requirements of this specification. Failure of the Contractor to meet the requirements of this specification shall result in the disapproval of the schedule. Manual methods used to produce any required information shall require approval by the Contracting Officer.
A. Use of the Critical Path Method: The Critical Path Method (CPM) of network calculation shall be used to generate the Project Schedule. The Contractor shall provide the Project Schedule as a Gantt (Bar) chart.
B. Level of Detail Required: The Project Schedule shall include an appropriate level of detail.
Failure to develop or update the Project Schedule or provide data to the Contracting Officer at the appropriate level of detail, as specified by the Contracting Officer, shall result in the disapproval of the schedule. The Contracting Officer will use, but is not limited to, the following conditions to determine the appropriate level of detail to be used in the Project Schedule:
1. Activity Durations: Contractor submissions shall follow the direction of the Contracting Officer regarding reasonable activity durations. Reasonable durations are those that allow the progress of activities to be accurately determined between payment periods (usually less than 2 percent of all non-procurement activities' Original Durations are greater than 20 days).
2. Procurement Activities: Tasks related to the procurement of long lead materials or equipment shall be included as separate activities in the project schedule. Long lead materials and equipment are those materials that have a procurement cycle of over 90 days. Examples of procurement process activities include, but are not limited to: submittals, approvals, procurement, fabrication, and delivery.
3. Critical Activities:The following activities shall be listed as separate line activities on the
Contractor's project schedule:
a. Design if required by the task order.
b. Prefinal inspection.
c. Correction of punchlist from prefinal inspection.
d. Final inspection.
4. Government Activities: Government and other agency activities that could impact progress shall be shown. These activities include, but are not limited to: approvals, approvals, design reviews, environmental permit approvals by State regulators, inspections, and Notice to Proceed (NTP) for phasing requirements.
5. Responsibility: All activities shall be identified in the project schedule by the party responsible to perform the work. Responsibility includes, but is not limited to, the subcontracting firm, contractor work force, or government agency performing a given task. Activities shall not belong to more than one responsible party. The responsible party for each activity shall be identified by the Responsibility Code.
6. Work Areas: All activities shall be identified in the project schedule by the work area in which the activity occurs. Activities shall not be allowed to cover more than one work area. The work area of each activity shall be identified by the Work Area Code.
7. Modification or Claim Number: Any activity that is added or changed by contract modification or used to justify claimed time shall be identified by a mod or claim code that changed the activity. Activities shall not belong to more than one modification or claim item. The modification or claim number of each activity shall be identified by the Mod or Claim Number.
Whenever possible, changes shall be added to the schedule by adding new activities. Existing activities shall not normally be changed to reflect modifications.
8. Feature of Work: All activities shall be identified in the project schedule according to the feature of work to which the activity belongs. Feature of work refers, but is not limited to, a work breakdown structure for the project. The feature of work for each activity shall be identified by the Feature of Work Code.
C. Scheduled Project Completion: The schedule interval shall extend from NTP to the contract completion date.
1. Project Start Date: The schedule shall start no earlier than the date on which the NTP was acknowledged. The Contractor shall include as the first activity in the project schedule an activity called "Start Project". The "Start Project" activity shall have an "ES" constraint date equal to the date that the NTP was acknowledged, and a zero day duration.
2. Constraint of Last Activity: Completion of the last activity in the schedule shall be constrained by the contract completion date. Calculation on project updates shall be such that if the early finish of the last activity falls after the contract completion date, then the float calculation shall reflect a negative float on the critical path. The Contractor shall include as the last activity in the project schedule an activity called "End Project". The "End Project" activity shall have an "LF" constraint date equal to the completion date for the project, and a zero day duration.
3. Early Project Completion: In the event the project schedule shows completion of the project prior to the contract completion date, the Contractor shall identify those activities that have been accelerated and/or those activities that are scheduled in parallel to support the Contractor's "early" completion. Contractor shall specifically address each of the activities noted in the narrative report at every project schedule update period to assist the Contracting Officer in evaluating the Contractor's ability to actually complete prior to the contract period.
D. Interim Completion Dates: Contractually specified interim completion dates shall also be constrained to show negative float if the early finish date of the last activity in that phase falls after the interim completion date.
1. Start Phase: The Contractor shall include as the first activity for a project phase an activity called "Start Phase X" where "X" refers to the phase of work. The "Start Phase X" activity shall have an "ES" constraint date equal to the date on which the NTP was acknowledged, and a zero day duration.
2. End Phase: The Contractor shall include as the last activity in a project phase an activity called "End Phase X" where "X" refers to the phase of work. The "End Phase X" activity shall have an "LF" constraint date equal to the completion date for the project, and a zero day duration.
3. Phase X: The Contractor shall include a hammock type activity for each project phase called
"Phase X" where "X" refers to the phase of work. The "Phase X" activity shall be logically tied to the earliest and latest activities in the phase.
E. Default Progress Data Disallowed: Actual Start and Finish dates shall not be automatically updated by default mechanisms that may be included in CPM scheduling software systems. Actual Start and Finish dates on the CPM schedule shall match those dates provided from Contractor Quality Control Reports. Failure of the Contractor to document the Actual Start and Finish dates on the Daily Quality Control report for every in-progress or completed activity, and failure to ensure that the data contained on the Daily Quality Control reports is the sole basis for schedule updating shall result in the disapproval of the Contractor's schedule and the inability of the Contracting Officer to evaluate Contractor progress for payment purposes. Updating of the percent complete and the remaining duration of any activity shall be independent functions. Program features which calculate one of these parameters from the other shall be disabled.
F. Out-of-Sequence Progress: Activities that have posted progress without all preceding logic being satisfied (Out-of-Sequence Progress) will be allowed only on a case-by-case approval of the Contracting Officer. The Contractor shall propose logic corrections to eliminate all out of sequence progress or justify not changing the sequencing for approval prior to submitting an updated project schedule.
G. Negative Lags: Lag durations contained in the project schedule shall not have a negative value.
3.4 PROJECT SCHEDULE SUBMISSIONS: The Contractor shall provide the submissions as described below. The data reports, and network diagrams required for each submission are contained in paragraph SUBMISSION REQUIREMENTS.
A. Preliminary Project Schedule Submission: The Preliminary Project Schedule, defining the Contractor's planned operations shall be submitted for approval within 10 calendar days after the NTP is acknowledged. The approved preliminary schedule shall be used for payment purposes not to exceed the first 30 calendar days after NTP.
B. Initial Project Schedule Submission: The Initial Project Schedule shall be submitted for approval within 30 calendar days after NTP. The schedule shall provide a reasonable sequence of activities which represent work through the entire project and shall be at a reasonable level of detail.
C. Periodic Schedule Updates: Based on the result of progress meetings, specified in "Periodic Progress Meetings," the Contractor shall submit periodic schedule updates. These submissions shall enable the Contracting Officer to assess Contractor's progress. If the Contractor fails or refuses to furnish the information and project schedule data, which in the judgement of the Contracting Officer or authorized representative is necessary for verifying the Contractor's progress, the Contractor shall be deemed not to have provided an estimate upon which progress payment may be made.
3.5 PERIODIC PROGRESS MEETINGS: Progress meetings to discuss payment shall include a monthly onsite meeting or other regular intervals mutually agreed to at the preconstruction conference. During this meeting the Contractor shall describe, on an activity by activity basis, all proposed revisions and adjustments to the project schedule required to reflect the current status of the project. The
Contracting Officer will approve activity progress, proposed revisions, and adjustments as appropriate.
A. Meeting Attendance: The Contractor's Project Manager and Scheduler shall attend the regular progress meeting.
B. Update Submission Following Progress Meeting: A complete update of the project schedule containing all approved progress, revisions, and adjustments, based on the regular progress meeting, and shall be submitted not later than 4 working days after the monthly progress meeting.
C. Progress Meeting Contents: Update information, including Actual Start Dates, Actual Finish Dates, Remaining Durations, and Cost-to-Date shall be subject to the approval of the Contracting Officer. As a minimum, the Contractor shall address the following items on an activity by activity basis during each progress meeting. The Contracting Officer's determination as to the number of allowable days of contract extension shall be based upon the project schedule updates in effect for the time period in question, and other factual information. Actual delays that are found to be caused by the Contractor's own actions, which result in the extension of the schedule, will not be a cause for a time extension to the contract completion date.
3.6 Submission Requirements: The Contractor shall submit a justification for each request for a change in the contract completion date of under 2 weeks based upon the most recent schedule update at the time of the NTP or constructive direction issued for the change. Such a request shall be in accordance with the requirements of other appropriate Contract Clauses and shall include, as a minimum:
A. A list of affected activities, with their associated project schedule activity number.
B. A brief explanation of the causes of the change.
C. An analysis of the overall impact of the changes proposed.
D. A sub-network of the affected area.
E. Activities impacted in each justification for change shall be identified by a unique activity code contained in the required data file.
F. Additional Submission Requirements: For any requested time extension of over 2 weeks, the Contracting Officer may request an interim update with revised activities for a specific change request. The Contractor shall provide this disk within 4 days of the Contracting Officer's request.
3.7 OWNERSHIP OF FLOAT: Float available in the schedule, at any time, shall not be considered for the exclusive use of either the Government or the Contractor.

3.1 CONTRACTOR VERIFICATION OF CONTRACT SURVEY DATA
During the initial site layout and before existing site conditions are disturbed the Contractor shall verify, in writing, the basic survey data provided on the drawings or documents provided (if there are any deviations). Verification shall be from the contract drawings and shall include, as a minimum, the existing roof and deck conditions, interior building layout and structural systems to ensure that the survey data adequately reflects existing conditions. The Contractor shall also familiarize himself with the perimeters of the buildings in order to acquaint himself with traffic patterns, ingress/ egress points, and site accessibility. The Contractor shall not proceed with construction until the survey verification is provided to the Contracting Officer's Authorized Representative. The Contractor shall refer to Contract Clauses, "Differing Site Conditions" and "Site Investigations and Conditions Affecting Work", for additional requirements.
Section 01 33 00 – Submittal Procedures
PART 1 GENERAL
1.1 DEFINITIONS
A. Submittal Descriptions
1. Submittals requirements are specified in the technical sections. Submittals are identified by titles as follows:
a. Preconstruction Submittals
i. Submittals required prior to a notice to proceed on a new contract.
Submittals required prior to the start of the next major phase of the construction on a multi-phase contract. Schedules or tabular list of data or tabular list including location, features, or other pertinent information regarding products, materials, equipment, or components to be used in the work, submitted prior to contract notice to proceed or next major phase of construction.

i. Catalog cuts, illustrations, schedules, diagrams, performance charts, instructions and brochures illustrating size, physical appearance and other characteristics of materials, systems or equipment for some portion of the work.
ii. Equipment installation manuals for approved equipment shall be provided prior to installing equipment.
iii. Samples of warranty language when the contract requires extended product warranties.
d. Samples
i. Fabricated or un-fabricated physical examples of materials, equipment, or workmanship, which illustrate functional and aesthetic characteristics of a material or product, and establish standards by which the work can be judged.
ii. Color samples from the manufacturer's standard line (or custom color samples if specified) to be used in selecting or approving colors for the project.
iii. Field samples and mock-ups constructed on the project site establish standards by which the ensuring work can be judged. Includes assemblies or portions of assemblies that are to be incorporated into the project and those which will be removed at conclusion of the work.
e. Design Data
i. Design calculations, mix designs, analyses or other data pertaining to a part of work.
f. Test Reports
i. Report signed by authorized official of testing laboratory that a material, product or system identical to the material, product or system to be provided has been tested in accord with specified requirements. (Testing must have been within three years of date of contract award for the project).
ii. Report that includes findings of a test required to be performed by the Contractor on an actual portion of the work or prototype prepared for the project before shipment to job site.
iii. Report that includes finding of a test made at the job site or on sample taken from the job site, on portion of work during or after installation.
iv. Investigation Reports

g. Certificates
i. Statements printed on the manufacturer's letterhead and signed by responsible officials of manufacturer of product, system or material attesting that product, system or material meets specification requirements.

i. Preprinted material describing installation of a product, system or material, including special notices and Material Safety Data sheets concerning impedances, hazards and safety precautions.

i. Manufacturer's Field Reports
i. Documentation of the testing and verification actions taken by manufacturer's representative at the job site, in the vicinity of the job site, or on a sample taken from the job site, on a portion of the work, during or after installation, to confirm compliance with manufacturer's standards or instructions. The documentation must be signed by an authorized official of a testing laboratory or agency and must state the test results; and indicate whether the material, product, or system has passed or failed the test.
ii. Factory Test Reports
j. Operation and Maintenance Data
i. Data that is furnished by the manufacturer, or the system provider, to the equipment operating and maintenance personnel. This data is needed by operating and maintenance personnel for the safe and efficient operation, maintenance and repair of the item.
ii. This Data is intended to be incorporated in an operations and maintenance manual or control system.
k. Closeout Submittals
i. Documentation to record compliance with technical or administrative requirements or to establish an administrative mechanism.
ii. Special requirements necessary to close out a construction contract properly. For example, Record Drawings, manufacturer's help and product lines necessary to maintain and install equipment. In addition, submittal requirements necessary to close out a major phase of construction on a multi-phase contract properly.
iii. Record Drawings (As-Built) are required unless specifically excluded in the Task Order. As-Built drawings shall be submitted as required in Section 01 78 00 Closeout Submittals.
2. Approving Authority: Office or designated person authorized to approve submittal in writing.
3. Work: As used in this section, on- and off-site construction required by contract documents, including labor necessary to produce submittals, construction, materials, products, equipment, and systems incorporated or to be incorporated in such construction.
1.2 PROCEDURES FOR SUBMITTALS
A. Reviewing, Certifying, Approving Authority
1. The Contracting Officer shall be responsible for reviewing and certifying that submittals comply with contract requirements. Approving authority on submittals is the Contracting Officer unless otherwise specified.
B. Constraints
1. Submittals listed or specified in this contract shall conform to provisions of this section, unless explicitly stated otherwise.
2. Submittals shall be complete for each definable feature of work; components of definable feature interrelated as a system shall be submitted at same time.
3. When acceptability of a submittal is dependent on conditions, items, or materials included in separate subsequent submittals, submittal will be returned without review.
4. Approval of a separate material, product, or component does not imply approval of assembly in which item functions.
C. Scheduling
1. All submittals shall be reviewed and approved prior to start of work.
2. Except as specified otherwise, allow review period of 10 working days, beginning with receipt by approving authority. Period of review for each re-submittal is the same as for initial submittal.
3. For submittals requiring review by Government fire protection personnel, allow review period, beginning when Government receives submittal from the Contractor, of 30 working days for return of submittal to the Contractor. Period of review for each re-submittal is the same as for initial submittal.
D. Contractor's Responsibilities
1. Determine and verify field measurements, materials, field construction criteria;
review each submittal; and check and coordinate each submittal with requirements of the work and contract documents.
2. Transmit submittals to the Contracting Officer to prevent delays in the work, delays to Government, or delays to separate Contractors.
3. Advise Contracting Officer of variation, as required by paragraph entitled "Variations."
4. Correct and resubmit submittal as directed by approving authority.
a. When resubmitting disapproved transmittals or transmittals noted for re-submittal, the Contractor shall provide copy of that previously submitted transmittal including all reviewer comments for use by approving authority.
Direct specific attention in writing or on resubmitted submittal, to revisions not requested by approving authority on previous submissions.
5. Furnish additional copies of submittal when requested by Contracting Officer, to a limit of 4 copies per submittal.
6. Complete work which must be accomplished as basis of a submittal in time to allow submittal to occur as scheduled.
7. Ensure that material is clearly legible.
8. Stamp each sheet of each submittal with Contractor’s certifying statement or approving statement, except that data submitted in bound volume or on one sheet printed on two sides may be stamped on the front of the first sheet only.
a. The Contractor will certify submittals forwarded to Contracting Officer with the following certifying statement:
"I hereby certify that the (equipment) (material) (article) shown and marked in this submittal is that proposed to be incorporated with contract Number [_____], is in compliance with the contract drawings and specification, can be installed in the allocated spaces, and is submitted for Government approval.
Certified by Submittal Reviewer _____________________, Date _______ (Signature when applicable)
9. Sign certifying statement or approval statement. The person signing certifying statements shall be the Contractor. The signatures shall be in original ink.
Stamped signatures are not acceptable.
10. Retain a copy of approved submittals at project site, including Contractor's copy of approved samples.
E. Government’s Responsibilities
1. The Government will:
a. Note date on which submittal was received from the Contractor.
b. Review submittals for approval within scheduling period specified and only for conformance with project design concepts and compliance with contract documents.
c. Identify returned submittals with one of the actions defined in paragraph 1.16.1 entitled "Review Notations" and with markings appropriate for the action indicated.
1.3 FORMAT OF SUBMITTALS
A. Transmittal Form
1. The transmittal form (FS Form 4025) shall be furnished to the Contractor and used for submitting submittals in accordance with the instructions on the reverse side of the form.
2. This form shall be properly completed by filling out all the heading blank spaces and identifying each item submitted. Special care shall be exercised to ensure proper listing of the specification paragraph and/or sheet number of the contract drawings pertinent to the data submitted for each item.
3. Transmit each submittal, except sample installations and sample panels, to the Contracting Officer. The transmittal form shall identify Contractor, indicate date of submittal, and include information prescribed by transmittal form and required in paragraph entitled "Identifying Submittals." Process transmittal forms to record actions regarding sample panels and sample installations.
B. Identifying Submittals
1. Identify submittals, except sample panel and sample installation, with the following information permanently adhered to or noted on each separate component of each submittal and noted on transmittal form. Mark each copy of each submittal identically, with the following:
a. Project title and location
b. Construction contract number
c. Section number of the specification section by which submittal is required
d. Name, address, and telephone number of subcontractor, supplier, manufacturer and any other second tier Contractor associated with submittal.
e. Product identification and location in project
f. Item Number on the FS 4025 shall match the item number on the Submittal
Register (ENG Form 4288-R).
2. Format for Shop Drawings
a. Shop drawings shall not be less than 8 1/2 by 11 inches nor more than 24 by 36 inches.
b. Present 8 1/2 by 11 inches sized shop drawings as part of the bound volume for submittals required by section. Present larger drawings in sets.
c. Include on each drawing the drawing title, number, date, and revision numbers and dates, in addition to information required in paragraph entitled "Identifying Submittals."
d. Dimension drawings, except diagrams and schematic drawings; prepare drawings demonstrating interface with other trades to scale. Shop drawing dimensions shall be the same unit of measure as indicated on the contract drawings. Identify materials and products for work shown.
e. Drawings shall include the nameplate data, size and capacity. Also include applicable federal, military, industry and technical society publication references.
3. Format of Product Data and Manufacturer's Instruction
a. Present product data submittals for each section as a complete, bound volume.
Include table of contents, listing page and catalog item numbers for product data.
b. Indicate, by prominent notation, each product that is being submitted; indicate specification section number and paragraph number to which it pertains.
c. Supplement product data with material prepared for project to satisfy submittal requirements for which product data does not exist. Identify this material as developed specifically for project, with information and format as required for submission of Certificates.
d. Product data shall include the manufacturer's name, trade name, place of manufacture, and catalog model or number. Submittals shall also include applicable federal, military, industry and technical society publication references. Should manufacturer's data require supplemental information for clarification, the supplemental information shall be submitted as specified for Certificates.
e. Where equipment or materials are specified to conform to industry and technical society reference standards of the organizations such as American National Standards Institute (ANSI), ASTM International (ASTM), National Electrical Manufacturer's Association (NEMA), Underwriters Laboratories (UL), and Association of Edison Illuminating Companies (AEIC), submit proof of such compliance. The label or listing by the specified organization will be acceptable evidence of compliance. In lieu of the label or listing, submit a certificate from an independent testing organization, competent to perform testing, and approved by the Contracting Officer. The certificate shall state that the item has been tested in accordance with the specified organization's test methods and that the item complies with the specified organization's reference standard.
f. Submit manufacturer's instruction prior to installation.
4. Format of Samples
a. Furnish samples in sizes below, unless otherwise specified or the manufacturer has prepackaged samples of approximately same size as specified:
i. Sample of Equipment or Device: Full size
ii. Sample of Materials Less Than 2 by 3 inches: Built up to 8 1/2 by 11 inches
iii. Sample of Materials Exceeding 8 1/2 by 11 inches: Cut down to 8 1/2 by
11 inches and adequate to indicate color, texture, and material variations.
iv. Sample of Linear Devices or Materials: 10 inch length or length to be supplied, if…
