1. SCOPE

1.1 Design and construct five (5) earth covered reinforced concrete modular Munitions Storage Magazines (MSMs) capable of storing 150,000 pounds of class 1.1 munitions each. Construct the new MSMs or “igloos” in the Munitions and Missile Storage (MAMS) 1 area at Hill Air Force Base (HAFB). Design the facilities as a permanent construction in accordance with UFC 1-200-01. The work entails the site adaption of Department of Defense Explosives Safety Board (DDESB) approved drawing set “MSM Box-Type” standard 421-80-08 as provided in Attachment 07 and the demolition of two existing igloos Buildings 1460 and 1461 (3451 sf total). Included are access roads, reinforced concrete approach aprons, mast catenary lightning protection, utilities, site improvements, communication support, and all other necessary support. The vicinity and base map for the project is shown on 005 Drawings sheet G-101, Location Map.

1.2 The Contractor is responsible for the professional quality, technical accuracy and coordination of all designs, drawings, specifications and other documents or publications upon which construction is based. The design of architectural, structural, mechanical, electrical, civil, landscape and other engineering features of the work shall be accomplished, reviewed, approved and sealed by engineers and architects who are licensed professionals with a minimum of six years’ experience to practice in their respective professional field in a state or possession of the United States. See 01 33 16 for more information.

1.3 The design and construction of this project shall conform to the Hill AFB Design Guide and the requirements contained in this solicitation. Features differing from the Hill AFB Design Guide and the requirements in this RFP may be allowed if said changes otherwise provide the same level of function, quality and performance established in Solicitation. The Government will be the sole authority in determining if changes are acceptable.

1.4 The Contractor is responsible and liable for the complete design and shall not assume that the provided design criteria and drawings in this solicitation will alleviate him from performing any additional design as required to produce a complete set of construction documents. The following provisions shall be maintained in the Contractor’s design:

1.4.1 Provision 1: Gross Square Feet: The Contractor’s design shall provide at least the same square foot area overall as shown in the Government’s conceptual design.

1.4.2 Provision 2: Equivalent Functional Arrangement: The Contractor’s design shall provide equivalent functional arrangement of spaces as shown in the Government’s conceptual design.

1.4.2.2 The Government’s conceptual facility and site design provided in the RFP documents illustrates intent and functional relationships and does not indicate all necessary construction requirements or components. The written RFP describes associated technical, performance and systems requirements. The Contractor is responsible for the complete Project design, shall retain all responsibilities, and be recognized as the Designer of Record.

1.4.3 Provision 3: Overall Site Limits: The Contractor’s design shall be limited to the general extents of the Project site shown in the Government’s conceptual design.

2 SUMMARY DESCRIPTIONS

2.1 This project will construct 5 single story MSM’s totaling approximately 10,400 square feet. The project shall be designed within the criteria prescribed in UFC 1- 200-01, UFC 3-600-01, and operations and maintenance manuals. See paragraph

4.14 for a list of applicable codes and criteria.

2.2 PROPOSED SITING SUMMARY. The new Storage Magazines will be sited within the MAMS 1 area, MSMs will be constructed in the MAMS 1 area between Birch Lane and Hawthorne Avenue and north of Georgia Street North-East of the intersection of Georgia Street and Redwood Street. See 005 Drawings sheet G- 101, Site Location Map for more information. Preliminary geotechnical information has been included in this RFP (see paragraph 8 for more information).

2.3 BUILDING CONSTRUCTION SUMMARY: Minimum requirements to site-adapt design and construct the igloos includes but is not limited to stripping vegetation, demolition of existing concrete pads and igloos, providing access driveways, providing reinforced concrete aprons, providing utilities, providing lightening protection, providing site improvements, providing communications support, and providing any other necessary support utilizing conventional design and construction methods to accommodate the mission of the facility.

3 DESCRIPTION OF CONDITIONS AND OPERATIONS

3.1 BASE DESCRIPTION: Hill Air Force Base (HAFB) is an Air Force Materiel Command base located in northern Utah. HAFB is the Air Force's third largest base by population and size, and is home to many operational and support missions, with the host organization being the 75th Air Base Wing.

3.2 BACKGROUND: The project is intended to increase storage capacity of Storage Magazines at HAFB. There are insufficient igloos at HAFB to support current and future missions.

4 DESIGN SUBMITTAL REQUIREMENTS

4.1 The design requirements within this Section 01 10 10 represent the minimum quality and quantity acceptable for the proposals and project submittals. The standards, documents, and criteria referenced within this RFP, although not all attached within this RFP document, are modified to the extent indicated within this section. Each Offeror shall be responsible for obtaining any documents not attached as part of this RFP but referenced as criteria for the project.

Requirements of this section may delete, revise, add to, or substitute for criteria contained in the referenced documents and this section shall be deemed the controlling authority of any changes to the other referenced documents and criteria.

4.2 DESIGN STANDARDS. Equipment, hardware, and materials shall be standard manufactured domestic items unless otherwise specified. Replacement parts shall be standard and readily available through commercial means. Discontinued products will not be accepted unless approved by the Contracting Officer.

4.3 CODES. The design, materials, equipment, and installation shall be in accordance with the requirements of the listed codes and design manuals, with the requirements of this section, and with the listed specifications. The building will be of a noncombustible construction classification. Wood structural elements will not be acceptable.

4.4 IMPERIAL DESIGN. This project shall be designed in Imperial/English inch-pound (I-P) units per the preference of the Using Agency and Major Command.

4.5 DRAWINGS. Attached drawings provide information on the project site and functional arrangement and relationships of internal components. Changes and adjustments to the site and building plan arrangement are allowed subject to provisions established in Paragraph 1.4.

4.6 FIELD INFORMATION. The utility and as-built information provided in the drawings is the best information available. It is provided to assist the offerors in preparing their proposal and then during the design of this project. The Contractor is responsible for field verifying all information given. The Contractor is also responsible for obtaining all information necessary to properly design and install all work. Gathering information during design shall be coordinated through the Contracting Officer. Any survey required to provide utility locations, manhole inverts, verification of existing features, etc. shall be the responsibility of the Contractor and shall tie into the project datum.

4.7 DESIGN DETAILS AND STANDARDS. The Contractor shall create design details as required, but shall conform to the requirements of the RFP, and are subject to approval by the Government.

4.8 ASBESTOS AND LEAD BASED PAINT (LBP) SURVEY. Results of an asbestos survey are attached to Attachment 09.

4.9 SPECIFICATIONS. The Contractor shall follow all Unified Facilities Guide Specifications (UFGS) already included in this RFP, and the Contractor shall also

SECTION 01 10 10 Page 6 Amendment 007 provide all other applicable, edited UFGS sections as required for the design and construction of this project. The Unified Facilities Guide Specifications can be retrieved at http://www.wbdg.org/ccb/. Items to be deleted from the specifications shall use the “strikethrough” formatting process to delete any portion of the specifications. Additions to the specifications shall be shown in a color font.

Unless noted otherwise, material specifications, equipment efficiencies, equipment listing (i.e., UL, ANSI, NEMA, etc,), testing requirements, execution, etc., shall not be changed unless dictated by more stringent requirements in this RFP, including technical criteria such as codes and government and industry publications that are referenced in this RFP.

4.9.1 UFGS Selection. UFGS that have been unified for use by all participating agencies have a level 3 or level 4 MasterFormat™ number. UFGS that are agency-specific have a fifth level number indicating it as an agency specific specification. A specification that has a fifth level number "10" indicates USACE, a "20" indicates NAVFAC, a "30" indicates AFCESA and a "40" indicates NASA.

Preparing agencies are indicated in the UFGS header of each specification. The DB Contractor must adhere to the following order of precedence in selecting UFGS sections: first, a UFGS specific to the project’s installation; second, a USACE specification; third, a unified UFGS if one is available; and lastly, a UFGS specific to another DoD agency.

4.9.2 The Contractor shall not edit the UFGS sections to the point that they no longer contain any original information. Edits to the UFGS sections is permitted only in such instances that the language becomes specific to this project.

4.10 SUSTAINABLE DESIGN. See paragraph 5 for more information and additional requirements.

4.11 ANTI-TERRORISM/FORCE PROTECTION (AT/FP). As an unoccupied building, compliance with the AT/FP standoff distances per UFC 4-010-01, DOD Minimum Antiterrorism Standards for Buildings is not required.

4.12 BARRIER FREE DESIGN. Architectural Barriers Act (ABA) compliance is not required.

4.13 ENVIRONMENTAL PROTECTION. All work and Contractor operations shall comply with the requirements imposed by all applicable federal, state, county, local and base regulations and permits concerning environmental protection. Project schedule shall reflect time required to acquire permits and provide copies to the Contracting Officer prior to commencing work. Contractor shall coordinate with the Base Environmental Engineer for all applicable permits.

A listing of the majority of codes and standards required for compliance with the requirements of this RFP follows. 5 SUSTAINABLE DESIGN

5.1 GENERAL:

5.1.1 The Contractor is required to comply with all state and federal laws regarding sustainable design. See UFC 1-200-02 and specification 01 33 29 SUSTAINABILITY REPORTING for more information and additional requirements not listed here.

5.1.2 A preliminary Air Force MILCON Sustainability Requirements Scoresheet has been provided as part of this contract. The Contractor is responsible for keeping this and other compliance reporting documents updated throughout the course of design and construction. Updated documents are required to be submitted at 65% design, 95% design, design completion, and construction completion. See Section 01 33 16 for more information about submittal requirements.

5.2 REFERENCES. See paragraph 4.14.

5.3 PROJECT REGISTRATION.

5.3.1 The Contractor is responsible for registering the project with the Green Business Certification Inc.’s (GBCI) Guiding Principles Assessment for Department of Defense. The Contractor is responsible for all additional project costs, including registration, reviews, and any cost arising from denied credits or re-submittals.

5.3.2 The Contractor is responsible for registering the project with the Energy Star program after award of the Contract and prior to starting construction activities.

5.4 EPA “DESIGNED TO EARN THE ENERGY STAR.” The Contractor shall select appropriate appliances, fixtures, and equipment so that the project meets the requirements of the Environmental Protection Agency’s (EPA) “Designed to Earn the Energy Star” program for Commercial New Construction.

5.4.1 The Contractor shall use the “Target Finder” program to analyze the energy use.

The design shall achieve a rating of 75 or higher. Analysis shall be conducted per the EPA guidelines and documented as part of the Contractor’s Design Analysis.

Results of the “Target Finder” analysis shall be submitted to the EPA for review.

Once accepted, they will provide the Architect of Record an electronic file with the “Designed to Earn the Energy Star” graphic. The Contractor shall place this graphic in the title block on all construction drawings and on the cover of all Contract Documents. More information about the “Designed to Earn the Energy Star” program and requirements can be found at the EPA Energy Star website:

5.5 FEDERAL HIGH PERFORMANCE AND SUSTAINABLE BUILDINGS. As

required by federal law, the Contractor shall design a building that meets the Federal Requirements for High Performance Sustainable Buildings (HPSB). See UFC 1-200-02 and the Air Force Sustainable Design and Development Implementing Guidance memorandum for more information. See also the Whole

5.5.1 Required Sustainable Features. The following features are required to be incorporated in to this project. See UFC 1-200-02 for additional information.

5.5.1.1 Integrated Design. A collaborative and integrated planning and design team has been involved in the development of this RFP. The Contractor shall conduct their pre-design charrette in accordance with ASHRAE 189.1-2014, section F1.1.1, ensuring compliance with UFC 1-200-02, section 2-2.1.1 through 2-2.1.4.

5.5.1.2 Commissioning. Comply with ASHRAE 189.1, paragraph 10.3.1.2, and the requirements of Section 01 91 00.00 10 TOTAL BUILDING COMMISSIONING.

The Contractor shall employ an experienced commissioning agent (CxC/CxA) to coordinate the design, construction, and testing of all commissioned systems. An independent commissioning authority (CxG) chosen by the Government shall review the Owner’s Project Requirements, Basis of Design, design drawings, and commissioning plans and reports to ensure their completeness and accuracy. See ASHRAE 189.1 and Section 01 91 00.00 10 TOTAL BUILDING COMMISSIONING for list of systems required to be commissioned. Revise this list as is applicable to the building, and update 01 91 00.00 10 to correspond. Compliance with ASHRAE 55, section 6.2, is not required as identified in ASHRAE 189.1.

5.5.1.3 Energy Efficiency –Commercial Buildings. Energy use shall be reduced at least 30% below the baseline of ASHRAE 90.1-2013. If this is not lifecycle cost effective, achieve the maximum efficiency that is lifecycle cost effective. Results of a Life Cycle Cost Analysis (LCCA) are required to be included in the Energy Compliance Analysis. Required energy performance for Federal facilities is determined by the calculation established by the Department of Energy (DOE) in CFR Title 10 Part

433. The formula for calculating the Performance Rating in ASHRAE 90.1, paragraph G1.2, shall be changed to:

5.5.1.4 Energy Efficient Products. For those product categories covered by Energy Star or FEMP, select products that are Energy Star qualified or FEMP designated, based on life cycle cost. See UFC 1-200-02 for additional resources.

5.5.1.5 Standby Powered Devices. Provide products that use no more than 1 watt in standby mode.

5.5.1.6 On-site Renewable Energy. Determine if a building-level renewable energy system is life cycle cost effective (LCCE) based on the requirements of ASHRAE 189.1, paragraph 7.4.1.1, and UFC 3-440-01. If a Life Cycle Cost Analysis (LCCA) determines a building-level solution is not LCCE, utilize an installation-level solution. Results of a Life Cycle Cost Analysis (LCCA) are required to be included in the Energy Compliance Analysis.

5.5.1.7 Energy Compliance Analysis. An Energy Compliance Analysis must be completed to verify compliance with UFC 1-200-02. See UFC 1-200-02 for detailed requirements

5.5.1.8 Metering. Provide advanced utility meters for all utilities serving the building.

Meters must be connected to the base wide energy and utility monitoring and control system. See paragraph 6 Civil Design for more information.

5.5.1.9 Stormwater Management. Comply with UFC 3-210-10. See also paragraph 6 Civil Design, specification 01 57 23 STORM WATER POLLUTION PREVENTION MEASURES, and specification 01 57 20 ENVIRONMENTAL PROTECTION for additional stormwater management requirements.

5.5.1.9.1 Per Air Force Instruction (AFI) 32-1067, Water and Fuel Systems, the proponent/contractor shall prepare a Storm Water Pollution Prevention Plan (SWPPP) to include site-specific control measures and best management practices that would be implemented during construction activities. This plan shall be submitted to 412 CEG/CEVC for approval.

5.5.1.10 Moisture Control. See UFC 1-200-02 for more detailed information on moisture control strategy requirements.

5.5.1.11 Reduce Volatile Organic Compounds. All construction materials, interior finishes, and other products must be low- or zero-emitting. This includes composite wood products, adhesives, sealants, interior paints and finishes, all flooring systems, structural wood panels, agrifiber products, ceiling and wall systems, and furnishings. Comply with ASHRAE 189.1, paragraph 8.4.2, excluding the first sentence.

5.5.1.12 Protect Indoor Air Quality During Construction. Contractor shall comply with ASHRAE 189.1, paragraph 10.3.1.4 to develop an indoor air quality construction management plan. Relative humidity shall be no greater than 60%.

5.5.1.12.1 Contractor shall operate in accordance with all Federal and State air emission and performance laws and standards as specified in Section 01 57 20 ENVIRONMENTAL PROTECTION, paragraph 3.4 AIR RESOURCES.

5.5.1.13 Environmental Tobacco Smoke Control. Smoking is prohibited within 50 feet of all building entrances and ventilation intakes.

5.5.1.14 Environmentally Preferable Products. Provide products with a low impact on human health and the environment, such as products with recycled content or biologically-based products. Contractor and specifiers shall consult GSA’s Green Products Compilation, EPA’s Comprehensive Procurement Guidelines, and the Federal Green Construction Guide for Specifiers. Any products chosen must also meet the technical criteria contained within this Request for Proposal.

5.5.1.14.1 Ozone Depleting Substances. Comply with ASHRAE 189.1, paragraph 9.3.3.

CFC-based refrigerants shall not be used in HVAC systems. Fire suppression systems shall not contain CFCs, HCFCs, or Halons.

5.5.1.14.2 Other Hazardous Materials. Products or materials containing asbestos, lead, or polychlorinated biphenyls are not permitted.

5.5.1.15 Storage and Collection of Recyclables. Provide a designated area for the storage and collection of nonhazardous recyclables, per ASHRAE 189.1, paragraph 9.3.4.1.

5.5.1.16 Waste Diversion. A minimum of 60% of non-hazardous construction and demolition waste must be diverted from landfills. See specification 01 74 19 CONSTURCTION AND DEMOLITION WASTE MANAGEMENT for more information and requirements.

5.5.1.16.1 Waste and Materials Management shall be conducted in accordance with specification 01 57 20 ENVIRONMENTAL PROTECTION, paragraphs 3.6

CHEMICAL MATERIALS MANAGEMENT AND WASTE DISPOSAL, 3.7

RECYCLING AND WASTE MINIMIZATION, and 3.8 NON-HAZARDOUS SOLID

WASTE DIVERSION REPORT.

5.5.1.17 Address Climate Change Risk. Discuss with Base personnel if there are any provisions needed to account for Government-provided projects of climate change effects on the site. Documentation of this discussion shall be included in paragraph 5.5.1.1 above.

5.6 USGBC GUIDING PRINCIPLES ASSESSMENT. The Contractor shall take appropriate actions and incorporate design and construction features such that the project shall accomplish all requirements of UFC 1-200-02 and receive a Compliant rating under the USGBC Guiding Principles Assessment.

5.7 SUSTAINABILITY REPORTING.

5.7.1 Contractor shall prepare a Sustainability Action Plan and a Sustainability Notebook as required by specification 01 33 29 SUSTAINABILTIY REPORTING. Contractor shall also prepare and regularly update the Air Force MILCON Sustainability Requirements Scoresheet, as required by specification 01 33 29.

6 CIVIL DESIGN

6.1 GENERAL. The project consists of the design and construction of five (5) site-adapted earth covered reinforced concrete modular Munitions Storage Magazines (MSMs) based upon the “MSM Box-Type” standard plans 421-80-08. The project location, demolition plan, site plan, and utility plan are shown respectively on 005 Drawings sheets G-101, Site Location Map; C-131, Demo Plan; and C-141, Site Plan. Construction activities include but are not limited to: stripping vegetation;

demolition of 2 existing igloos and associated steam piping, concrete pads, and AC driveways; providing access driveways, reinforced concrete loading aprons, utilities, metal masted catenary lightening protection, site improvements, communications /intrusion detection, and lighting utilizing conventional design and construction methods to accommodate the mission of the facility. Utility services to the new igloos shall include: electrical and telecommunications.

6.1.1 The five (5) munitions storage magazines shall have a minimum (three) 3 feet of earth cover per the installation’s request. Any reference to the lesser earth cover on sheets within Attachment 7 MSM Box-Type standard plans shall be superseded by the earth cover requirement specified here.

6.2 Electrical and Communication utilities are required as part of this project. See paragraph 14 Electrical Design and paragraph 17 Telecommunications Design for details.

6.3 SITE. The MSMs will be constructed in the MAMS 1 area between Birch Lane and Hawthorne Avenue and north of Georgia Street. The southernmost of the five MSMs will be sited to the north of the concrete access apron of building 1405. The magazine doors will face west towards Birch Lane and will be accessed by asphaltic concrete driveways. The west wall of the magazines will be offset approximately 220 feet from Birch Lane and align with the headwall of building 1405. In addition, the new MSM’s must align with the neighboring MSM buildings 2527-2531 in an east-west direction as shown on drawing sheet C-

141. Existing MSMs 1460 and 1461 will be demolished for this project. The topography in the project area is relatively flat with little vegetation. There is an existing swale located east of Buildings 1460 and 1461 and running north-south along Hawthorne Avenue, and an existing basin located north of the building 1405 access apron. Refer to drawing sheet C-141 and Attachment 20.

6.4 TECHNICAL CRITERIA AND STANDARDS. See paragraph 4.14.

6.5 PROJECT SITE FIELD SURVEY. No initial site survey has been performed. The Contractor shall be responsible for performing any survey to be used for construction and as required to complete the design. The survey drawings can be produced in either AutoCAD or Microstation but files must be submitted in DWG or DXF format only using Universal Transverse Mercator coordinates (UTM), Zone 12 North. The horizontal datum shall be the North American Datum 1983 (NAD83) and the vertical datum shall be the North American Datum of 1988 (NAVD 88).

Aerial photos shown on drawings are dated and should not be relied upon for accurate site details. Existing survey monuments shall be protected during construction from movement or damage. Damaged monuments shall be replaced

SECTION 01 10 10 Page 23 Amendment 007 by a Licensed Professional Land Surveyor to the original order of survey accuracy, at no cost to the Government.

6.6 SITE DEMOLITION. Buildings 1460 and 1461 are existing MSMs that will be decommissioned and abandoned by the Government prior to contract award. The Government will dismantle and remove the rails currently located within Building 1460 and 1461. As-built drawings are not available. Demolish the two MSMs (3451 sq. ft.) including their foundations, associated AC access driveways, PCC aprons, and steam piping and supports. See 005 Drawings sheet C-131, Demolition Plan for details.

6.6.1 Waste Disposal. Project demolition and construction waste shall be disposed of off-post at a location approved by the Contracting Officer. There are no landfills located at HAFB. Government policy is to apply sound environmental principles in the design, construction, and use of facilities. As part of the implementation of that policy the Contractor shall practice efficient waste management when sizing, cutting, and installing products and materials and use all reasonable means to divert construction and demolition waste from landfills and incinerators and to facilitate their recycling and reuse.

6.6.2 Haul Route. See 005 Drawings sheet G-101 for haul route path. The project site is within the MAMS area of HAFB and within a secondary fenced and guarded perimeter. The Roy Gate will be the entry and exit point for haul vehicles. The gate operation hours are 24 hours a day, 7 days a week. Contact HAFB for further details. Installation roadways sustaining damage from construction activities shall be repaired at the Contractor’s expense after project completion. The Contractor shall coordinate with the Base’s Department of Emergency Services.

6.6.3 Free Zone Requirements. The Contractor, in coordination with HAFB, is required to develop a Free Zone within which he is to work. A Free Zone Boundary Map which indicates Contractor’s access and required signage to access the site within the MAMS I Area will be developed and Contractor’s activities shall be limited to the Free Zone as indicated. Free Zone Map and boundaries must be approved by HAFB and the Contracting Officer. Follow the guidance in AFI 31-101, The Installation Security Program, when work under this contract required entry to controlled areas. The Contractor will request completion of an AF Form 2586, from the project manager for one prime contractor employee. That employee will act as escort for all other prime and subcontractor employees. Contractor employees with controlled area badges are required to escort contractor employees without badges, at all times, in and out of controlled areas. If it becomes necessary to establish a Free Zone for the Contractor, it must be approved in writing by the installation commander. The Free Zone must have clearly defined boundaries. It is recommended the Free Zone begin at some point in the boundary of the controlled area, which enables entry by the Contractor and other authorized personnel. The Free Zone must be closed during non-duty hours. The boundaries of the designated responsible activity. The Contractor shall not permanently alter any surface in the controlled area when establishing a Free Zone such as drilling holes in pavement for temporary fencing or drilling holes in walls and floors for other barriers. A Free Zone access list shall be developed to, at a minimum, include Contractor employees last name, first name, middle initial, date of birth, place of birth, company name, and driver’s license number and issue state.

6.7 EARTHWORK.

6.7.1 General. During construction, minimize disturbed areas, stockpile excavated soils, and protect excavated soils from wind and water erosion. Replace or remove soils when construction is complete.

6.7.2 Excavation. There are no known contaminants or contaminated soils at the site.

If contaminants are encountered or suspected either by detecting suspicious odors or discolored soil, the Contractor shall notify the Contracting Officer immediately.

6.7.2.1 If the Contractor discovers unidentified hazardous conditions after construction commencement, he shall notify the Contracting Officer immediately.
