FY 17 649 MUNS Munitions Storage Magazines, Hill AFB UT 8 February 2017

STATEMENT OF WORK

FY 17 649 MUNS Munitions Storage Magazines, Hill AFB

1. SUMMARY

The objective of this contract is to design and construct the 649 MUNS Munitions Modular Storage Magazines (MSM) at Hill AFB, Utah as described in this SOW, all attachments and the Solicitation (RFP) and to meet the operational requirements of the Air Force. The project will be constructed in one 730 calendar-day period of performance, including design. Contractor is encouraged to attend the proposal conference and visit the site before submitting their proposal.

2. SCOPE OF WORK

Contractor shall provide all labor, materials, tools and equipment and Design-Build (DB) services necessary for design and construction of the complete operational facilities of this project FY17 649 MUNS Munitions Storage Magazines at Hill AFB, UT. Design and construction shall include all architectural, landscaping, structural, civil, geotechnical, utilities, site improvements, electrical, demolition, HVAC, intrusion detection, and communications work to support the necessary construction. Base Bid shall include the design and construction of five (5) new properly sized and configured site-adapted earth covered reinforced concrete Munitions Modular Storage Magazines (MSMs) or “igloos” to be installed in the Munitions and Missile Storage (MAMS) 1 Area and the associated work as specified herein, in all attachments, and within Appendix 1.

2.1 Design Work CLIN 0001: This is a design-build contract therefore the Contractor is required to perform design work prior to construction. Any design work shall be performed by a registered professional engineer (P.E.) or registered Architect (R.A.) in the discipline associated with that work. The facilities shall be designed to meet USGBC, Energy Star and Federal guidelines for High Performance Sustainable Buildings. Any name-brand requirement listed in the technical specifications or drawings may be replaced with an “or approved equal” product. Contractor shall provide design submittals as plans and specifications as listed in the RFP. All design and construction shall conform to the current codes and requirements of the RFP (Appendix 1).

Contractor shall utilize a geotechnical engineering firm to provide the geotechnical basis of design for foundations, pavements, retaining walls, utility earthwork, grading, and any other geotechnical related items. The design parameters and material requirements shall be used for producing drawings for construction and for editing applicable Unified Facility Guide Specifications (UFGS) for earthwork, foundations, paving, and concrete features. Contractor shall provide Geotechnical-related laboratory testing performed to support both design and construction.

The Contractor shall hire a licensed structural and/or civil engineer registered in the State of Utah to prepare the necessary contract documents for this project in addition to the Engineer of Record (EOR). The EOR shall design the foundation and stamp final structural calculations and final structural drawings.

The Contractor shall utilize a registered Electrical Engineer. Electrical P.E. shall provide design studies and calculations for all facility spaces and loads. Electrical work in this project includes the construction of new electrical power, lighting, communication, intrusion detection, and lightning protection system inside and outside the new modular storage magazines (MSM) to comply with applicable UFCs, standards and codes. Minimum electrical design includes underground primary feeders, pad-mounted switch, transformers, underground secondary feeders, distribution panels, lighting, receptacles, underground communications, phone lines, intrusion detection system, and all associated conduit, wiring, and connections for these systems. Provide all drawings and documentation required to install, operate, and maintain the building’s electrical systems.

Communications Systems Engineering and Design shall be performed by a BICSI Registered Communications Distribution Designer (RCDD). The shop drawings shall be Stamped and Signed by the RCDD certifying compliance with the applicable EIA/TIA standards as required. The RCDD shall design the Building Telecommunication Cabling System (BTCS) for this facility. Lightning Protection system shall be installed by a certified lightning protection installer; Intrusion Detection System shall be installed by a Honeywell/Vindicator Certified installer; Cathodic Protection System shall be installed by a Corrosion Expert. Specific Design criteria and installation requirements for this project are stated in Section 01 10 10 of Appendix 1.

All design work and calculations shall be performed by a registered professional engineer (P.E.) or registered Architect (R.A.) as detailed in Section 01 10 10 of Appendix 1. All design drawings and calculations shall be stamped and signed by the registered P.E. The Contractor shall meet the requirements of the applicable UFGS Specifications. Contractor shall provide all applicable, edited UFGS specifications as required for the design and construction of the project. The Unified Facilities Guide Specifications can be retrieved at:

The Contractor shall utilize SpecsIntact Software to generate the UFGS specifications as listed at:

Items to be deleted from the specifications shall use the “strikethrough” formatting process to delete any portion of the specifications. Additions to the specifications shall be shown in a color font. Unless noted otherwise, material specifications, equipment efficiencies, equipment listing (i.e. UL, ANSI, NEMA, etc.,) testing requirements, execution, etc., shall not be changed unless dictated by more stringent requirements in this RFP, including technical criteria such as codes and Government and industry publications that are referenced in this SOW.

2.2 Construction Work CLIN 0002:

The MSM Igloos shall be constructed in accordance with the Box-Type Standard 421-80-08 (see Appendix 1) and as part of this contract design shall be submitted to, and approved by Department of Defense Explosives Safety Board (DDESB) for construction. The five (5) MSM Igloos shall be constructed within the Munition and Missile Storage (MAMS) 1 area at Hill Air Force Base (HAFB), Utah in accordance with the criteria contained in the RFP (Appendix 1) and using industry standard materials and efficient practices. The Contractor shall be responsible for the professional quality, technical accuracy and coordination of all designs, drawings, specifications and other documents or publications upon which construction is based. The project shall be compatible with the surrounding environment, and shall conform to the HAFB Architectural Compatibility Standards. All work, associated amenities, and site improvements required by the contract shall be constructed within the project site and all required permits shall be obtained by the construction Contractor.

Minimum requirements to construct and site-adapt design of the igloos shall include but are not limited to stripping vegetation, demolition of existing concrete paving, providing access driveways, providing reinforced concrete aprons, providing utilities, providing lightning protection, providing site improvements, providing communications support, and providing any other necessary support utilizing conventional design and construction methods to accommodate the mission of the facility.

Demolition shall include demolition of Igloo Buildings 1460 and 1461; steam piping; and asphalt paving entrances and communication lines to existing igloo buildings, all as shown on drawings.

Contractor shall remove and dispose of these buildings as shown on the demolition drawings. The Contractor shall include in their bid all prices for lead based paint abatement and asbestos abatement, and demolition. Lead based paint survey and ACM survey are included in Appendix 1.

The Contractor shall be responsible to coordinate activities and schedule with the Hill AFB Environmental personnel as necessary for ACM and lead based paint abatement during the demolition of the buildings. Contractor shall refer to Appendix 1 for additional details regarding administrative and technical requirements.

3. SAFETY REQUIREMENTS

In addition to Section 01 35 26 of the specifications, all installation safety regulations shall be followed.

Comply with the most current edition of USACE EM 385-1-1, and all applicable federal, state, and local laws, ordinances, criteria, rules and regulations including but not limited to 29 CFR 1910 and 29 CFR 1926.

4. AUTHORITIES STATEMENT

Only a warranted Contracting Officer (either PCO or ACO) acting within their delegated limits has the authority to issue modifications or otherwise change the terms and conditions of this contract. If an individual other than the Contracting Officer attempts to make changes to the terms and conditions of this contract you shall not proceed with the change and shall immediately notify the Contracting Officer.

5. PROJECT SCHEDULE AND REPORTING

Normal Work Days are Monday through Friday, 0730 – 1600, except federal holidays. All work shall occur during Normal Work Days/Hours unless previously approved by the Contracting Officer.

Contractor shall hold weekly Project Meetings beginning with the week following the Initial Design Conference. Contractor shall publish a meeting agenda no later than two days prior to the meeting.

Contractor shall record meeting minutes and publish them to all stakeholders the same day as the meeting. Minutes shall capture relevant discussions on each topic. Critical items affecting project delivery shall be identified and moved to the front of the agenda. Closed items shall be maintained at the end of the current minutes for reference.

5.1. CONTRACTOR MANPOWER REPORTING CLIN 0003:

The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor will report ALL contractor manpower (including subcontractor manpower) required for performance of this contract. The Contractor shall verify information input by the Government and completely fill in all other required fields in the reporting system using the following web address: https://cmra.army.mil/.

The required information includes but is not limited to: (1) Contracting Organization, Contracting Officer, Contracting Officer’s Technical Representative (COR/COTR); (2) Contract number, including task and delivery order number; (3) Fiscal year covered by reporting period; (4) Contractor name, address, phone number, e-mail address, identity of contractor employee entering data; (5) Direct labor hours (including Subcontractors); (6) Direct labor dollars paid this reporting period (including Subcontractors); (7) Total invoiced amount (including Subcontractors);

(8) Predominant Federal Service Code (FSC) reflecting services provided by Contractor (and separate predominant FSC for each Subcontractor if different); (9) Organizational title associated with the Unit Identification Code (UIC) for the Army Requiring Activity (the Army Requiring Activity is responsible for providing the contractor with its UIC for the purposes of reporting this information; and (10) Locations where Contractor and Subcontractors perform the work (specified by zip code in the United States and nearest city, country, when in an overseas location, using standardized nomenclature provided on website). As part of its submission, the Contractor will also provide the estimated total cost (if any) incurred to comply with this reporting requirement.

Reporting period will be the period of performance not to exceed 12 months ending September 30 of each Government fiscal year and must be reported by 31 October of each calendar year.

Contractors may use a direct XML data transfer to the database server or fill in the fields on the website. The XML direct transfer is a format for transferring files from a Contractor’s systems to the secure website without the need for separate data entries for each required data element at the website. The specific formats for the XML direct transfer may be downloaded from the website.

Information from the secure website is considered to be proprietary in nature when the contract number and Contractor identity are associated with the direct labor hours and direct labor dollars.

At no time will any data be released to the public with the Contractor name and contract number associated with the data. For internal Army analysis, the reports and queries from the database shall not contain proprietary data.

6. SECURITY

Contractor shall follow all security requirements for base access. All Contractor and subcontractor personnel will need to obtain badges for all access on base from the security office.

AT Level I Training: All Contractor employees, including subcontractor employees, requiring access to Army installations, facilities, or controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever applies. The Contractor shall submit certificates of completion for each affected Contractor employee and subcontractor employee to the COR (or to the Contracting Officer, if a COR is not assigned) within 30 calendar days after completion of training by all employees and subcontractor personnel. The Contractor shall be responsible for the coordination of work performed by their employees and all subcontractors. The Contractor shall inspect all work areas prior to bidding. It shall be the Contractor’s responsibility to verify all current record drawings prior to the start of any and all design and /or construction work. The Contractor shall be responsible for the coordination and proper relationship of this work to the building premises and thoroughly familiarize themselves with all details of the work and working conditions, to verify all dimensions in the field, and advise the ACO of any discrepancies before performing any work.

Contractor is responsible for maintaining the site and all other Contractor controlled areas in such a manner as to minimize the risk of injury or accident to site personnel or others who may be in the area.

Contractor is also responsible for furnishing an identification badge/card to each individual working on the site. See Appendix 1 for more details regarding security requirements.

7. WARRANTY

In addition to any other warranties in this contract, the Contractor warrants that work performed under this contract conforms to the contract requirements and is free of any defect in equipment, material, or workmanship performed by the Contractor or any subcontractor or supplier at any tier.

This warranty shall continue for a period of 1 year from the date of final acceptance of the work. If the Government takes possession of any part of the work before final acceptance, this warranty shall continue for a period of 1 year from the date the Government takes possession.

8. LIQUIDATED DAMAGES

The liquidated damages for this contract are $1,696 per calendar day for each day of delay.

Government will produce an award CD and deliver it to the Contractor. Contractor shall use this CD to reproduce and submit, within 5 working days from date of receipt of Government’s CD, six hard copies of all 8.5’ X 11” specifications and miscellaneous contract documents from the award package. In addition, Contractor shall produce 2 EA size 22” x 34” and 4 EA size 11” x 17” drawings in pdf format. Contractor must deliver these hard copy documents, within 5 working days from date of receipt of Government’s CD, to this address:
