STANDARDS OF CONDUCT:

FAR 3.101-1: Government business shall be conducted in a manner above reproach and, except as authorized by statute or regulation, with complete impartiality and with preferential treatment for none. Transactions relating to the expenditure of public funds require the highest degree of public trust and an impeccable standard of conduct. The general rule is to avoid strictly any conflict of interest or even the appearance of a conflict of interest in Government-contractor relationships. While many Federal laws and regulations place restrictions on the actions of Government personnel, their official conduct must, in addition, be such that they would have no reluctance to make a full public disclosure of their actions.

FAR 15.201(f): After release of the solicitation, the contracting officer must be the focal point of any exchange with potential Offerors.

Contacting anyone other than the Contracting Officer/Contract Specialist issuing the solicitation undermines and MAY compromise the integrity of the acquisition process. That is, the very nature of contacting anyone other than the Contracting Officer issuing the solicitation, regardless of how benign the content of the communication exchange may be, necessarily undermines the integrity of the acquisition process. If the content of the communication exchange explicitly or implicitly, intentionally or unintentionally gives one prospective Offeror a competitive advantage over that of another, then the integrity of the acquisition process is compromised. If it is discovered that the integrity of the acquisition process has been compromised, this solicitation may be cancelled or the liable Offeror’s proposal may be disqualified from consideration for award.

FACTORS FOR EVALUATION AND EVALUATION CRITERIA

(i.e., What to submit as part of your proposal and how the Government will evaluate what is submitted.)

1. Technical Evaluation Factors

The Government will evaluate each offeror’s technical proposal based on how well the proposal addresses each of the evaluation factors, listed below, and on how well the offeror has performed on related projects through the evaluation of the past performance information provided from references or obtained from other sources. Each of the evaluation factors will be evaluated by the Government and an adjectival rating and risk rating will be determined by consensus of the Government evaluation board for all technical factors other than past performance.

The Past Performance factor will be evaluated by the Government and a relevancy and confidence level will be determined by consensus of the Government evaluation board.

The evaluation factors correlate directly to the main organizational tabs identified in the proposal submission instructions.

3. FACTOR 3 – PAST PERFORMANCE

2.1. Detailed Submission Requirements and Evaluation Criteria for the Technical Proposal

2.1.1. Preface – Prime Contractor/Key Subcontractor Introduction

a. The Offeror is required to propose a specific project team including key subcontractors for evaluation in response to this Request for Proposals. For purposes of this procurement, the terms “key subcontractors” are used to refer only to the prospective subcontractors whose qualifications, experience, and past performance will be evaluated by the Government as part of the source selection process. For reasons of efficiency, not all of the subcontractors critical to successful post-award contract performance have been included in this group. In order to streamline the proposal submission and evaluation process, please limit your submission to the information specifically requested.

Information pertaining to other subcontractors not designated as “key” by the Government will be considered excess and may not be evaluated.

b. For the purposes of this procurement, a key subcontractor is defined as any subcontractor performing “key” major work elements for which capability information is required to be submitted for evaluation as part of the Offeror’s technical proposal. The Government has designated the following major work elements as “key”:

-Portland Cement Concrete (PCC) Airfield Pavement Subcontractor -Contractor Quality Control (CQC) Geotechnical/Materials Laboratory

c. The Offeror’s attention is directed to the clause in Section 00 72 00 titled “Personnel, Subcontractors and Outside Associates or Consultants.” In accordance with this clause, any post-award changes to the key personnel and/or key subcontractors in the accepted proposal will require contracting officer approval.

d. Provide a brief introduction narrative. Identify and provide the name, DUNS number, address, point of contact e-mail address, and a brief description of the role and authority of each firm that will be involved in performance of this contract at the prime contractor and key subcontractor level. If the proposed prime contractor is a Joint Venture, describe the relationship, role, and authority (to include management authority) of each firm. (Note: If a proposed firm has branch offices, provide information for each individual branch office that will perform work under the contract with its own workforce.) List the major work elements to be self-performed by the offeror’s in-house work force, the major work elements to be performed by each key subcontractor, and any other major work to be subcontracted to other contractors. The submission is limited to two (2) 8-1/2”x11” pages for narrative.

e. The Government will not materially evaluate the ‘Preface - Prime Contractor/Key Subcontractor Introduction,’ because the purpose of this narrative is to provide a brief introduction for information purposes. However, if applicable, the government reserves the right to consider information contained therein throughout the evaluation of the other factors.

2.2.2. Tab 1 of the Technical Volume: Factor 1 – Experience and Capability

2.2.2.1. General

a. The resumes and example projects will provide the primary basis for the Government’s evaluation of the offeror’s experience and capability.

b. The Government is interested in selecting a contractor with the ability to complete projects similar in size, complexity, and scope to that of the prospective contract, including military and/or commercial airfield concrete pavement design-build construction of parking apron, runway or taxiway for fixed-wing aircraft. Similar facilities shall include concrete pavement construction in accordance with Unified Facility Guide Specification (UFGS) 32 13

11 CONCRETE PAVEMENT FOR AIRFIELDS AND OTHER HEAVY-DUTY PAVEMENTS.

c. Offerors must submit example projects (either commercial or institutional) demonstrating the following capabilities:

(1) At least one project demonstrating the offeror’s design-build or design-bid-build management capability as a prime contractor on a construction project of similar type and scope.

(2) At least one project demonstrating the capability of the offeror’s experience and capability on a construction project of similar type and scope using slip form paving to include installation of dowel bars in hardened concrete and experience installing pavement markings.

(3) At least one project demonstrating the capability of the CQC Geotechnical/Materials Laboratory casting and breaking concrete cylinders and beams for compressive and flexural strength testing for airfield pavement consistent with requirements in ASTM C31, ASTM C39 and ASTM C78, experience with concrete mix design for airfield pavement meeting requirements of ACI 211 and ASTM C1077, experience with aggregate testing and deleterious materials in accordance with requirements in Section 32 13 11 CONCRETE PAVEMENT FOR AIRFIELDS AND OTHER HEAVY-DUTY PAVEMENTS and ability to identify and resolve airfield pavement issues during construction.

2.2.2.2. Prime Contractor/Key Subcontractor Example Projects Demonstrating Experience and Capability.

a. The offeror shall, if possible, submit “example projects” per paragraphs (1) and (2) below, that demonstrate the prime’s and/or key subcontractor’s wide experience and capability meeting the Evaluation Criteria to successfully perform under the resulting contract. The offeror must explain how the work performed by the proposed firm in the example project is relevant to this project. Example projects can demonstrate multiple experiences and capabilities.

However, if an example project is being used for multiple experiences and capabilities, ensure sufficient information is provided to demonstrate those applicable experiences and capabilities. Each example project submitted does not need to demonstrate multiple experiences and capabilities; however, all the example projects should collectively demonstrate wide experience and capability. Submit:

(1) Three (3) but no more than five (5) example projects demonstrating the those capabilities listed above at 2.2.2.1 c, and

b. Do not submit construction projects that are not substantially complete. (For this purpose, “substantially complete” means that only punch list items remain for project acceptance or that the majority of the elements of the project have been turned over to the customer for beneficial occupancy).

c. Provide a Summary Matrix that indicates which submitted example project(s) demonstrates which experience and/or capability. The example provided is not mandatory, develop and provide your own matrix that best explains your proposal.
