SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS
The following have been added by full text:
RFI RESPONSES
1. Is this project Tax Exempt?
Answer: This project is not Tax Exempt. Include all applicable Federal, State, and Local Taxes. Refer to FAR Clause 52.229-3 of the Solicitation.
2. What is the height of the new chain link fence?
Answer: The fence total height is 7 feet. The fabric width reflects the height (six feet) of the fencing only (excluding the one-foot height added due to the barbed wire extension arm).
Therefore, the fence TOTAL height is 7 feet (fence and extension arm height). Extension arm for barbed wire is per detail on Sheet C-5015.
3. Onsite it was discussed with the occupants that all the fencing around the back of the facility could be torn down and remain down until the end of the project when the new fencing was ready to be installed as long as we kept the front perimeter and gates secure. Please confirm this is acceptable.
Answer: All fencing around the back of the facility may be be able to be torn down and remain down until the end of the project. However, this must be approved by the Contracting Officer through the Construction Site Plan Submittal in accordardance with Section 01 50 00, Paragraph 1.3.
4. Drawing C-5008 shows asphalt details and there is also a line item in the bid schedule to bid 1,800 square yards of asphalt. However on the site plans there isn’t anywhere that asphalt paving is called out. What areas are to be paved?
Answer: It is expected that all currently paved areas, if damaged as a result of the work, will be restored to their initial condition. (For instance all damaged pavement in area of main entrance or north side of the facility shall be replaced in kind as part of the work.)
The paving line item is CLIN No. 1002 – Reconstruct South Access Driveway Area. That location is identified on Sheet C-1006 as Entrance Access South Drive and is shown as a shaded area on the drawing.
5. What work hours are specified for this contract? Can the contractor work 7-5?
Answer: Section 01 35 00.00 08, Paragraph 1.7.5 (Page 6) states that work hours are from 7:00 am to 5:00 pm, Monday through Friday, unless otherwise approved.
6. Is there an area for a job trailer to be placed on site?
Answer: Contractor Work Limits are shown on Sheets C-1001 and C-1002. Storage and Parking areas are limited. Per Section 01 35 00.00 08, Paragraph 1.7.3, additional or modified laydown, storage, stockpile or parking areas shall be approved by the Contracting Officer.
7. If there is a space for a job trailer is electric available?
Answer: Section 01 35 00.00 08, Paragraph 1.7.4 states that Contractor is responsible for furnishing all utilities and services required for performance of the work. Contractor is encouraged to coordinate this with the Owner.
8. What is to be done with the concrete jersey barriers that are currently down in the creek bed once removed?
Answer: Removed from the site under the Site Demolition Line Item CLIN 0005. Section 02 11 01, Paragraph 3.3.1 states that material to be removed from site is property of Contractor.
9. Drawing X-5003 Stream Diversion shows pumping water from upstream of the dam. Water then discharges into a rip rap discharge apron. Can we assume that since we are pumping clean water a filter bag doesn’t need to be utilized for everyday pumping?
Answer: Contractor is responsible for meeting the requirements of the Erosion and Sediment Control Plan(s). Section 01 57 23.00 08, Paragraph 1.6.5. allows non-turbid water not coming in contact with disturbed area soil to drain unmitigated to the stream.
This applies to stream bypass pumping.
10. Does the owner have a use for the stone that will be removed within the Gabion baskets?
Answer: The owner does NOT have a use for the stone that will be removed from within the existing gabion baskets. Per Section 31 23 00, Paragraph 2.1, “any excavated material proposed to be reused as fill for any location shall be approved by the Contracting Officer”. If Contractor proposes reuse of material, this proposal shall be listed in the Contractor-submitted “Excavation and Backfill Work Plan” and submitted for approval.
11. The specs call out that any soils to be removed from site be tested for contaminants. Is this the responsibility of the contractor or USACE, and should contaminants be found will that be considered a differing site condition in which the contractor will be reimbursed?
Answer: Section 02 42 00, Paragraph 1.9 requires the Contractor to submit a sampling and analysis Plan, the description of which is included in this Paragraph along with an additional reference. Testing Requirements for various materials are listed in Table 1 –
Disposal Requirements of Section 02 42 00. All unforeseen site conditions will be handled in accordance with FAR 52.236-2, to include contaminants in soil.
12. Due to the amount of traffic on the frontal roadway (Constitution Blvd.) and the curvature of the highway, a fair amount of traffic control will be needed on this project to get trucks on and off the road. It does not appear that a bid item was set aside for this cost. Where Traffic Control should be loaded into the bid or should a new bid item be added?
Answer: A new bid item will not be added for traffic control. Secton 01 22 00.00 10, Paragraphs 1.1 and 1.2, has been revised and is attached to this amendment.
