SECTION QUESTION ANSWERS
1 Technical Exhibit 3 & Technical Exhibit 4
The workload in Exhibit 3 does not match the workloads under Column D or Column G of Exhibit 4. Can the Government please clarify these discrepancies and provide the correct workloads required for this contract?
Exhibit 3 is an estimate of what is required for current workload this does not include the increase by location identified in Exhibit 4.
2 Technical Exhibit 3 & Technical Exhibit 4

This information is provided in Exhibit 4
3 Technical Exhibit 4 There are numerous locations where the contractor workload is very low, ie., 0% - 5%. Is the contractor to assume that these workloads can be accomplished by sending personnel from other locations TDY to accomplish the required tasks? Or is this requirement fulfilled by some means other than the contractor?
These locations could require contract personnel as density, mission dictates up to 5% of the total work load identified in Exhibit 4.

Collective Bargaining Agreement
The provided CBA is between the 63rd RSC and the National Association of Government Employees. Is it the intent that the contractor will be assuming employment of Government personnel?
attached for contract info only, The contractor will not be assuming employment of Government personnel
20 Attachment 2 and Attachment 8 The formulas in attachment 8 define an FTE as being 1920 hours, while the formulas in attachment 2 define an FTE as being 1927 hours. Please clarify the number of hours and correct the documents.
1920 is correct Price Schedule has been updated.
21 Attachment 8 Technical Exhibit
Address how backlog is identified
Question 1: Attachment 8 Technical Exhibit 4 shows increase in workload at several of the work locations. Is this workload increase due to new work or based on backlog.
This projected workload increase is based on both new workload and current backlog based on Government personnel changes
22 Attachment 8 Technical Exhibit
Address how backlog is identified
Question 2: If the increase in workload is in fact new work, will the Government provide backlog by Commodity?
The estimated new workload should be dispersed evenly between current commodities.
23 Attachment 8 Technical Exhibit
Address how backlog is identified
Question 3: With the increase in workload and backlog is not part of the workload increase, thus creating a large increase in staffing, will the site then go to a second shift, or can the facility handle the increase of personnel on one shift?
Both will be required, determined by the Government at government owned facilities
24 1. CLIN 0001 is 12 Months but CLINS 1001, 2001 and 3001 is only 1 month
Should this be 12 months or not?
Please clarify
12 months
CLINS 1001, 2001 and 3001 have been updated.
25 2. Attachment 8, TE 4 on pages 3 thru 32 have a percentage of work the contractor must do.
Then you have historical data by months, Work orders opened and Man Hours Expended in some along with Commodity Codes, Commodity, Work orders opened, and % of total work orders. Do these number represent the total work for the site? Or are these numbers the percent of work we are responsible for as mentioned in the description above it? Please clarify.
This is total work load by location for timeframe Mar-14 through Feb 15
26 3. Attachment 8, TE 4 what is the significance of the positions that are highlighted in yellow. Are these mandatory positions?
These positions were current contract staffing at the time this data was compiled
27 4. Attachment 8, TE 4 has Job Description of “MAST” on Pages 2, 3,7,8,9, 10,12,29,31, 32 and 33.
What is the definition of MAST as it is not explained anywhere? Please Clarify.
Job title is Maintenance Administrative Supply Technician.
28 5. Attachment 8, TE 4, 11 of 33 (ECS 170), has Electronic Repairer with 1920 total hours but 0 in Total staff.
Is this an error and should be 1? The Electronic Repairer position was vacant at the time this data was compiled.
29 6. Attachment 7, TE 3 has 238 Total Staff and Attachment 8, TE 4 has only 209.
Why there is a difference of 29 total staff between the two mentioned Attachments?
209 were current contractor numbers for the listed location at the time this data was compiled.
30 7. Section L-4.2. Part II-Technical.
Sub factor 1(d): Key personnel states the following: “Project managers are required at each site for this requirement. “But Attachment 7, TE 3 only shows 3 Project Managers and Attachment 8, TE 4 has 3 only. There are 33 location per the Wage Determinations.
Does the government really want 33 projects managers per Section L-4.2.
Part II-Technical. Sub factor 1(d) or just the 3 per Attachment 7, TE 3 and Attachment 8, TE 4? Please clarify.
See question 6 and question 8
31 8. Attachment 8, TE 4 uses the acronym SDT on page 2.
What is the definition of SDT as it is not spelled out anywhere? Please clarify.
SDS was the Strategic Deployment Site, This location is identified as ECS-7 current TDA.
32 9. Attachment 8, TE 4 with the following locations has no staffing information provided but historical data given.
Is the contractor required to provide staffing at these locations that follow:
The locations are listed as locations that could require contract staffing as government staffing changes. The contractor has to be prepared to provide staffing at all locations listed on Exhibit 4.
33 10. Attachment 8, TE 4 , Page 3 0f 33, ESC2, states in part:
“This site also houses a Small Arms Repairer (Gunsmith) that is responsible for all weapon repair in this geographical area. The total man-hours for the small arms repairer are all hours expended based on historical date. It is expected that the contractor will use its own calculation to determine the staffing required for the small arms repairer workload for this area. ” But the current contractor info does not show a Gunsmith, in the commodity area they show Armament of 3657 Work orders.
Is the contractor to take the 3657 work order and figure the hours or will the government provide other data to figure the number of Gunsmith needed? Do we not worry about all the other commodities such as Automotive, General Equipment, Electronic and Construction Equipment? Who will maintain those items?
ECS-2 Government Small arms repairer position is not authorized as of 1 October 2015. The contractor should be prepared to support the armament workload at this location. The other commodities are also work load the contractor will support.
Current contractor staffing are shown supporting 5%-10% of the workload.
34 11. Attachment 8, TE 4, Page 4 0f 33, ESC 7
Since this is new requirement, should the contractor use the total man-hours expended to figure staffing? Also it states in part: “Contracted employees at this site would be expected to maintain 0% to 5% of the work orders generated and inventory requirements in support of this site. “: Does the contractor take up to 5% of the 15110 man-hours expended or is there a different number the government want us to estimate too? If so what is that number of hours?
The Contractor will use Exhibit 4 (work order and inventory data) to determine contract requirements and expected to provide up to 5% support at this location.
35 12. Attachment 8, TE 4, Page 5 0f 33, ESC15, states in part:
“Contracted employees at this site would be expected to maintain 0% to 5% of the work orders generated and inventory requirements in support of this site.
It is expected that the contractor will use its own calculation to determine the staffing required for the small arms repairer workload for this area. ” But the current contractor info does not show a Gunsmith, in the commodity area they show Armament of 158 Work orders.
Is the contractor to take the 158 work order and figure the hours or will the government provide other data to figure the number of Gunsmith needed? Do we not worry about all the other commodities such as Automotive, General Equipment, Combat Vehicle, Marine, Electronic and Construction Equipment? Who will maintain those items?
The Contractor will use Exhibit 4 (work order and inventory data) to determine contract requirements and expected to provide up to 5% support at this location for all commodities. The Armament commodities identifies the Small Arms repairer work load.
36 13. Attachment 8, TE 4, Page 6 0f 33, ESC16, states in part:
“Contracted employees at this site would be expected to maintain 0% to 5% of the work orders generated and inventory requirements in support of this site.
This site also houses a HOT coordinator (Technical Instructors/Course developer) responsible for the coordination with customer units with in this area.
The total man-hours for the HOT Coordinator are all hours expended based on historical date. ” All we are given are work orders and man-hours and commodities for maintenance work
Where is the hours needed or number of courses developed to determine the number of HOT Coordinators needed?
Why is the 1st sentence above there if we are not doing maintenance or are we, please clarify?
The Contractor will use Exhibit 4 to determine contract requirements and expected to provide up to 5% support at this location.
All the Technical Instructors/Course developer hours are listed under Exhibit 4 page 1 location: COE.
37 14. Attachment 8, TE 4, Page 7 0f 33, ESC30, states in part:
“*This workload will be moved to
AMSA 85* ”
When will this happen? Should we include this workload with AMSA 85?
ECS-30 discontinued operations 1 October
38 15. Attachment 8, TE 4 , Page 7 0f 33, ESC30, states in part:
“The total man-hours for the small arms repairer are all hours expended based on historical data. It is expected that the contractor will use its own calculation to determine the staffing required for the small arms repairer workload for this area.” But the current contractor info does not show a Gunsmith, in the commodity area they show Armament of 899 Work orders.
Is the contractor to take the 899 work order and figure the hours or will the government provide other data to figure the number of Gunsmith needed? Do we not worry about all the other commodities such as Automotive, General Equipment, Electronic and Construction Equipment? Who will maintain those items, the MAST only?
All workload for ECS- 30 will be moved to
AMSA 85.

23) CONTRACT PERFORMANCE:
1. Purpose. IAW with FAR Subpart 42.1500 contractor past performance information (PPI) is relevant information for future source selection purposes regarding a contractor’s actions under previously awarded contracts. It includes, for example, the contractor's record of conforming to contract requirements and to standards of good workmanship; the contractor's record of forecasting and controlling costs; the contractor's adherence to contract schedules, including the administrative aspects of performance; the contractor's history of reasonable and cooperative behavior and commitment to customer satisfaction; and generally, the contractor's business-like concern for the interest of the customer. Contractor past performance information is one of the tools that support Army efforts to acquire best value and is used to evaluate performance risk in source selection. The feedback provided by the government to the contractor in collecting PPI, and the knowledge that PPI will be used in future source selection decisions, should result in improved performance and a greater contractor focus on customer satisfaction.
2. Assessment Period. Performance Assessment Reports (PAR) shall be prepared IAW AFARS Subpart 42 upon physical completion of the contract. If the period of performance will exceed 18 months, an “interim” assessment report shall be prepared at the completion of 12 months performance and annually thereafter until the contract is physically complete. An out-of-cycle or “addendum” report may be prepared if there is a need to record an extraordinary event prior to the next regularly scheduled evaluation or if it is necessary to report a meaningful occurrence during the period between physical completion of the contract and contract closeout.
Additionally, addendum reports may be prepared to record contractor’s performance relative to contract closeout and other administrative requirements (e.g. final indirect cost proposals, technical data, etc.).
3. Completion Due Date. The government will complete the PAR within 120 days after the end of the assessment rating period.
4. Evaluators. The Contracting Officer and the Contracting Officer’s Representative will jointly complete the performance assessment.
5. Contracts Performance Elements. The contractor’s performance shall be assessed in accordance with elements and rating system set forth in AFARS Subpart 42.
6. Contractor Review. The Contracting Officer will furnish a copy of the PAR to the contractor requesting that the contractor submit comments, rebutting statements, or additional information to the Contracting Officer within 60 calendar days of receipt. Failure to respond within the designated timeframe will be taken as agreement with the assessment.
7. Contract Concurrence. Where a contractor concurs with, or takes no exception to a PAR, such report shall be considered final and releasable for use in source selection and other deliberative purposes.
8. Contractor Rebuttal. Where a contractor takes exception to a performance report, the Contracting Officer will review the contractor’s rebuttal or comments and make appropriate changes. If the Contracting Officer makes changes, the changed rating will be reflected in the narrative. The Contracting Officer will make all reasonable efforts to reconcile the report and the contractor’s comments. However, it is not necessary that they reach agreement on the report where such is clearly impracticable. The contractor’s rebuttal or comments shall be made part of the PAR.
9. Resolving Disagreements between the Government and the Contractor. In the event disagreements between the parties regarding the PAR occur, the Contracting Officer will review the rebuttal and make appropriate changes. If no agreement is reached, the PAR is forwarded to the Reviewing Official (Director of Contracting) along with the Contracting Officer’s Findings and Recommendation and supporting documentation. The decision of the Reviewing Official is final. Copies of the PAR and the contractor’s response and review comments, if any, shall be retained as part of the evaluation.
10. Release of Contractor Performance Evaluation Information. The evaluation will not be released to other than government personnel and the contractor whose performance is evaluated. The performance evaluation information will be input into the applicable module within Contractor Performance Assessment Reporting System (CPARS) database (or Government system in use at time of the evaluation).
11. Source Selection Information. Departments and agencies will electronically access the PAR information to support future award decisions.
