SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
QUESTIONS AND ANSWERS ROUND 2
Q1. We at ********** ********* are looking for clarification on how much work has been done to each given part before it will be sent out to the chosen facility. Example, Part # 12570991 has a previous operation listed as lathe and an outsourcing req. of lathe & machining work in the PWS. Are question would be how much of the lathe work has already been done to it. This answer would weigh heavily in to how we will quote the machining going into this part. What we would like to see is two separate drawings. One of what each part number will look like when it arrives at our facility and another of what the finished product will look like for each given part so we can see the actual amount of work we will need to do to each given part. Obviously we already have the drawings of the finished product so we would only need the drawing of what the parts will look like upon arriving to our facility.
A1. Refer to contract notes on each drawing.
Q2. Is Part #12574917 punched with the tab bent 90 degrees and to size?
A2. Yes, refer to contract notes on associated drawing.
Q3. Part request 179233-12 is part of an assembly. Do you also want part -11? If so, are we to assemble?
A3. No, 11q Replaced, No Assembly (Machining Only)
Q4. Part 12571594. How will this part come to us after laser cut? Will it have all the holes and slots? Are we just bending and welding?
A4. Delivered in Flat Form (see contract notes on associated drawing).
Q5. Part 12570991. Can we get a 48” saw cut bar? If not how will it come to us?
A5. Yes. (see contract notes on associated drawing).
Q6. The SWO 3.1.1 states The Government will provide all pre-cut parts and materials to be machined. Taking into consideration that quantities are only an estimate would the government be amicable to sending 1 years’ worth of estimated material in one delivery. This would allow for an economy of scale to the government by reducing the amount repeated set up time and reduce delivery charges.
A6. No, currently the Government anticipates orders on a monthly basis. Material provided as prescribed in PWS (See delivery time frames/delivery schedule).
Q7. The SWO 3.1.1 states The Government will provide all pre-cut parts and materials to be machined. Is it possible to receive the round stock in bar form not pre-cut? Is it possible for sheet metal be delivered in sheet form not blanked out?
A7. Pre-Cut or raw materials are specified in the contract notes on the parts associated drawing.
Q8. , will the contractor be picking up material from the destination in PA, and shipping the parts back to PA?
A8. Yes.
Q9. Can the material be shipped to the contractor?
A9. No, the contractor is responsible for picking up the material from Letterkenny. (see 4.3 of the PWS)
Q10. Do the parts need to be dropped off in person by thecontactor’s personnel?
A10. The contractor may use either their internal delivery service or an external delivery service.
Q11. Would LEAD issue an order for a quarter (3months)worth of material to be picked up at one time?
A11. No. LEAD anticipates monthly orders at this time.
Q12. Do we need to quote the “finish” specified on the drawing of each item?
A12. Cleaning, Debris Removal and deburr accomplished by Contractor on machining performed. No plating, or painting required.
Q13. What are the net payment terms?
A13. The payment terms will be net 30 days.
Q14. For part numbers: 12571594 & 12574917. Will these be available in flat form or already bent?
A14. : PN-12571594 Flat Form and PN-12574917 specified in contract notes on the drawing
Q15. Will the machine shop be required to install rivet nuts on part 12571594?
A15. No, LEAD will install rivets if required.
Q16. Can we price items differently that will have a priority schedule?
A16. Yes, 15 days (High priority) vs 30 days (Routine). See the added Expedited Delivery CLIN and paragraph 5.2.5 of the PWS.
Q17. Can we pick up material in advance of orders to be placed?
A17. No.
Q18. Are the waterjet cut plates cut from the finish thickness of plate stock?
A18. Part Specific, refer to contract notes on parts drawing.
Q19. Would you please provide dimensions/drawings as to how these items will be when we pick them up, if we are awarded the contract?
A19. Refer to contract notes on each drawing.
Q20. On page 59 of the solicitation, Can LEAD fill out the min/max for each line of quantity and amount?
A20. The Government has set the minimum and maximum as a dollar value and not a quantity.
Q21. On page 59 of the solicitation, is the minimum ($3,600.00) and maximum($3,295,138.00) for the first base year or the whole contract term of 1 base year and 3 option years?
A21. The minimum is what the Government is obligated to pay the contractor over the base year and all options and the maximum is limit the Government may obligate over the base and all options.
Q22. What does "pre-cut" mean for each part?
A22. Part specific, refer to contract notes on each drawing.
Q23. What is the blank size for each part?
A23. Part specific, refer to contract notes on each drawing.
Q24. Is bar or sheet being supplied?
A24. Part specific, refer to contract notes on each drawing.
Q25. I have thoroughly read the SOL and PWS for solicitation# W911N2-17-R-0041 and am unable to locate any information regarding the condition of the government provided materials. In particular I see no mention of machining allowance provided when the supplied materials are roughed/blanked. This will be a critical cost driver.
Please advise.
A25. Part specific, refer to contract notes on each drawing.
Q26. Regarding the above solicitation and understanding that most of the material supplied comes for previous operation of Waterjet.
We just wanted to ask if any of the pockets or larger holes would be roughed out from Waterjet?
A26. Part specific, refer to contract notes on each drawing.
Q27. We noticed also that one or two items had bending operations and one item had welding.
Would these operations be completed prior to material supply or are we required to perform these?
A27. Part specific, refer to contract notes on each drawing. No welding or bending is required by the contractor under this requirement.
Q28. For partially fabricated components, can the Government provide drawings highlighting the dimensions of features that will already be created by Letterkenny prior to the parts being delivered to ******* for machining? If dimensions of the partially fabricated parts cannot be provided can ******* provide recommended dimensions to the Government to ensure that there is sufficient material left on pre-fabricated components for subsequent machining operations to be accurate and repeatable? (reference section 5.2) A28. Part specific, refer to contract notes on each drawing.
Q29. Will LEAD provide inspection reports documenting that partially fabricated components being delivered to ******* for machining meet the partially fabricated drawings? ******** wants to ensure that partially fabricated parts that it receives are consistent and accurate.
A29. Parts being shipped from LEAD are to be pre-inspected and, those returned by the Contractor must be compliant with drawings. LEAD Quality Control (QC) will “ID Stamp” the required document (AMLD Form 3849 PPQ Product Inspection Form) for compliance of parts in/out-bound. The Contractor is to provide LEAD with their Quality Control (QC) inspection documents and surveillance process.
Q30. Will the Government consider adjusting the basis of award to "Best Value" instead of "Lowest Price, Technically Acceptable" if detailed drawings regarding the LEAD partially fabricated parts cannot be provided?
Such an approach will allow offerors to respond with various technical recommendations regarding the pre-fabricated condition of each part, allowing the Government to select the approach that provides the best value.
Without providing detailed drawings of each part in it's pre-fabricated condition, pricing between offerors may not be evaluated on equal grounds since offerors may have different assumptions regarding the pre-fabricated part configurations. Furthermore any technical suggestions regarding the pre-fabricated part configurations can't be rated on a sliding scale based on merit between offerors since the technical factor will only be deemed acceptable" or "unacceptable" A30. At this point in time the Government has chosen to continue with Lowest Price Technically Acceptable
(LPTA).
Q31. Will all parts (in varying quantities) be available for pick-up in a single batch or will individual parts be sporadically available throughout the month? Obtaining this information will help****** better assess the number of trips per month that will be required for part pick-up and delivery. (reference section 5.3) A31. The Government anticipates a monthly pickup/deliveries of what is needed each month (unless otherwise notified in advance).
Q32. The PWS states that FAT items are due within 60 calendar days to LEAD. Does this mean that LEAD will provide all parts immediately after contract award so all parts can be processed by ******* in one batch for FAT or will LEAD provide the initial parts needed for FAT incrementally? (reference section 5.4) A32. All First Article Test (FAT) parts will be available for pick up upon issuance of the first Delivery Order and are required to be delivered back to the Depot within 60 days.
Q33. Does Lead want physical hardware delivered in addition to Form 4062 as part of the FAT process? Will Lead perform an internal, physical inspection of FAT parts at their facilities?
A33. No, LEAD is not requiring hardware – Yes, LEAD will perform all inspections and acceptance on all FAT parts at the Government facility.
Q34. Table 1 in section 5.2 of the PWS provides estimated monthly quantities, however section 52.211-8 (time of delivery) states that maximums (i.e. “up to”) for each part (maximums are 20, 40 and 3000 respectively). Will the monthly quantities be equal or less than 20, 40 and 3000 respectively or can the monthly quantities exceed these values? (reference 52.211-8)
A34. The quantities specified in FAR 52.211-8 are the maximum for each month. So it would be equal to that quantity or less than.
Q35. Are the non-price evaluation factors/sub-factors 1(a) and 2 the same? 1(a) is a technical subfactor asking for “examples of prior work experience performed similar to the services in the PWS”. Factor 2 is asking for very similar information (i.e. “explanation of how each project related to the work requirements of this solicitation”) A35. While Sub factors 1(a) and 2 ask for similar information, they are two distinct evaluation factors.
Subfactor 1(a) will evaluate experience to determine if a vendor has sufficient knowledge and capability to perform the required services. Subfactor 2 will evaluate how well a vendor has performed the required services in the past.
Q36. LEAD-RCV-5905: will the part be waterjet to size or will the part be provided oversized and need to be machined to the final outside dimensions? Will the thickness of the material be within +/- 0.030 or will this require final machining?
A36. Refer to contract notes on the drawings for specific details for what the contractor will receive and what task are expected by the contractor.
Q37. LEAD-RCV-6189: Will the outside of the part be waterjet to size or will it need to be machined to size? Same question for the internal cutout. Will the thickness of the material be within +/- 0.030 or will this require final machining?
A37. Refer to contract notes on the drawing.
Q38. LEAD-RCV-6199: Will the outside of the part be waterjet to size or will it need to be machined to size? Same question for the internal cutouts. Will the thickness of the material be within +/- 0.030 or will this require final machining?
A38. Refer to contract notes on the drawing.
Q39. LEAD-RCV-6200: Will the outside of the part be waterjet to size or will it need to be machined to size? Same question for the internal cutouts. Will the thickness of the material be within +/- 0.030 or will this require final machining?
A39. Refer to contract notes on the drawing.
Q40. LEAD-RCV-6299: Will the outside of the part be waterjet to size or will it need to be machined to size?
According to the drawing, machined surfaces must be 125 microns. Do the top and bottom surfaces also need to adhere to this specification since they could remain untouched if the raw material being used by LEAD conforms to the 0.75 +/- 0.030 dimension & tolerance? If machining of the top and bottom surfaces is required to achieve the 125-micron finish, how much extra material will be left on the thickness of the part after LEAD processes it?
A40. Refer to contract notes on the drawing.
Q41. LEAD-RCV-6197: Will the outside of the part be waterjet to size or will it need to be machined to size? Same question for the internal cutout. The thickness of the part is not standard (0.79”). What will be the thickness of the part provided to ****** for final machining?
A41. Refer to contract notes on the drawing.
Q42. 12589871: How much material will be left on the outside profile for final machining? Will the internal cutout be partially or fully completed by the waterjet operation? Same question for the central hole. Please also confirm that the top and bottom surfaces do not require machining as the 1.5 dimension is called out as a reference dimension.
A42. Refer to contract notes on the drawing.
Q43. 12589872: Please also confirm that the top and bottom surfaces do not require machining as the 1.75 dimension is called out as a reference dimension. How much material will be left on the outside profile for final machining or will this be waterjet to the final size? Will the internal features be waterjet cut? If they are waterjet cut will they be cut to size and if not, how much material will be left for final machining? Dimensions to locate the square cutout and the 3 holes are not clear (i.e. parts of the leaderlines are missing)
A43. Refer to contract notes on the drawing.
Q44. 12559882: Will the outside of the part be waterjet to size or will it need to be machined to size? Same question for the cutouts; will they be roughed out using the waterjet and if so how much material will be remaining for final machining?
A44. Refer to contract notes on the drawing.
Q45. 12571614: Please confirm that the only machining operation required is to countersink the holes. All other features, including the outside profile and the thru-holes will be laser cut A45. Refer to contract notes on the drawing.
Q46. 12574917: It is not clear from the drawing what features will be punched and what features need to be machined. Do we just need to drill the holes?
A46. Refer to contract notes on the drawing.
Q47. 179223-12: What will be the width and height of the bar material that will be provided? Please confirm that no processing is needed for 179223-11, which is referenced on the same drawing page as 179223-12.
A47. Refer to contract notes on the drawing.
Q48. 12571594: Is it just the countersunk holes that need to be machined or are there any other features?
A48. Refer to contract notes on the drawing.
Q49. 12585732: Will the outside of the part be waterjet to size or will it need to be machined to size? Same question for the cutouts; will they be roughed out using the waterjet and if so how much material will be remaining for final machining?
A49. Refer to contract notes on the drawing.
Q50. 12585720: Will the outside of the part be waterjet to size or will it need to be machined to size? Same question for the cutouts; will they be roughed out using the waterjet and if so how much material will be remaining for final machining? ******* can also finish and paint the part per the specifications; is this something the Government would be interested in?
A50. Refer to contract notes on the drawing.
Q51. 12570991: What features will be created by LEAD on their lathe before the part is provided. It is highly recommended that ******* machine the entire part as this will reduce the overall part cost.
A51. Refer to contract notes on the drawing.
Q52. 12574858: Please confirm that only the threaded holes need to be machined A52. Refer to contract notes on the drawing.
Q53. 12574922: Will the outside of the part be waterjet to size or will it need to be machined to size? Same question for the cutouts; will they be roughed out using the waterjet and if so how much material will be remaining for final machining?
A53. Refer to contract notes on the drawing.
Q54. Please confrm that the "blank" values relating to quantity and price on page 59 mean that there are no minimum quanty/pricing or maximum quantity/pricing thresholds A54. No minimum or maximum quantity/value is assigned to each CLIN. However, the solicitation states that the anticipated contract has a total minimum value of $3,600 and a maximum value of $3,295,138.
Q55. CLIN 0009 is ommitted from section 52.211-8, starting on page 75. Are the same delivery timeframes for all other CLINs (30 days and 15 days) applicable to CLIN 0009 as well?
A55. FAR 52.211-8 has been changed to include CLIN 0009 in the delivery schedule.
Q56. Items "I" and "ii" on page 87 include references to tables (below each section), however the tables are blank.
Without this information it's unclear which parts will require unique identifiers per section 252.211-7003 A56. The Government at this point is unable to identify parts that will exceed $5,000 unit price. These parts will not be known until proposals are submitted. This is a requirement for any part that has a $5,000 or more unit price.
Q57. I was wondering if you could confirm my understanding of 52.219-14 Limitation on subcontracting. It’s to my understanding that subcontracted work to first tier subcontractors are counted in the 50% requirement of the clause as long as they are “similarly situated” via new rule as 05/31/2016. Can you confirm?
A57. The Government is adhering to the guidance provided in FAR 52.219-14(c)(1) which states “Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern.”

The Government will evaluate equally, as regards time of delivery, offers that propose delivery of each quantity within the applicable delivery period specified above. Offers that propose delivery that will not clearly fall within the applicable required delivery period specified above, will be considered nonresponsive and rejected. The Government reserves the right to award under either the required delivery schedule or the proposed delivery schedule, when an offeror offers an earlier delivery schedule than required above. If the offeror proposes no other delivery schedule, the required delivery schedule above will apply.

Item No. Quantity of Contract
(b) Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer mailed, or otherwise furnished to the successful offeror, results in a binding contract. The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day award is dated. Therefore, the offeror should compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor's date of receipt of the contract or notice of award by adding (1) five calendar days for delivery of the award through the ordinary mails, or (2) one working day if the solicitation states that the contract or notice of award will be transmitted electronically. (The term "working day" excludes weekends and U.S. Federal holidays.) If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
