SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

QUESTIONS AND ANSWERS

Q1. The subject solicitation references ISO 9001:2008 certification. Is there an allowance for compliance, working on certification?

A1. In order to be deemed technically acceptable, the contractor must comply with Sub factor 3 on the evaluation criteria. Market Research determined that many companies are already ISO 9001:2008 certified and able to provide the Government proof of the certification.

(a) Sub factor 3 ISO Certification and Quality Plan: The contractor shall show proof of their ISO 9001:2008 Certification. Failure to provide evidence of this certification may result in the contractor being deemed technically unacceptable. The contractor shall provide their Quality Plan (QC/QA Plan) which shall include an example ANSI sample inspection plan.

Q2. I don’t see a link to where I can obtain AMLD FORM 4062.

A2. This form will be provided to the awardee when a first article is requested. This form is not required when submitting a proposal.

Q3. Do we register at the website NOW, or only after being awarded a contract? (Army Contractor Manpower Reporting) A3. Registration for the Army Contractor Manpower Reporting is required for the awardee of the contract.

Q4. How can we distinguish HIGH PRIORITY parts?

A4. If a part is deemed high priority it will be stated on the task order issued (see FAR 52.211-8 Time of Delivery).

Q5. Will we be required to use MACHINE READABLE tags?

A5. Assuming this refers to: “5.3.5 Labeling: The contractor shall tag completed parts or batches of parts prior to return transportation. The contractor may use the original tags provided by the Government or provide new durable tags. At a minimum, any new tags used by the contractor must contain the information provided on the original Government tags.”

That last sentence inidcates that if the Government tags the parts with machine readable tags, then the contractor, if they replace the Government’s tags, must supply machine readable tags.

Q6. Specifically, to this solicitation in the performance of work statement, you are requesting ISO certification per 9001:2008 standard. Is this a hard requirement to be certified or is it sufficient to follow Mil-I-45208A Inspection System and provide a Yarger Precision QA manual?

A6. It is not sufficient to only follow the MIL standard and/or provide a QA manual (See A1). If the offeror is not ISO certified the vendor will be deemed technically unacceptable.

Q7. I see that this requirement states the Prime must be ISO 9001 Certified. Do all subcontractors have to be ISO 9001 Certified as well?

A7. The Government will not request to see certifications from subcontractors for this service. It is the Prime Contractor’s responsibility to ensure that subcontractor’s and/or supplier’s deliverables do not affect the Prime’s ISO certification for their organization.

Q8. Water Jet Are the outside or pockets dimensions finished or roughed during the Water Jet process?

W911N2-17-R-0041

Laser and Punch Description of finished or roughed dimensions.

A8. The Government will cut to size (if required) deburr and finish all parts prior to shipment to the contractor. The contractor is required to comply with paragraph 5.3.3 of the PWS prior to shipping the part back to Letterkenny after the necessary operations are performed.

Q9. I do not have a lathe. I would like to bid on these parts, but need assistance with lathe work and milling. I have a partner that would be a sub contractor for me. With the Solicitation I would need to get vendor help.

A9. The awarded Prime contractor may subcontract aspects of the requirement but the Prime is still required to comply with FAR 52.219-14 Limitations on Subcontracting.

Q10. How do I initiate the process for approval of my facility and the vendor?

A10. The Government is requiring the Prime contractor to comply with the criteria outlined in an addendum to FAR 52.212-2 Basis of Award to be determined technically acceptable.

Q11. My machine EDM wire could do the water jet op instead, would this be possible for me to do part like the latch cam complete?

A11. No. The Government is only requiring the operations identified in the Performance Work Statement (PWS) in accordance with the drawings. All material will be supplied and if required pre-cut prior to arriving at the contractors facility (see 3.1 of the PWS).

Q12. Same with detail Plate Retractor and Plate Tie Down Outer, I could machine complete part profiles.

A12. Please refer to A11.

Q13. Should the Bid include material cost or the just the machining?

A13. The Government will supply the contractor all material. Only the operations identified in the PWS in accordance with the drawings are required by the awardee (see 3.1 of the PWS).

Q14. Would I require site approval prior to submitting of the bid?

A14. The Government may require a pre-award site visit but this would occur after proposals are received (see

1.4.6.1 of the PWS)

Q15. Are we allowed to quote “machining only” ?

A15. No. The awarded contractor must be able to provide both services (machining and lathe).

Q16. Are Technical Factors and Past Performance (experience, Capabilities, and Quality Plan) provided at the same time the quote is submitted?

A16. Yes.

Q17. Where can I locate “Schedule B” to submit with pricing for each CLIN?

A17. Schedule B is considered the list of CLINS in the solicitation.
