WARNING: Please do not wait until the last minute to submit your proposals! To avoid submission of late proposals, we recommend the transmission of your proposal file 24 hours prior to the required proposal due date and time. Please review FAR 52.215-1 for rules relating to late proposals and required submission times. If an offeror experiences submission issues via SAM, offerors may send a second submission to DoD SAFE access at https://safe.apps.mil/ to Ms. Tamara Jenkins
(tamara.n.jenkins.civ@mail.mil) and Ms. Rosetta Wisdom-Russell (rosetta.wisom-russell.civ@mail.mil) to ensure timely receipt. Please notify the KO/KS and a link will be provided upon request.
Proposals shall remain valid for a minimum of 180 days from the closing date for receipt of proposals.
b. Offerors are cautioned that parroting of the Technical requirements or the PWS with a statement of intent to perform does not reflect an understanding of the requirement or capability to perform. Offerors are responsible for including sufficient details to permit a complete and accurate evaluation of each proposal. Proprietary information shall be clearly marked.
c. If discussions are conducted with Offerors in the Competitive Range, regarding unclassified proposal submissions, the Government intends to use the Acquisition Source Selection Interactive Support Tool (ASSIST). The ASSIST software tool will allow Offerors to receive and respond to Evaluation Notifications (ENs) securely on-line. Offerors are required to provide the names of two (2) company individuals whose responsibilities will include receiving and responding to ENs through ASSIST. Two (2) agents names, company titles, telephone numbers, facsimile numbers, and email addresses shall be provided. This information is to be submitted with proposals under

Offerors due to Organizational Conflict of Interest (OCI) concerns. Offerors must advise the Contracting Officer as soon as possible of any concerns/questions with regard to the use of the Non-Government SMEs from the company listed above. Any Offeror that is affiliated with, or is contemplating a contractual relationship with the above listed firm, must notify the Contracting Officer for the solicitation as soon as possible. Offerors are required to execute a non-disclosure agreement with the above company and provide copies with submitted proposals.
e. It is the Governments intent to make award without discussions, in accordance with FAR 52.215-1, Instructions to Offerors
Competitive Acquisition. Therefore, Offerors should provide their best terms from a price and technical standpoint in their initial proposal. The Government reserves the right, however, to conduct discussions if determined necessary. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.

Specialist will provide the NDA upon request.
(ii) VOLUME III Cost/Price. This volume shall consist of all information, required to support proposed costs and prices. Certified cost and pricing data are not currently required; however, the Government reserves the right to request such data prior to award. The information submitted in this volume shall comply with FAR 15.408, Table 15-2, and the requirements set forth below. There are no page limitations for this volume. For the CPFF evaluation offerors shall provide a Sample task proposal utilizing the sample task listed at Attachment 0004 Price Model, excel sheet labeled Sample Task. For the FFP portion of the effort offerors shall provide complete FFP unit pricing in Attachment 0004 Price Model and return with the solicitation for evaluation.
(1) The offeror shall ensure that the information submitted in this volume is consistent with and fully supports the amounts set forth in the SF33 and continuation sheets.
(2) The proposal shall set forth a summary of the total estimated costs by cost element and shall provide a breakdown of the proposed estimated costs of each CLIN separately, including all direct and indirect charges and fees. In order to maintain a minimum level of commonality between proposals, each offeror is required to complete (in entirety) the cost summary spreadsheets provided in Attachment 0004 Price Model. The cost summary spreadsheets shall be provided for the base effort and each option year. All documentation furnished to support the cost summaries are to be provided in a format chosen by the offeror that is easily traceable to the cost summary sheets.
(3) The specific direct labor rates utilized to price the proposal must be identified in the cost and pricing proposal only. The proposal shall set forth a complete breakdown of the direct and indirect rates by category and the rationale thereof. Provisions for overtime and shift differential charges shall be clearly addressed on a per-hour basis. Bid codes (applicable codes used to identify a labor category in the offerors accounting system), employee names and/or other documentation (such as assigned letter of commitment for key personnel not currently employed by the offeror) to support the rates proposed shall be provided. Letters of commitment shall clearly identify the prospective employees agreed-to salary/hourly rate and other pertinent conditions of employment. The same detailed support data shall be furnished for all major subcontractors.
(4) For evaluation purposes only and in determining probable cost for options in the out-years, wage determination rates shall be escalated 3 percent per year. However, if the offeror substantiates higher wage rates and justifies different escalation factors, those wage/escalation factors will be utilized. Direct labor rates shall identify the baseline (takeoff point) plus projected escalation for each basic and option period, and the methodology for computing composite labor rates shall be shown. For example: 3 months of FY12 + 9 months of FY13 divided by 12 = the average labor rates for the contractual period of performance. The offeror and each subcontractor shall clearly state their fiscal year. Offerors are advised that projected escalation must be applied to both exempt and non-exempt labor categories.
(5) Direct labor hours and rates shall be delineated by labor category by contract year for the offeror and each subcontractor. The labor hour delineation must be directly traceable to the same information proposed in the Technical Volume.
(6) Indirect expense rates shall be proposed in the same manner as direct labor rates, i.e., by contract year with the methodology used to derive any composite rates proposed.
(7) Forward-pricing Rate Agreements (FPRA) shall be clearly documented with agreements and responsible
Government officials identified.

SECTION M - EVALUATION FACTORS FOR AWARD
BASIS FOR AWARD (Section M)
The award will be made based on the best overall proposal (using a Best Value Tradeoff) that is determined to be the most beneficial to the Government, with appropriate consideration given to the three (3) evaluation factors: Technical, Cost/Price, and Past Performance.
The
Technical factor is more important than the Cost/Price factor, which is more important than the Past Performance factor. The non-cost factors combined are significantly more important than the Cost factor. To receive consideration for award, a rating of no less than
Acceptable must be achieved for the Technical factor (to include all subfactors). Offerors will be cautioned that the award may not necessarily be made to the lowest cost offered.
The burden is on Offerors to demonstrate that each technical criteria is satisfied; technical capabilities being evaluated herein should be demonstrated not by mere conclusory statements, but by specific approaches and examples. The Offerors are cautioned that statements of compliance or repetition of the technical requirements for the subfactors being evaluated below, without complete and factual discussion and analysis, do not reflect an understanding of the requirement or capability to perform. In addition, the Offeror must make an affirmative statement at the beginning of their technical proposal that their proposed approach meets all requirements of the solicitation. Failure to do so could result in the Offeror being deemed unacceptable and removed from any set competitive range. The
Offerors are cautioned that any capabilities proposed that exceed the threshold requirements will be incorporated into the resultant
Contract, Performance Work Statement (PWS), as the requirement if the Offeror is successful.
It is the Governments intent to make award without discussions, in accordance with FAR 52.215-1, Instructions to Offerors Competitive
Acquisition. Therefore, offerors should provide their best terms from a price and technical standpoint in their initial proposal. If the
Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. Therefore, offerors are cautioned that the initial proposal should contain the offerors best terms from a technical and price standpoint. In addition, proposals that do not include all the information and materials prescribed in Section L of the solicitation, may be disqualified from consideration for award upon receipt without further review by the Government. In order to be considered for award, an Offeror must also be determined responsible in accordance with FAR Subpart 9.1.Finally, proposals shall not include any assumptions, terms, conditions, caveats, or exceptions.
With the exception of the Past Performance factor, evaluations will be based solely on information included in the proposal.
B. FACTORS AND SUB-FACTORS TO BE EVALUATED
The following evaluation factors and subfactors will be used to evaluate each proposal: Award will be made to the offeror whose proposal is most advantageous to the Government based upon an integrated assessment of the evaluation factors and subfactors described below.
A detailed explanation of the criteria for the evaluation is set forth in the Evaluation Approach, Paragraph C of this section. During evaluations of each proposal, the Government will assign each subfactor an adjectival rating and write a narrative evaluation reflecting the identified findings.
Factor 1: Technical:
The Technical factor is further divided into the following subfactors:
a) Subfactor 1: Proposed program management approach
b) Subfactor 2: Capability to build the system and maintain a TDP
The relative order of importance for these subfactors is as follows. Subfactor 1 is slightly more important than Subfactor 2.
Evaluation of the offerors proposal shall address each subfactor as it applies to the Performance Work Statement (PWS). A detailed explanation of the criteria for the evaluation is set forth in the Evaluation Approach, Paragraph C of this section. During evaluations of each proposal, the Government will assign each subfactor an adjectival rating and write a narrative evaluation reflecting the identified findings.
Factor 2: Cost/Price:
The resulting award will be a hybrid Firm-Fixed-Price (FFP) / Cost Plus Fixed Fee (CPFF)/Cost no fee Indefinite Delivery Indefinite
Quantity (IDIQ) contract type. The award may be made to a proposal that is not the lowest cost but most advantageous to the Government. Cost reasonableness will be utilized in the evaluation of Cost Reimbursable efforts. Price reasonableness will be utilized in the evaluation of the Firm-Fixed Price effort.
Factor 3: Past Performance:
Each offerors past performance will be reviewed with the following subfactors:
a) Recency
b) Relevancy
c) Quality Assessment
C. EVALUATION APPROACH
All proposals shall be subject to evaluation by the Source Selection Team (SST).
1. The overarching evaluation approach for all factors and subfactors is as follows:
a. Adequacy of Response. The proposal will be evaluated to determine whether the offerors methods and approach have adequately and completely considered, defined, and satisfied the requirements specified in the RFP. The proposal will be evaluated to

determine the extent to which each requirement has been addressed in the proposal in accordance with the proposal submission section of the RFP.
b. Feasibility of Approach. The proposal will be evaluated to determine the extent to which the proposed approach is workable and the end results achievable. The proposal will be evaluated to determine the extent to which successful performance is contingent upon proven devices and techniques. The proposal will be evaluated to determine the extent to which the offeror is expected to be able to successfully complete the proposed tasks and technical requirements within the required schedule.
2. The Technical Factor is divided into the following subfactors:
Subfactor 1 - Proposed program management approach: This subfactor evaluates the offerors proposed program management approach for the basic contract period and all option years. Marginal levels of overall responses could indicate a lack of understanding concerning mission requirements and may result in the entire proposal receiving an unfavorable rating and/or being eliminated from the competitive range. The evaluation will focus on the offerors:
Approach to program management including quality assurance, configuration management, obsolescence management, and inventory and failure tracking.
Proposed technical, cost, and schedule performance measures for tracking the program success.
Proposed Integrated Master Schedule (IMS) for at least the…
