BACKGROUND.
The eXportable Combat Training Capability (XCTC) is the Army National Guard (ARNG) capstone home station training event for Brigade Combat Teams (BCT) to attain T-Level 3 (T3) training readiness. Accordingly, the XCTC program affords commanders the opportunity to assess Mission Essential Task (MET) proficiency in force-on-force and live fire training environments. The XCTC mission is twofold: first, develop adaptive leaders; and secondly, enable platoons to achieve trained proficiency in core functions or designed capabilities. XCTC brings the training experience to a home station location.
XCTC Program Pillars.
The XCTC Program is based on six pillars.
Exercise Support Cell (ESC).
The ESC plans and programs the rotation. The ESC assists the brigade and state headquarters in coordinating and synchronizing training, including, but not limited to: exercise development; training management; training scenario development; contracted support synchronization; leader book, lane book publication; Operation(s) Orders (OPORDs) and Fragmentary Orders (FRAGOs) publication; and Observer Coach /Trainers (OC/T) support coordination.
Instrumentation and Communication (I&C).
I&C enables Soldier and vehicle position tracking, engagement tracking, data collection, and archiving in support of Instrumented After Action Reviews (I-AARs). This provides immediate feedback with synchronized tactical audio and tactical video. XCTC instrumentation provides the ability to conduct force-on-force and combined arms training while collecting engagement data through an interface with Army force-on-force instrumentation systems for the I-AAR.
Range Operations (Range OPS).
Range OPS establishes the training site with the government furnished property and contractor life support. Range OPS is responsible for RSOI activities, including the FlexTrain installation on rotational vehicles and personnel, and synchronizing MILES gear with the FREDI-2. During the rotation, Range OPS ensures daily that all government furnished property is maintained, serviced, inspected, and operational.
Sustainment.
Sustainment plans and provides all contractor logistical support, responsible for maintaining and securing all government furnished property, and the management of all contracted personnel services.
Observer Controller / Trainers (OC/Ts).
OC/Ts assist commanders in assessing training objectives. They also assist with the Instrumentation Package that provides units with detailed feedback for the I-AARs. Each OC/T package is designed to meet the exercising brigade’s requirements providing sufficient coverage to achieve their training objectives.
Opposing Force (OPFOR).
OPFOR provides the appropriate near-peer threat needed to support the exercising brigade commander’s training objectives. ARNG-TRC will request active component units to provide OPFOR capability through U.S. Army Forces Command (FORSCOM). ARNG may source OPFOR personnel if external support is not available. OPFOR are dressed to replicate threat forces in the appropriate scenario. OPFOR includes threat technical vehicles or visual modifications (VISMODs) to replicate threat vehicles and equipment. OPFOR weapons and equipment interface with Multiple Integrated Laser Engagement System (MILES) devices.
