W81XWH-16-R-0035 Business Operations Support Services Questions & Answers

1. Will you accept CPARS for our contract references in lieu of a Past Performance Questionnaire?

Government Response: No revisions are made to the Past Performance Evaluation instructions.

2. Will you provide a two (2) week extension of the proposal due date?

Government Response: No. The proposal due date has been extended to 4:00PM on June 2, 2016.

3. Key Task 4.3 mentions that all personnel supporting these functions require a secret clearance. Does the offeror need a facility clearance at time of award?

Government Response: No.

4. If the offeror is required to have a facility clearance, will the Government sponsor the offeror if the offeror does not currently have one?

Government Response: Assuming the question is related to the Joint Personnel Adjudication System (JPAS), no, the offeror does not have to possess a facility clearance. Instead, the Government will sponsor the offeror in JPAS if the offeror does not possess a facility clearance and is unable to claim their employees for sponsorship.

5. Revised RFP Reference: page 24 of 70; page 27 of 70; and, Q&A #3. The Government states in the Q&A and on page 24 of the RFP that Key Personnel shall be proposed at the Base Contract level as well as the task order level. The table on page 27 denotes which labor categories are considered “Key,” but it is unclear if offerors need to propose Key Personnel resumes for all Base Year positions within a “Key” labor category or just one Key Personnel resume per “Key” labor category. We assume that offerors need only propose one Key Personnel resume for each Key labor category listed on page 27. Please confirm.

Government Response: Offeror’s must propose Key Personnel (resumes and letters of intent) for the sample task order provided. The sample task order identifies required Key Personnel positions. Resumes and letters of intent are not required at the base contract level.

6. Conformed Instructions Page 26 (2) Pricing Sheet (b) last sentence states “Offerors shall complete Attachment 7 – Pricing sheet with fully loaded labor rates based on the projections outlined in Attachment 8. “ How would the government like us to price the rest of the labor categories presented in the table on pg 27?

Will Attachment 7 be revised to reflect both pricing requests? Or, will the cost of the task order be derived by the government from the rates presented for all labor categories as presented in the table and in Attachment 7?

Government Response: Attachment 7 consists of two parts. Offerors shall propose fully loaded labor rates in accordance with the projections provided on Page 27 as well as in the Attachment 7 itself. Additionally,Offerors shall complete the second portion of Attachment 7 labeled “Task Order 0001” proposing fully loaded labor rates in accordance with the Tasks provided in Attachment 8 as well as the projections provided in Attachment 7 itself.

7. Attachment 7 was included in the proposal package originally. The government answer now indicates that there is an updated Attachment 7 but it was not provided with the Conformed RFP, Amendment, and Question and Answer documents.

Can the government clarify if there is an updated Attachment 7 and please provide it?

Government Response: The Updated Attachment 7 has been provided with Amendment 0002.

8. Can the government provide PWS’s for the key personnel to enable identification and presentation of qualified personnel? Or can the government remove the resume requirement for key personnel on future task orders as specified in the Q&As, question #3.

Government Response: PWS’s will be provided for key personnel in the future if required and will not be provided with this response since the requirement has not been identified yet. The Government will not remove the resume requirement for Key Personnel on future task orders.

9. Regarding Attachment 8 - The original solicitation clearly states on Page 26 that “No response is required from offerors; this is provided only as a courtesy.” Further, page 65 section g. provides procedures for the Task Execution Plan which shows it is expected not later than 30 working days after receipt of the Task/Delivery Order Request for Proposal.

Can the government remove the Technical Execution Plan for Task Order 00001 PWS requirement on the conformed RFP for the contract level response?

Government Response: The Government will not remove the requirement for submission of the Technical Execution Plan for Task Order 0001.

10. As a result of the addition of a task order response, resume, and LOI requirements, will the government extend the due date by a minimum of two weeks?

Government Response: No. An extension until 2 June 2016 is granted.

11. Due to the significant change in requirements to provide resumes for all Key Personnel listed in the Base Year inclusive of Task Order 0001 Key Personnel, will the government provide incumbent key personnel with interested offeror’s contact information?

Government Response: No.

12. We would like to know if all 15 people in the first year have to be on-board day one?

Government Response: No, not all 15 positions must be filled and on-board day one of the contract. The number of positions was provided for planning purposes and may or may not be filled based on the Government’s requirements during the base contract year period of performance.

13. If all 15 people in the first year do not have to be on-board on day one, what time frame must they be on board by?

Government Response: See response to #12 above.

14. Should the Technical Execution Plan be answered as an Appendix?

Government Response: Yes, The Technical Execution Plan should be included as an Attachment/Appendix to the Technical Proposal.

15. Reference: Proposal Content and Format Instructions,b. NON-PRICE PROPOSAL CONTENT INSTRUCTIONS , Factor 2: Experience, The proposal shall also demonstrate evidence of relevant experience of Key Personnel. The Offeror shall provide resumes for all individuals proposed to fill Key Personnel positions at the base contract level as well as for Task Order 0001. For individuals proposed as Key Personnel who are not current employees of the Offeror’s company or a subcontractor, a signed letter of intent is required.

Question: Is the government looking for 1 resume to be submitted for each of the six (6) identified Key Personnel Positions, or for ALL of the Key Personnel positions for the Base Year?

Government Response: Provide resumes and letters of intent for Key Personnel positions identified in task order 0001 only.
