Proposed Overall Rating Rules:
If a Standard does not apply an N/A rating will be given and the standard is not factored into the evaluation.
Excellent - to receive an "overall" rating of Excellent, must receive Excellent in both Quality and Schedule.
Satisfactory - to receive an "overall" rating of Satisfactory must receive Satisfactory in Quality and Schedule.
Unsatisfactory - to receive an "overall" rating of Unsatisfactory, Contractor has received an Unsatisfactory rating in either Quality and Schedule.
If one of the factors fall into the lower rating, then the lower rating will be used as the overall rating
Example: If delivery is 95% on time but with more than 10% re-work, the contractor will get Unsatisfactory because 10% re-work falls into red even if the delivery is in Blue. Likewise, if delivery is within 90-94% with re-work of less than 5%,the contractor will get a Green rating.
