SOLICITATION W56HZV-19-R-0070

1. QUESTION: Could you please tell me if this is a new requirement, or if there is a current or previous contractor who has performed similar services? If available, can you please send along the incumbent contract or task order number?
ANSWER: This is not a new requirement. The incumbent is Elzly Technology Corporation. Contract number is W56HZV-14-D-0162.
2. QUESTION: The solicitation says we can have subcontractor past performance. Does that mean we are allowed to have one per subcontractor or one total for all subcontractors?
ANSWER: One per subcontractor
3. QUESTION: Just so I understand, can you tell me if the services requested in this solicitation are the same as the previous solicitation. In other words, are there any additional or subtracted service requirements from the previously awarded contract?
ANSWER: The requirement provides for corrosion engineering and logistics technical, analytical, programmatic, research and development, technical assistance, testing, training, and technical writing.
- Customers have been added or reorganized (changed names).
- Command corrosion prevention and control survey analysis and assessment of the command corrosion survey data has more specificity, a larger audience and more constrained reporting timelines. Training includes corrosion mitigation demonstrations.
Additions:
- Video production
- Watercraft and associated Maintenance support.
- Audits
- Mold and mildew mitigation
4. QUESTION: Can you provide the CPARS for the incumbent contractor? If you cannot provide this information, where can I find either requests?
ANSWER: You need to request the CPARS information on another contractor via FOIA as noted in the "Guidance for the Contractor Performance Assessment Reporting System (CPARS)" dated July 2018.
6.3 Freedom of Information Act (FOIA)
Contractor performance information is privileged source selection information. As these evaluations may be used to support future award decisions, the completed evaluation shall not be released to other than Government personnel and the contractor whose performance is being evaluated. This information is not releasable under the Freedom of Information Act (FOIA). FAR Subpart 24.2 includes guidance on the Freedom of Information Act. Performance evaluations may be withheld from public disclosure, as they are procurement sensitive. Decisions regarding FOIA requests should be coordinated in accordance with agency procedures and policies.
5. QUESTION: In reviewing Exhibit D-GFPM “Minimum Qualifications” tab, it appears descriptions/requirements for the following labor categories are not listed in PWS 10.1”

Research Engineer/Staff Engineer
Research Technician/Technician
Can the descriptions and minimum education/experience requirements be provided for these labor categories?
ANSWER: This amendment, 0001, to solicitation W56HZV-19-R-0070 adds the following labor descriptions and requirements to section C.10 “Job Classifications with Minimum Qualifications for Personnel” of the Performance Work Statement.
Training Engineer / Staff Engineer - Corrosion engineering-related services provided by degreed engineer. Participates in and conducts technical training programs. Writes training programs, including outline, text, handouts, and tests. Designs practical training exercises to demonstrate poor and quality painting, CIC-application, and corrosion control. Administers written and practical exams and writes performance reports to evaluate trainees' performance.
Requirements: Six (6) months to 10 years’ experience. Has a B.S. Degree in Engineering (e.g., Mechanical, Chemical, Electrical, Civil, Materials) and Industry Training in the field of coating inspection. Has experience with software tools used for computer training such as Adobe Captivate.
Research Engineer / Staff Engineer – Corrosion engineering-related services provided by degreed engineer. Performs engineering-related work used for the testing and evaluation of materials and coatings using ASTM, automotive, and military standards. Has established and performed real-world exposure testing of materials and coatings in multiple locations (e.g., Army Cape Canaveral exposure site and others). Primary responsibilities include data acquisition, literature reviews, field data collection, data reduction, and reporting.
Requirements: Six (6) months to 10 years’ experience. Has a B.S. Degree in Engineering (e.g., Mechanical, Chemical, Electrical, Civil, Materials) and Industry Training in the field of coating inspection. Experience with ASTM, GM corrosion testing apparatus, and CARC coating testing. Has performed exposure testing of materials and coatings at the Army, Cape Canaveral Air Force Station exposure site.
Research Technician / Technician - Assists consultants, engineers, and analysts by collecting, entering, retrieving, organizing, or maintaining analytical data. Experience in the preparation and application of CARC and other protective coating systems.
Requirements: More than 10 years’ experience in the corrosion control industry. Previous training in coating application under the STAR4D military coating application / coating technician.
6. QUESTION: In RFP in L.2.2.1, can you tell me what is meant by “Classification” (see below)?
L.2.2.1.1 Each Volume shall be labeled so it is easily identifiable for evaluation purposes (example: Volume 3, Price Factor), and shall also include the offeror's name and the solicitation number. Each volume shall include a (i) title page, (ii) table of contents, and (iii) list of tables and figures. The Offeror shall number each page of the proposal, and each paragraph of the proposal shall have a reference number. A list of all attachments and substantiating data shall be provided in the table of contents. The Offeror shall organize the table of contents as set forth below. The table of contents shall include the following information for each Factor, attachment, and for all substantiating data listed:
(a) Cross-reference to related Section L paragraph number
(b) Page number
(c) Volume and number
(d) File name
(e) Classification
ANSWER: Classification does not need to be included. A solicitation amendment is forthcoming and it will include the removal of (e. Classification).
7. QUESTION: Does the fact that Elzly Technology Corporation was bought by a large business (KTA-Tator, Inc.) for the 541330 NAICS code, prohibit them from competing on this opportunity?
ANSWER: This procurement is set aside for small businesses and their subcontractors.
