ENGINEERING CHANGE PROPOSAL (ECP)

(Continuation Page)

2. PAN: R21K2013 PAGE 2 OF

3. ECP NUMBER: R21K2013

BLOCK 9 CONTINUED:

This ECP adds moldicidal chemicals to preservative systems used to treat Ammunition Wooden Packaging Material (WPM). It is intended to supersede RFV 19K8002 . It includes redline drawing updates to 13064136B, a toxicity clearance and hazardous waste determination from US Army Public Health Center, a mold summary test report from USDA Forest Products Lab, and a marking test report from DEVCOM AC Packaging Division, as requested by two RFV CCBs (R19K8002 and R20K8002)

This ECP is for PMs MAS CCS CAS. This ECP also contains some typographical and administrative corrections to the drawings, as well as some adjustments to active ingredient concentrations and tolerances.

BLOCK 10 CONTINUED:

Mold growth on Ammunition WPMs has become a persistent issue for the munitions community. Because the preservatives used to treat WPMs are not inherently designed to prevent mold, they can be susceptible to mold growth when the WPMs are stored wet.

Two RFVs (R19K8002 and R20K8002) were approved in order to expedite implementation of mold inhibitors to current wood preservative treatment systems in order to improve protection for the WPMs, while full scale testing on all of the preservatives in Ammunition TDPs were still being evaluated. All of those subsequent evaluations are now complete. This ECP finalizes the RFV changes and adjusts some of the mold inhibitor active ingredient concentrations and tolerances in order to prevent exceedance of the EPA limit.

12. DESCRIPTION OF REVISION

See DRAFT Rev C 13064136 drawing redline. This revision adds new chemicals to Wood Packaging Material (WPM) specifications and drawings governing wood preservation, establishes their concentration requirements and tolerances, and provides new marking designations. It also includes explanatory information about mold prevention, cites applicable American Wood Protection Association

(AWPA) standard methods, includes new requirements and verifications for mold prevention, has information pertaining to one mold inhibitors dropper reagent test for presence of inhibitor.

13. REMARKS/RATIONALE

Most of the wood preservatives contained on Drawing 13064136 are designed primarily for protection from wood rot fungi and insects, not so much mold fungi, because the wood is supposed to be seasoned during manufacture and then kept dry for its lifecycle (below 20% moisture content). Due to many different reasons, WPMs in production and in the wholesale stockpile often get wet, and then are not allowed to fully dry out. This creates an ideal environment for mold to grow, which can happen very quickly.

In order to help prevent incidents of mold on the ammunition wooden packaging material, DEVCOM AC has tested and qualified additional chemicals that can be added to the wood preservative treatment systems identified on Drawing 13064136 for enhanced protection. The new chemicals are compatible with the current systems and can simply be added to the preservative solution. See ECP attachments for further justification and explanation of the changes.

All type classification and corresponding use restrictions from Drawing 13064136 (e.g. paragraph 1.2, Table 1, and paragraph 6.3.15) shall still apply, even with the inclusion of mold inhibitors. The addition of moldicides per this ECP may allow for future reduction in certain active ingredient concentration requirements and / or classification changes, however the applicable durability, mold, and/or corrosion testing would need to be performed in order to adjust Army Drawings.

Deleted and in the Defense Technical Information Center (DTIC).

Note that only the "DDAC" type of mold inhibitor additions have a spot check indicator. This is why process controls and monitoring the treaters dip tank for active ingredient concentrations in accordance with Table 1 are very important.

DDAC Quaternary Ammonium Chloride/Carbonate (QAC) Indicator

Note that Zinc Naphthenate is a previously used preservative that is no longer used in ongoing production, but may be found in fielded WPM. Also, (note...)

6.3.18.5 Presence of Didecyl Dimethyl Ammonium Chloride / Carbonate (DDAC) (aka Quaternary Ammonium Compound - QAC). Ready to Use QAC indicators are usually available online. Lamotte Chemical Products Company Inc., Chestertown, MD is a potential supplier. QAC indicator solution (product code 6413) is ready to use, diluted in water to 0.1% methyl orange and 0.1% bromophenol blue concentrations. When applied to wood, a color change from yellow to green as seen in Figures 8-10 is indicative of DDAC treatment. Note that the QAC indicator does not work well if the WPM has been exposed to rain and it only tests for presence of the DDAC mold inhibitor, not concentration. WPM's in the field that may have been exposed to rain are best tested on an inner part of the wood. QAC indicators are not useful on PC (13060578-2), PG (13060578-6), and PH (13060758-7) treated wood, due to the color change imparted onto the wood by the primary preservative (stains the WPM dark green) and on PF (13060578-5) treated wood, due to the possibility of false positives for that preservative system.

6.3.19 Mold Prevention and the Addition of Mold Inhibitors to Army Wood Preservative Treatment Systems.

The most effective way to keep mold from growing on WPM is by keeping the wood dry: below 20% moisture content.

However, sometimes munitions Wooden Packaging Materials (WPM's) are exposed to precipitation and/or stored in conditions of high humidity. For these reasons, the Army identified moldicidal additives that may be helpful in suppressing mold growth, and updated this drawing accordingly. Even with these moldicidal additives, emphasis should be kept on keeping the WPM dry. If the wood does get wet, ammunition unit loads should be depalletized, if necessary, and allowed to dry out. The Army recommends wearing impervious gloves while handling preservative treated wood, with and without moldicides. Wood treated in accordance to this drawing does not need to be treated as HAZMAT, however re-use of treated materials is always encouraged, and disposal via incineration with proper pollution control mechanisms is preferred.

Burn pits are not recommended. All waste shall be disposed/recycled/reclaimed in accordance with applicable federal, state, and local environmental control regulations. Some of the mold inhibitor active ingredient concentration ranges on this drawing had to be adjusted downward slightly to prevent exceeding the EPA limit. Treaters should always wear Personal Protective Equipment (PPE) and follow the manufacturer's Safety Data Sheet (SDS) and EPA label.

Figure 8. QAC Indicator results on PD and PD+ (13060578-3) treated red oak.

Figure 9. QAC Indicator results on PD and PD+ (13060578-3) treated southern yellow pine.

6.3.19.1. Preservative suppliers typically sell concentrated formulations of mold inhibiting preservatives, similar to how the primary preservatives of 13060578 are normally procured. Also similar to the primary preservatives, WPM manufacturers and dip treaters need to dilute the concentrated formulations of the mold inhibitors to meet the active ingredient concentrations provided in TABLE I of this drawing. RTU formulations that include additives are acceptable, as long as they comply to TABLE I. Commercially available formulations that have been tested and qualified by the USG are identified in a Toxicity Clearance Memorandum, To: US Army Combat Capability Development Command, Armament Center, Packaging Division (DEVCOM-AC) From: US Army Public Health Center (MEDCOM-PHC), Toxicology Directorate, Dated: 11 June 2021, Subject: Toxicity Clearance for Additional Wood Preservative Treatments for Ammunition Pallets and Boxes, and can be acquired from the DEVCOM-AC Packaging Division or the MEDCOM-PHC Toxicology Directorate, upon request.

Note: no color change has been observed due to the addition of mold inhibitors identified on this drawing.

Figure 10. QAC Indicator results on PE+ and PE (13060578-4) treated wood.

6.3.20. Proposed equivalent test methods alternative to the AWPAs listed in TABLE VI need to be submitted to the USG for approval, prior to use.

6.3.21 Propellant Advisory Statement - AVOID THE USE OF ANY PRESERVATIVE TREATED WOOD PACKAGING MATERIAL (WPM) in combination with INTERPLANT, BULK EXPLOSIVE / PROPELLANT or Interim Hazard Classification (IHC) material shipment or storage.
