1 2 Though listed as future requirement, does there exist a current standard for "Chain of Custody" functionality of a device or system? If so, where can we find that standard?

The Government is not aware of an existing standard for "Chain of Custody" functionality.

1.2.3 3 Paragraph states, “the NGT contract will be available for orders to meet Foreign Military Sales (FMS) requirements.” Does the government have current direction on regulations to meet FMS sales?

FMS is available to our international partners, including NATO nations.

3.1 8

Contractor shall provide NGTs with a minimum operational temperature range between ‐40 Celsius (C) and +85C, and a minimum storage temperature range between ‐50C and +125C.” These temperature specifications are well outside of the safe operating and storage temperatures of rechargeable lithium‐ion batteries and most other rechargeable batteries. Is this operating temperature and storage temperature range an absolute requirement?

PWS section 3.14 is being revised to state: "The Contractor shall provide NGTs with a minimum operational and storage temperature range between ‐ 20 Celsius (C) and +60C." See PWS revision.

3.1

There are numerous requirements and recommendations regarding batteries in the NGT Requirement's document. Many of these requirements seem to conflict or contradict each other. For example there are requirements related to charging the batteries inside the device, and related to non‐removable rechargeable batteries, yet there are additional requirements that the vendor supply replacement rechargeable battery packs and requirements on how batteries in the devices should be swapped and charged outside of the device. Can clarification be provided on the desired/preferred battery configuration for the NGTs (rechargeable vs non‐rechargeable, internal vs replaceable, charge inside device or outside, etc.)?

The government does not have a desired/preferred battery configuration.

Battery configurations for the NGT devices are the prerogative of the vendors. PWS section 3.10 provides the Government's desires "IF" rechargeable batteries are proposed.

3.10.4 8 Paragraph 3.10.4 states “The Government desires a visible indicator of battery charge status while in the NGT.” How will personnel utilize the indicator?

The visible indicator is used to determine the status of the battery while in a charging state.

3.12 9

Stated delivery date is within 30 days after receipt of order. Does the Government intend to provide forecasts for products so that the contractor has sufficient lead time to meet the stated delivery dates?

Additionally, for large orders, does the Government intend to allow more time for delivery?

Ordering under the ID/IQ contract will be de‐centralized. Each Ordering Contracting Officer will have the authority to accept or decline to accept delivery in excess of 30 days and/or partial delivery.

3.12 9 Will the government be able to provide hardware delivery FOB/depot locations including foreign locations, in order to support the customer pricing data for delivery of orders?

The paragraph states, “The Contractor shall certify that the provided components meet applicable Environmental Protection Act requirements.” Does the government have specific and/or minimum EPA certifications in mind in this requirement? E.g. RoHS restrictions or use of Certified Electronics Recyclers?

3.4.2 6 Please advise of required HERO rating/minimum separation distance is required.

All NGT must go through HERO test after contract award. The results of test will identify the safe separation distance that must be posted on the NGT tag." IAW 3.5.1 Hero Label. "All NGT devices delivered to the Government under the NGT contract shall be furnished with a warning label that clearly indicates the safe separation distance that shall be maintained between ordnance and the irradiating source (See Attachment #8)".

4.2.5 10

Paragraph 4.2.5 states “Batteries or battery packs shall be user‐ replaceable in the field.” Will the government consider making 4.2.5 a “desired” feature, rather than required (“shall”) to accommodate products designed to provide rechargeable/non‐replaceable batteries that exceed environmental, security and duration requirements?

No. The government does not have a desired/preferred battery configuration. Battery configurations are the prerogative of the vendors.

The products contemplated for offer under this contract are required to be commercially available. Why are non‐disclosure agreements required from the offeror and any subcontractors performing work under the contract?

The application of the work at the task order level may be sensitive.

Therefore, non‐disclosure agreements are required at the discretion of the Ordering Contracting Officer.
