DETAIL SPECIFICATION-Draft

PRIMER, PERCUSSION, M82-FW

This specification is approved for use by the US Army and is available for use by all Departments and Agencies of the Department of Defense.

1. SCOPE

1.1 Scope. This specification covers the metal parts/loading, assembling and packing for Primer, Percussion, M82-FW (Foam Washer attached to plunger configuration).

2. APPLICABLE DOCUMENTS

2.1 General. The documents listed in this section are specified in sections 3 and 4 of this specification. This section does not include documents in other sections of this specification or recommended for additional information or as examples. While every effort has been made to ensure the completeness of this list, document users are cautioned that they must meet all requirements documents cited in sections 3 and 4 of this specification, whether or not they are listed.

2.4 Order of precedence. In the event of a conflict between the text of this document and the references cited herein, the text of this document takes precedence.

Nothing in this document, however, supersedes applicable laws and regulations unless a specific exemption has been obtained.

3. REQUIREMENTS

3.1 First article. When specified (see 6.2), a sample shall be subjected to first article inspection in accordance with 4.2.

3.2 Conformance. A sample shall be subjected to conformance inspection in accordance with 4.3.

3.3 Materials, components and assemblies. Materials, components, and assemblies shall be in accordance with all requirements specified on drawings 8861197, 8861199, 8861201, WSHR001, DS000515, 19-48-4116/158G.

3.3.1 Primer No. 34. The primer No. 34 shall comply with Drawing 10522621 when tested as Cartridge, 7.62mm, NATO, Ball, M80.

3.4 Ammunition lot numbering. Ammunition lot numbers shall be assigned in accordance with MIL-STD-1168C.

3.5 Moisture content of black powder. The moisture content of the black powder at the loading station, at the time of loading shall not exceed 0.5 percent when determined as specified in 4.4.3.

3.6 Mercurous Nitrate Test. The primer bodies shall exhibit no crack when subjected to the mercurous nitrate test specified in 4.7.9.

3.7 Non-Functioning Test. The primer, without the black powder charge, shall not function under an applied impact energy value of 24.51 inch ounces minimum (min.), when tested as specified in 4.7.1.

3.7.1 Non-Functioning sampling plan. The sampling plan for the non-functioning test shall be in accordance with table III. Any primer which fails to comply with the applicable requirement shall be classified as defective. The test shall be performed as specified in 4.7.1.

3.8 Functioning

3.8.1 Static Test. The primers, with the black powder charge, shall function under an applied impact energy value of 147.06 inch ounces maximum (max.) when tested as specified in 4.7.3

3.8.2 First Article Ballistic Test. The primers, with the black powder charge, shall fire, with no perceptible hangfires, metal parts separation, or evidence of rupture or erosion and the primer must obturate and shall remain intact upon firing, when tested as specified in 4.7.4.

3.9 Modified Bruceton sensitivity test. A modified Bruceton sensitivity test shall be performed on each lot of No. 34 primers for use in the M82 primers. The test shall be conducted in accordance with 4.7.5 and the test results shall be fully evaluated for acceptance by the Technical Agencies prior to use in the M82 primers.

3.10 Air Pressure test. 150 container assemblies shall be randomly selected for this test.

3.11 Rockwell Hardness test. Ten bodies shall be randomly selected for this test.

3.12 Grain Size test. Ten bodies shall be randomly selected for this test.

3.13 Rupture test. 110 container assemblies shall be randomly selected for this test.

3.14 Workmanship. Components shall be free of burns, sharp edges, cracks, dirt, grease, corrosion, and other foreign matter. Cleaning methods used shall not be injurious to any parts, nor shall the cleaning agents contaminate the parts. All required marking and stamping shall be neat and sharply defined.

4.6.2.23

4.1 Classification of inspection. The following types of inspection shall be conducted on this item:

a. First Article inspection (see 4.2)

b. Conformance Inspection (see 4.6)

4.2 First Article inspection. When specified, a sample shall be subjected to first article verification in accordance with Table II.

4.3 First article rejection. If any assembly, component or test specimen fails to comply with any of the applicable requirements, the first article sample shall be rejected.

4.4 No. 34 Primer Qualification. This is a one-time qualification test for new manufacturers of No. 34 primers for use in the M82 primers.

4.4.1 Submission. Test samples shall be randomly withdrawn from the first lot produced by the new manufacturer of No. 34 primers. The test sample shall be tested in accordance with all the requirements of this specification and with 4.4.2, 4.4.2.1 and

4.4.2.2. Until the first article test has been performed and found to be acceptable (the test data will be evaluated by the Technical Agencies), the contractor is in no way authorized by the Government to initiate second lot production unless otherwise directed by the Contracting Officer.

4.4.2 Ignition element assembly vibration test. One thousand (1000) No. 34 primers shall be loaded into ignition element assemblies (Dwg. 8861199) and tested as follows:

4.4.2.1 Five hundred (500) ignition element assemblies from 4.4.2 shall be conditioned at 145 degrees F for 24 hours and tested in accordance with test #119, procedure 2 of MIL-STD-331C vibration frequency 5Hz-500Hz-5Hz in sweep method.

Sweep logarithmically in 30 minute cycles for one hour. After the vibration test, all the assemblies shall be subjected to visual inspection. Any evidence of breakup of the cellulose disk or dusting of lead styphnate will be cause for rejection of the first article test samples.

4.4.2.2 Five hundred (500) ignition element assemblies from 4.4.2 shall be conditioned at -65 degrees F for 24 hours and tested in accordance with test #119, procedure 2 of MIL-STD-331C vibration frequency 5Hz-500Hz-5Hz in sweep method.

Sweep logarithmically in 30 minute cycles for one hour. After the vibration test, all the assemblies shall be subjected to visual inspection. Any evidence of breakup of the cellulose disk or dusting of lead styphnate will be cause for rejection of the first article test samples.

4.4.3 Loose cargo and functioning test. Four hundred and fifty

(450) No. 34 primers shall be loaded into M82 primers and tested as follows:

4.4.3.1 145 degrees F. One hundred and fifty (150) M82 primers from 4.4.3 shall be conditioned at 145 degrees F for a minimum of 24 hours and subjected to loose cargo test in accordance with TOP 4- 2-602. After the loose cargo test, all the M82 primers shall be tested for functioning in a M109 Howitzer with a bump spindle without propelling charge or projectile.

4.4.3.2 70 degrees F. One hundred and fifty (150) M82 primers from 4.4.3 shall be conditioned at 70 degrees F for a minimum of 24 hours and subjected to loose cargo test in accordance with TOP 4-2-602. After the loose cargo test, all the M82 primers shall be tested for functioning in a M109 Howitzer with a bump spindle without propelling charge or projectile.

4.4.3.3 -65 degrees F. One hundred and fifty (150) M82 primers from 4.4.3 shall be conditioned at -65 degrees F for a minimum of 24 hours and subjected to loose cargo test in accordance with TOP 4-2-602. After the loose cargo, all the M82 primers shall be tested for functioning in a M109 Howitzer with a bump spindle without propelling charge or projectile.

4.5 M82 primer functioning test. Two thousand (2000) No. 34 primers shall be loaded into M82 primers and tested as follows:

4.5.1 145 degrees F. One thousand (1000) M82 primers from 4.5 shall be conditioned at 145 degrees F for a minimum of 24 hours and tested for functioning in a M109 Howitzer with a bump spindle without propelling charge or projectile.

4.5.2 -65 degrees F. One thousand (1000) M82 primers from 4.5 shall be conditioned at -65 degrees F for a minimum of 24 hours and tested for functioning in a M109 Howitzer with a bump spindle without propelling charge or projectile.

4.6 Conformance inspection.

4.6.1 Lot formation. Lot formation shall be in accordance with lot formation requirement of MIL-STD-1916 paragraph 4.2, Acceptance by Tables. In addition, each lot of primers shall contain:

a. Percussion primers of one lot interfix number from one manufacturer.

b. Primer metal components of one lot interfix number from one manufacturer.

c. Black powder from not more than two lot numbers with the same interfix number from one manufacturer. A lot of black powder shall be used to completion.

4.6.2 Classification of characteristics

a. Sampling requirements. Inspection sampling requirements for critical, major and minor characteristics are defined in MIL-STD-1916. Unless specified otherwise, Verification Level VII in addition to 100% inspection shall be used for all characteristics defined as Critical, Verification Level IV shall be used for all characteristics defined as Majors and Inspection Level II for all Minor characteristics.

b. Conformance inspection. Conformance inspection shall be performed in accordance with paragraph 4.6.2.1 through 4.6.2.23. For all conformance inspections the same sample specimen may be used for all non-destructive examinations or tests.

c. Alternative inspections. Alternative conformance inspections may be submitted and approved in accordance with MIL-STD-1916.

4.7 Testing.

4.7.1 Nonfunctioning

4.7.1.1 A steel ball approximately 1-19/32 inches in diameter and weighing 16.34 plus or minus

0.02 ounces shall be dropped on the firing pin from a height of 1 ½ inches minimum. The drop height shall be measured as the distance between the bottom of the ball and the top of the firing Pin. Any primer assembly that fires shall be classified as defective.

4.7.1.2 Beginning with the first lot produced and continuing until three consecutive lots have complied with the acceptance criteria specified, a sample of 150 head assemblies shall be randomly selected from each lot for the test. If any sample fails to comply with the requirements the lot shall be rejected. The test shall be performed as specified in 4.7.1.1.

4.7.1.3 After three consecutive lots have met the criteria of 4.7.1.2, a sample of 50 head assemblies shall be randomly selected from each lot for this test. If one or more primers fails to comply with the applicable requirement, the lot shall be rejected. The test shall be performed as specified in 4.7.1.1. Primers subject to this test shall be destroyed.

4.7.2 Functioning

4.7.2.1 Without black powder charge

4.7.2.1.1 Beginning with the first lot produced and continuing until three consecutive lots have complied with the acceptance criteria specified, three hundred primers shall be selected from each lot for this test. If five or more primers fail to comply with the specified requirements the lot shall be rejected. If two, but less than five, defectives are found a second sample of 600 primers shall be tested. If the combined number of deficiencies in both the first and second sample is 5 or more the lot shall be rejected. The test shall be performed as specified in 4.7.3.

4.7.2.1.2 After three consecutive lots have met the criteria of 4.7.2.1.1, one hundred and twenty-five primers shall be selected from each subsequent production lot for this test. If 2 or more primers fail to comply with the specified requirement the lot shall be rejected. If only one defective is found, a second sample of 250 primers shall be tested. If the combined number of defective in both the first and second sample is 2 or more, the lot shall be rejected. The test shall be performed as specified in 4.7.3.

4.7.2.2 With black powder charge.

4.7.2.2.1 This test is required for ballistic first article only and shall be performed as specified in 4.7.4.

4.7.3 Static Test. The primer assembly less the black powder charge shall be tested as specified

4.4.1.1 except that the drop height shall be increased to 9 inches maximum. Any primer assembly that fails to fire shall be classed defective.

4.7.4 First Article Ballistic Test. The primers shall be assembled with a projectile and propelling charge system at a Government proving ground, and fired from a gun for which the primer is standard.

4.7.5 Modified Bruceton sensitivity test. Approximately two hundred (200) No. 34 primers shall be loaded into M82 primers without container charge assembly and tested as follows and the test result shall be submitted to the Technical Agency (see 6.11) for evaluation prior to loading of M82 primers:

4.7.5.1 50% point phase.

1. Set height to 5 inches and drop a steel ball with approximately 1 19/32 inches in diameter and weighing 16.34 plus or minus 0.02 ounces on a primer.

2. If primer fires, record result and lower height by ½ inch.

3. If primer does not fire, record result and raise height by ½ inch.

4. Repeat steps 2 and 3 until 8 reversals in direction of height adjustment between drops are performed. A reversal occurs whenever the height is adjusted in a direction opposite that of the previous adjustment.

4.7.5.2 No-fire phase.

1. Set height to ½ inch below the lowest fire which occurred during the 50% point phase.

2. If 5 consecutive primers do not fire, record results and raise height by ½ inch.

3. If any primer fires prior to the 5th consecutive no-fire at the set height, record the results and lower the height by ½ inch.

4. Repeat steps 2 and 3 until 5 reversals in direction of height adjustment are performed.

4.7.5.3 All-fire phase.

1. Set height to ½ inch above the highest no-fire which occurred during the 50% point phase.

2. If 5 consecutive primers fire, record results and lower height by ½ inch.

3. If any primer no-fires prior to the 5th consecutive fire at the set height, record the results and raise the height by ½ inch.

4. Repeat steps 2 and 3 until 5 reversals in direction of height adjustment are performed.

4.7.6 Moisture content of black powder. The moisture content of the black powder shall be determined in accordance with the procedure specified in Specification MIL-P-223. A sample of one container charge assembly, prior to assembly to the primer body shall be randomly selected from each eight hours production. The black powder shall be randomly selected from each eight hours production. Any failure to comply with the applicable requirement shall be cause for rejection of eight hours production represented by the sample.

4.7.7 Grade of powder (see dwg. 8861201). The contractor shall select approximately 100 grams of black powder from each container for this test. If any sample fails to comply with granulation requirement, the container form which it was taken shall not be used in the loading of the primers. The grade of black powder shall be determined as specified in Specification MIL-P-223.

4.7.8 Check test for deterioration (not applicable to new production). This test is intended to prevent the loading of major ammunition items with primers that have deteriorated. The tests shall be performed on primers from each lot which has been stored under normal conditions for more than two years, or under adverse conditions for any period of time. If the specification for the ammunition item into which the primers are loaded does not require performance of the check test, the contracting officer should insert a check test requirement in the contract.

4.7.9 Mercurous nitrate test. (see 3.6) 25 bodies shall be randomly selected for this test. If any sample fails to comply with the requirement the lot shall be rejected. The primer shall be tested in accordance with ASTM B154. Each body shall be examined for cracks.

4.7.10 Rupture Test (see dwg. 8861204). 110 container assemblies shall be randomly selected for this test, if any sample fails to comply with the requirement the lot shall be rejected.

4.7.11 Air Pressure Test (see dwg. 8861204). 150 container assemblies shall be randomly selected for this test. If two or more samples fail to comply with the requirement the lot shall be rejected.

4.7.12 Freedom from alkalies and strong acids. 3 sample containers from each four hours production shall be selected for this test. The container assemblies shall be tested in accordance with Specifications TT-C-490. If the limits specified herein have not been complied with, inspection for acceptance shall be stopped until corrective action has been taken. After corrective action, sampling shall be resumed as normal.

4.7.13 Freedom from oil and grease. 3 sample containers from each four hours production shall be selected for this test. The container assemblies shall be tested and action taken in accordance with specification TT-C-490.

4.7.14 Rockwell Hardness test (see dwg. 8861198). Ten bodies shall be randomly selected for this test;

if any sample fails to comply with the requirement the lot shall be rejected. The primer bodies shall be tested in accordance with ASTM E18.

4.7.15 Grain size test (see dwg. 8861198). Ten bodies shall be randomly selected for this test; if any sample fails to comply with the requirement the lot shall be rejected. Primer bodies used in this test shall not be returned to the lot. The primer bodies shall be tested in accordance with ASTM E112.

4.7.16 Heat Seal Test- The seals shall comply with the test specified in MIL-STD-2073, paragraph G.4.3.

4.7.17 Correct number of primers- The number of primers in each pack shall be verified 100%. This may be accomplished by any applicable approved method, such as visual inspection, weight, or x-ray.

5. PACKAGING

5.1 Packaging. The primers shall be packed and marked in accordance with drawing DS000515, DS000516 and DS000517.

5.2 Unitization. Boxes shall be unitized in accordance with drawing 19-48-4116/158G.

6. NOTES

(This section contains information of a general or explanatory nature that may be helpful, but is not mandatory.)

6.1 Intended use. The components and assemblies covered by this specification are intended for use on all M82 series percussion primers.

6.2 Acquisition requirements. Acquisition documents must specify the following:

a. Title, number and date of this specification.

b. Packaging requirements (see 5 and 6.3).

c. Requirements for submission of first article sample.

d. Requirement for submission of acceptance inspection equipment.

e. Check Test for possible deterioration of M82 Primer.

f. Primer Qualification.

6.3 Packaging drawings. Drawings listed in this section are for reference only. The government's current packaging for the M82 Percussion Primers as defined by Technical Data Package (TDP) 8796535 and 8796679, is included for reference. The contractor may use the information contained in the TDP as guidance for its own design. If the contractor chooses to build to the current approved TDP (8796535 and 8796679) the Government will waive the testing required to meet the First Article performance test requirements of the packaging specification, except for Performance Oriented Packaging (POP) testing which is still required to transport hazardous materials in accordance with Code of Federal Regulations (CFR), Title 49. Unless otherwise noted, the custodian of the following drawings is the U.S. Army Armament Research, Development and Engineering Center, Picatinny Arsenal, NJ 07806-5000;

a. 8796535 Box, Packing, Ammunition, for Primers, Percussion-Electric M75 or Percussion M82.

b. 8796679 Box, Set-up, Packing, Ammunition, for Primers, Percussion-Electric M75 or Percussion M82.

6.4 Visual standards. Visual standards for evaluation of defects will be established for each contract after the first month’s production. However, establishment of visual standards will not waive the requirements for compliance with the requirements of the applicable drawing.

6.5 Check test for possible deterioration of M82 series artillery primers. The following tests are designed to prevent the loading of deteriorated artillery primers into a major ammunition item. The test should be performed on artillery primers from each lot which has been stored under normal conditions for more than three years or under adverse conditions for any period of time. If the specification for the ammunition item into which the artillery primers are loaded does not require that a check test be performed, the contracting officer should insert a provision for the performance of the check tests in the contract.

6.6 Nonfunctioning. The Sampling plan for the non-functioning test shall be in accordance with table III.

Any primer which fails to comply with the applicable requirement shall be classified as defective. The test shall be performed as specified in 4.7.1.

6.8 Moisture content of black powder. A sample of 25 primers shall be selected for this test. The black powder shall be removed from the flash tube by any suitable means. The moisture content of the powder should be determined in accordance with the method specified in Specification MIL-P-223. If the moisture content of any of the powder tested exceeds 0.7 percent, the lot of primers should be rejected. Since black powder is hygroscopic, it is advisable to place the powder in a dry, airtight container immediately upon removal, and to run the determination as soon as possible thereafter.

6.9 Cost of check test. The contracting officer will arrange for the contractor to be reimbursed for the expense incurred in the performance of the check test.

6.10 Metal parts separation. Missing metal from the lip area (mouth of the primer) is considered a “burned through” area and not metal parts separation provided that such an area is not greater than 1/4 –inch wide at the lip and does not extend more than 1/4 –inch back from the lip.

6.11 Modified Bruceton sensitivity test. All the modified Bruceton sensitivity test results shall be submitted to

6.12 Lot formation. Allowance for two black powder lots is for the purpose to facilitate LAP when a black powder lot is depleted and a new lot is introduced.

6.13 Critical classification notes.

6.13.1 Total length (over primer) max. If the total length over primer exceeds the allowable maximum value, it will cause improper functioning of the primer. This is likely to cause injury or death to troops firing the howitzer.

6.13.2 Plunger above flush when it is touching ignition element. If the plunger is above the flush, it will cause unintended initiation of the primer which can cause injury or death to troops firing the howitzer.

6.14 Acceptance Inspection Equipment (AIE). Any measuring device that is traceable to the national or international standard used to assure conformance of material to the contract requirements.
