(BFM) Directorate; Public Affairs Office (PAO); Risk Management Directorate; Systems Engineering and Operations (SEO) Directorate;

Pueblo Chemical Agent Pilot Plant (PCAPP) Government Field Office; Blue Grass Chemical Agent Pilot Plant (BGCAPP) Government Field

Office; and the Anniston Field Office. These services shall be performed in accordance with (IAW) the Performance Work Statement (PWS) provided in Section J (Attachment 0001).

2. This is a Full and Open Competition Request for Proposal (RFP). The applicable NAICS Code is 541990, All Other Professional, Scientific, and Technical Services; with a size standard of $15,000,000. As a result of this RFP, it is the Governments intent to award a single, Cost-Plus-Fixed Fee (CPFF) contract with a base year and nine one-year option periods. The Contractor shall be fully transitioned 60 days after award.

3. All Offerors are reminded to pay specific attention to Section L, Instructions, Conditions, and Notices to Offerors and Section M, Evaluation Factors for Award. An award will be made using formal source selection procedures IAW FAR 15.1, the Department of Defense

Source Selection Procedures (March 31, 2016), and the Army Source Selection Supplement (December 2012). This acquisition will be conducted using the Best Value Continuum Tradeoff Process authorized at FAR 15.101-1. The Government reserves the right to: limit the competitive ranges for the purposes of efficiency; award without discussions; make an award to other than the low Offeror; and make no award should no Offeror prove to submit an acceptable offer based on the criteria set forth in this solicitation. The Government will not open discussions for the sole purpose of allowing Offerors to add detail to proposals. A single award will be made to the offeror whose proposal is determined to provide the best value to the Government. This may result in an award to a higher rated, higher priced

Offeror. As such, the Government will make an award to the responsible Contractor whose offer conforms to the solicitation and is determined to be the most advantageous to the Government IAW cost and non-cost factors with the importance assigned to each; this may not be the lowest cost or highest technically rated proposal.

4. Offerors are responsible for including sufficient details to permit a complete and accurate evaluation of the proposal. The

Government will not make assumptions concerning an offerors intent, capabilities, facilities or experience. The submission of clear, accurate, and complete information is the sole responsibility of the offeror. If the offeror fails to include the information requested in Section L in its proposal, the offerors proposal may be rejected by the Government and no longer considered for award.

5. Offerors are cautioned to ensure that their proposals are complete, including all fill-ins and blanks in the solicitation and the proposal information requested in Section L.

6. The Government anticipates price competition, therefore, certified cost or pricing data is not required to be submitted with the

Offerors proposal. However, the Government reserves the right to request cost data if necessary for a fair and reasonable price determination. Price volumes shall be prepared IAW the instructions at FAR 15-2.

7. Cost/Price Matrix: All Offerors shall submit the Cost/Price Matrix, provided in Section J (Attachment 0003) with their proposal.

10. A Small Business Subcontracting Plan is required for large businesses at the time of proposal submission, reference Section I. The
