1 Bid Bonds SF-1442 Document Page 1 &

Can you please verify when the bid bond is due? I noticed the SF-1442 states "within 10 days of award", but later in the submission instructions it states that it :

"Please note that the Bid Bond must be received by the Contract Specialist on or before the proposal due date and time" which would be 6/12/23

Contractual

On the SF-1442 page 1 block 12A states “Performance and Payment Bonds” are due within 10 days after contract award. Page 13 then states “A bid bond is required with submission of proposal”.

Block 12A of SF-1442 is correct, performance and payments bonds due within 10 days (after award of the contract). So those are not required to be submitted at time of proposal. Only the bid bond is required to be submitted on or before submission of proposal.

2 Tie Wires Plans A note on Page 2 of 11 (35% Plan Set states that the tie wires can be 12 gauge. Is this correct? Technical

The set provided is a 35% preliminary drawing set provided to present a concept of the final product. All specifications notes, wire gauges, physical characteristic shall be in accordance with the respective Unified Facility Criteria (UFCs), Air Force Instruction (AFIs). The final design as prepared by the awardee, and approved by National Guard Bureau (NGB), and WYANG, shall represent all requirements.

Securify Forces Response - I am not seeing anything that allows 12 gauge wire ties UFC 4-022-03 para. 2-4.1 Fence Components, fittings, and accessories.

Provide welded wire mesh posts in accordance with ASTM F626, ASTM F1083, ASTM F1043, or ASTM A500/A500M. Posts and rails must be designed to resist specified loading and be spaced per manufacturer’s guidance. Connect fencing fabric with a minimum of 9-gage (3.76 mm) tie wires or other connection per manufacturer providing.

equal or greater capacity and resistance to tampering. If using welded wire mesh fence panels, attach to line and terminal posts and gate frames with post brackets.

From ASTM F2611 - Fabric to be secured to the line post with tie wires spaced no greater than 12 inches (304.8 mm) on center and to rail spaced no greater than 12 inches (304.8 mm) on center using pre-formed 9-gauge galvanized steel power-fastened tie wire wrapped 360 degrees around the post or rail and fabric picket, twist the two wire ends together three full turns per ASTM F567. Excess wire shall be cut off and bent over to prevent injury. Secure fabric to the tension wire with hog rings spaced no greater than 18 inches (457.2 mm) apart.

3 Tying into existing gates N/A How do we tie into the two gates that remain? Technical All tie-ins must be consistent with guidelines and regulations. Details shall be part of the design which is part of this contract.

4 Temporary Fence What is the temporary fence requirement (i.e. height, material, requirements when existing fence is being demolished)? Technical

DAFI 31-101 25 MAR 2020 para 3.5.1.2 Fence the installation perimeter unless specifically waived by the installation commander. (T-3). See installation fencing requirements later in this chapter.

3.5.2.5. Installation Fencing. Perimeter fencing is required, unless the installation commander accepts the risk of no perimeter fencing and documents the decision via the deviation process identified in Paragraph 8.8 Type A2 chain-link fencing or similar barrier identified in AFMAN 32- 1084, Facility Requirements, is recommended. Installation commanders carefully weigh all factors, to include potential value of the fencing during wartime or contingency operations before waiving or removing existing perimeter fences. Some installations, because of topography, size, or type of mission, do not lend themselves well to fencing; however, those locations are the exception. Consider using counter-mobility barriers around the installation and flight line perimeter to provide additional vehicle mitigation.

5.4.3.15.1. As a minimum, apply the following security standards:

5.4.3.15.1.1. Physical Security. Provide PL-3 restricted area fencing, lighting, and restricted area warning signs in accordance with Chapter 8.

Employ barriers, anti-ram cabling or other means to deny unimpeded vehicle access to the restricted area and individual resources. (T-3).

We could use temporary fencing panels that are similar in construction to UFC guidelines.

5 Incosistent Plans Updated Plans Can you verify the anti-ramming vs regular fence. There seems to be an inconsistency on the plan set. Technical

The plans have been modified / corrected. A copy of the revised plans is part of this response.

(This question has prompted Amendment 1, which has been posted on sam.gov)

6 Existing Interior Fencing N/A Can we tie into existing interior fences in lieu of installing new temporary fences where it is convenient (vic. STA 11+75 - 13+75 and STA 20+25 - 23+50)? Technical

It will most likely depend on timing. We will allow the interior fence to be utilized, where practical, as long as construction on the fence proceeds in a timely manner and the roadway is only minimally closed. The contractor must coordinate with Security Forces (SFS) and Civil Engineering (CE) in order to (IOT) permit roadway /access closure / restrictions.

7 Security Posture N/A Can you better define the required security posture? What temporary measures are required during construction, during work hours and during non-work hours? Technical

Bottom line is that the installation is required to be fenced. The fence needs to do the following functions; The physical security barrier provided by a security fence provides one or more of the following functions:

• Gives notice of legal boundary of the outermost limits of the protected area.

• Assists in controlling and screening authorized entries into secured/protected areas by channeling vehicles and personnel to access control points.

• Supports surveillance, detection, assessment, and other security functions by providing a platform for installing intrusion detection equipment.

• Deters casual intruders from penetrating a secured/protected area by presenting a barrier that requires an overt action to enter.

• Causes a delay to obtain access to an installation/facility, thereby increasing the probability of detection.

We could request that the Wing Commander waive the fence requirement through a deviation, but we do not have the manpower to man a hole in the gate. This is not reasonable unless the contractor wants to hire security guards to man the fence.

We can have the contractor supply a temporary fence used on other construction sites around the hole in the fence while they are installing the new fence. We would need to accomplish the same objectives described above with materials close to the UFC guidelines.

For example, a panel(s) of chain link with an out rigger or concertina install on top with T-posts to hold it up. No matter the design the Wing Commander should get the final say on what we look like at the compromised portion.

The contractor shall provide temporary fencing is our preferred and most likely course of action.

8 Existing Concrete Depth N/A Can you tell me what the depth of the existing concrete in the areas where the fence is concrete? This is for the existing concrete in the areas where the fence will be installed.

Technical We do not have records that indicate the concrete depth for the fence line. A lot of our concrete pavement in that portion of the base is about 13 inches deep. We cannot confirm or deny concrete depth along the fence line.

9 Phase 1 Submission SF 1442 Solicitation

I wanted to verify that only the phase 1 factors are due on the 6/12/23 due date, not detailed technical approach and pricing? I noticed that on page 17 of the proposal there is a table for "page limit requirements" and it lists the signed SF1442 as "phase 2", but below that under "phase 1 volume 1 pro forma documents it states:

2.5.1.2. Offer and Section 00010 – Complete in its entirety the “Offeror” portion of the Standard Form (SF) 1442. An official having the authority to contractually bind your company must sign the SF 1442 in accordance with FAR 4.102. One copy of the SF 1442 is required to have an original signature

We planned on submitting the signed SF1442 but not the pricing or detailed technical approach so i'm just double checking.

Contractual Please proceed IAW section 2.5.1.2 and with both Phase I and Phase II provide a signed SF 1442 with phone phases. When submitting for Phase I DO NOT provide pricing along with your signed SF 1442.
