Pre-Bid RFI Log for Replace R22 HVAC Systems Phase 2
Date:RFI No.RFI QUESTIONGOVERNMENT RESPONSE
7/30/241Can we get existing mechanical drawings for the areas within the scope of work?1.Drawings attached for CU-1 and CU-2 at B314 and CU-8/AHU-8 at B501. Do not have drawings for CU-11/AHU-11 at B501.
2Under the SOW Objectives, number 2 states, “Improve air distribution and balanced airflow throughout the conditioned space.” Does this mean we need a test and balance report? (If so, we definitely will need mechanical drawings.) Similarly, will a preconstruction test and balance be needed to establish a baseline?Test and balance report not required. Ensure the unit is providing its factory specified CFMs and supply air temperature.
3Under Project Guidelines, number 21 states, “All flow control valves & actuators are to be replaced on all equipment listed below.” These are condensing units with DX air handlers. As such, there should be no flow controls (typical to a hydronic system). Actuators would be unusual as well, but not out of the realm of possibility, mechanical drawings would clear any confusion. Please clarify. If units have a hydronic heating coil, control valves will need to be replaced.
4Under Project Guidelines, number 22 states, “to be equipped with new automated logic controls…” Who is the controls contractor currently in the building?Controls contractor is Engineered Systems & Energy Solutions, Inc. (ES2). 918-279-6450
8/6/245Can we get existing mechanical drawings for the areas within the scope of work?Drawings attached for CU-1 and CU-2 at B314 and CU-8/AHU-8 at B501. Do not have drawings for CU-11/AHU-11 at B501.

9Under Project Guidelines, number 25 states, “conduct comprehensive testing.” Can we get clarification of what is comprehensive?Comprehensive testing includes startup of unit and/or accessories in all modes of operation. To include, but not limited to; verifying air flow, supply air temperature, super heat/pressures against the manufacture’s specifications, etc.
10Under CLIN1 Base Bid, number 1. b. states, “have loads recalculated if new unit is heavier than existing.” Who is the structural engineer with the authority to make the decision?Provide submittals for all units and the government will make a decision within our authority.
11Under CLIN1 Base Bid, number 1. g. states, “Install a liquid line sight glass on each AHU and CU to enable visual inspection of the refrigerant flow.” Is this one sight glass at each piece of equipment or one sight glass per system? One sight glass at each piece of equipment.
12Under CLIN1 Base Bid, number 1. j. states, “3-phase monitor installation.” If equipment vendor does not offer this with the equipment, can either the controls contractor or electrician provide? If not offered with equipment, licensed controls or electrician contractor will need to install IAW manufacturers specifications
13Options 1, 2, and 3 have similar questions to the CLIN1 Base Bid.Government responses pertain to identical line items only throughout the SOW.
14Has there been any asbestos remediation done on the existing piping?Current Base Asbestos Survey does not show any affected areas or piping within the scope of this project.
8/13/2415Does project require a local mechanical permit to be issued for inspection by city or countyMechanical license required. Permit not required for inspection by city or county.
8/19/2416Are equipment installed brand specific? We saw Carrier products during the visit.Carrier is preferred, but not mandatory. Unit must be compatible with Automated Logic/DDC software system for proper monitoring.
