STATEMENT OF WORK
Basewide HVAC Repairs
Project #202200415 27 July 2023
Project Overview and Objectives:
The Basewide HVAC Repairs Project aims to upgrade and modernize the heating, ventilation, and air conditioning system at Tulsa Air National Guard Base. The primary objectives of this project are to improve energy efficiency, enhance indoor air quality, ensure optimal climate control for occupants, and comply with all relevant local, state, and federal regulations.
Objectives:
1. Replace and install specified HVAC equipment with modern and energy-efficient equipment that meets the building's specific requirements.
2. Improve air distribution and balanced airflow throughout the conditioned space.
3. Ensure compliance with all applicable building codes, environmental protection standards, and safety regulations.
4. Minimize disruptions to daily operations during the installation process.
5. Complete the HVAC replacement project within a timeline of 180 days from the project initiation.
The successful completion of this project will result in a more sustainable and comfortable environment for the building's occupants while reducing overall energy consumption and operating costs.

Project Guidelines:
1. The contractor shall provide all labor, material, tools, equipment and transportation necessary to complete the work identified in this Statement of Work.
2. All debris is to be disposed of off Base with proper documentation in accordance with the waste plan generated by the contractor after the project is awarded.
3. Access and General Protection/Security Policy and Procedures. This standard language is for contractor employees with an area of performance within government-controlled installation, facility, or area. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the
Government may require changes in contractor security matters or processes.
a. For Contractors that do not require CAC but require access to a DoD Facility and/or Installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime
Information Center Interstate Identification Index (NCIC-III) and Terrorist
Screening Database (TSDB) (AFI 31-101 and AFI 10-245), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at
OCONUS locations, in accordance with status of forces agreements and other theater regulations.
4. All contractor employees, to include subcontractor employees, requiring access to
Government Installations, Facilities and Controlled Access areas shall complete AT
Level I awareness training within 10 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is
pg. 3 applicable. Certificates of completion for each affected contractor employee and subcontractor employee will be maintained by the COR or Antiterrorism
Representative.
5. This project is to be in accordance with the current version of the EMS Environmental
Protection Statement.
6. This project is to be in accordance with the current version of the 138FW Safety and
Accident Prevention Guide.
7. The contractor shall apply all environmental health and safety procedures required by local, state and federal regulations.
8. All work to be performed 7:00 AM to 5:30 PM Monday thru Thursday in accordance with the general conditions stated in the general conditions of the specifications. If alternate work schedule is desired, it must be requested in writing and approved by
CE and Security 48 hours prior to the desired schedule.
9. The contractor is required to provide an AF Form 103 (Work Clearance Request) prior to any earthwork or wall penetrations.
10. The contractor is responsible for marking/locating all underground utilities. All base underground utilities are not covered by the Call OKIE service, contractor will be responsible for locating and marking those utilities as well. The only utilities that Call
OKIE service will mark is Natural gas and Cox communications. All other utilities to include base communications fiber optic lines, electric, sewer and water will be the contractor’s responsibility to mark. Contractor must have all utilities marked in an area before a dig permit is issued.
a. If a utility is damaged, the contractor will repair per current code specifications or base standards.
11. Prior to any work, the contractor shall submit for approval by CE, one electronic copy of technical literature for all products to be used. Provide Safety Data Sheets for all appropriate products.
12. All DBIDS Contractor passes will be approved by the BCE and issued by SFS after completion of required background checks. Final payment to the general contractor will not be made at the completion of the construction project until all contractor badges
pg. 4 have been returned or the continuing need is validated and documented in writing by
SFS and BCE personnel.
13. Contractor will be responsible for keeping a log of all debris disposed of off base to include tonnage, volume, and disposal site. This data will need to be readily available through the project for semi-annual data calls or inspections.
14. Contractor will be responsible for submitting an interim 1354 when project is 50% completed and a final 1354 when the project is 100% complete as part of closeout documents.
15. Contractor will be responsible for filling out and maintain form AF66 submittal register.
16. The Contractor shall provide a project schedule prior issuance of NTP.
17. Contractor is to sod any disturbed areas.
18. Contractor is to perform work in accordance with specifications attached to this SoW.
19. Unless otherwise noted, concrete will meet the below minimum specifications:
a. Use of fly ash will not be permitted.
b. Compressive Strength (28-Day): 4000 psi, minimum.
c. Flexural Strength (28-Day): 650 psi, minimum.
d. Slump Limit at Point of Placement: Not more than 5 inches.
e. Air Content: 5.5 percent to 7.5 percent.
20. Contractor is responsible for all changes to equipment pads and grillage modifications for new equipment.
21. All flow control valves & actuators are to be replaced on all equipment listed below.
a. Include flow control valve and actuator cost with each line item below.
22. All equipment is to be equipped with new automated logic controls and all flow control valves are to interface and be controlled by the base’s automated logic controls system.
Equipment is to be configured with the same points/control as other/existing units on base of the same type.
23. Contractor is responsible for all piping and ductwork/ductwork transitions to connect all new mechanical equipment. New condensate lines from AHU’s are to be run by the contractor as well. All copper lines from CU’s to AHU’s are to be replaced.

24. Contractor must verify the specifications of the existing HVAC equipment and ensure that any new equipment to be installed meets or exceeds the minimum specifications provided in this SOW. In cases where the exact specifications are unavailable, the contractor shall consult with relevant manufacturers or industry experts to identify suitable alternatives that meet the project requirements. All supplied equipment will require Government approval via a formal submittal.
25. Upon installation, the contractor shall conduct comprehensive testing of all HVAC equipment to ensure proper functionality and adherence to specified standards.
26. All HVAC equipment provided by the contractor shall be covered under the manufacturer's standard warranty, which guarantees that the equipment is free from defects and will perform as specified. The contractor shall provide documentation of the manufacturer's warranties for each piece of equipment upon project completion.
27. Additionally, the contractor shall warrant the installation workmanship for a period of one year from the date of substantial completion. This installation warranty ensures that the HVAC system is installed correctly and in accordance with the manufacturer's guidelines.

Scope of Work:
CLIN 1 Base Bid
BUILDING 501
1. Replace AHU-8 and CU-8 at B501 East. See sheet M-101.
a. Condenser is located on the roof and AHU is in the south hallway mechanical room.
i. Current CU model number: 38AK5016-611
ii. Current AHU model number: CS1135VMP-D
b. Contractor is responsible for modifying any steel/grillage for CU-8 if necessary. Contractor is to have loads recalculated if new unit is heavier than existing.
c. New AHU must fit in existing mechanical room. Contractor is responsible for any equipment pad extensions.
d. Contractor must hire Oklahoma roofing for any piping penetrations/modifications to maintain the warranty of the new roof that was installed Summer of 2023.
e. Refrigerant Lines Replacement:
i. Remove existing refrigerant lines connecting the Air Handling Units
(AHUs) and Condensing Units (CUs).
ii. Install new, properly sized refrigerant lines for each AHU-CU connection.
iii. Pressure test the new lines to verify there are no leaks.
f. Float Switch Installation:
i. Install an additional float switch in each AHU's condensate drain pan for added safety.
ii. Ensure proper wiring and integration with the AHU's control system.
g. Liquid Line Sight Glass Installation:
i. Install a liquid line sight glass on each AHU and CU to enable visual inspection of the refrigerant flow.

h. Liquid Line Filter Dryer Installation:
i. Install a liquid line filter dryer in each AHU's refrigerant line for improved system reliability.
i. Rubber Refrigerant Isolation Clamps:
i. Install rubber refrigerant isolation clamps at appropriate points in the refrigerant lines for each AHU and CU.
j. 3-Phase Monitor Installation:
a. Install a 3-phase monitor on each CU to provide protection against electrical supply issues.
b. Set up the monitor to automatically shut off the CU if it detects any abnormalities.
Option 1
BUILDING 314
2. Replace AHU-1 and CU-1 at B314. See sheet M-103.
a. Condenser is located northwest corner ground level and AHU is located in mech room of B314.
i. Current CU model number: 38ARZ008-501CA
ii. Current AHU model number: 40RM-008-B611HC
b. Contractor is responsible for modifying any steel/grillage for CU-1 if necessary. Contractor is to have loads recalculated if new unit is heavier than existing similarly sized unit in the mech room.
c. New AHU must fit in existing mechanical room. Contractor is responsible for any equipment pad extensions.
d. Refrigerant Lines Replacement:
i. Remove existing refrigerant lines connecting the Air Handling Units
(AHUs) and Condensing Units (CUs).
ii. Install new, properly sized refrigerant lines for each AHU-CU connection.
iii. Pressure test the new lines to verify there are no leaks.

ii. Current AHU model number: 40RM-008-H611HC
b. Contractor is responsible for modifying any steel/grillage for CU if necessary. Contractor is to have loads recalculated if new unit is heavier than existing similarly sized unit on B314 roof.
c. New AHU must fit in existing mechanical room. Contractor is responsible for any equipment pad extensions.
d. Refrigerant Lines Replacement:
