REQUESTS FOR INFORMATION (RFI’S) AND ANSWERS -- SOLICITATION NO. W50S8R-22-B-0002
(as of 17 Aug 22)
QUESTION 01:
Solicitation states ““SOLE SOURCE: POC: Jerrica Hines ; hines@advantor.com ; 800-238-2686, ext. 6938.
Reference “SCIF Relocation for Mansfield, Ohio ANG”. Is this still true that they are the sole source of this solicitation?
ANSWER:
Section 11. of Instructions to Bidders states that for “ADVANTOR requirements” (as they relate to the overall SCIF) is what is Sole Source (pieces/equipment/etc that is part of SCIF that will need to be disassembled/any parts, pieces, components that may need to be upgraded when reassembling.
Advantor is sole-source for all Advantor-related services, as well). If the entire solicitation requirement was required to be sole-sourced to Advantor, we would not be soliciting out competitive, to small businesses/working directly with them. Advantor will be a “subcontractor” to whoever the awardee is.

No to both questions. Please ensure you are reading the site visit attendance registration requirements, as well as other instructions and guidance (e.g. section 01000). All attendee requirements are the same;
to gain access to site visits, see Instructions to Bidders (unless it is stated in there, then anything additional would not be required). Training requirements for individuals who will be working onsite, are listed in Section 01000-General Requirements.
QUESTION 05:
Who will be the SSO at Mansfield ANGAB? Will their contact information be given out on the day of the
25th site visit?
ANSWER:
Assuming by “SSO” you are referring to “Source Selection Officer”. This does not apply to this solicitation, as that refers to this being a Source Selection-related action. This action is through Sealed
Bidding procedures/Invitation for Bed (IFB).
QUESTION 06:
Is a Secret/Top Secret Clearance need for the contractor or subs?
ANSWER:
No. As stated previously, unless it is stated within the solicitation, than it would not apply.
