Each office and desk space area shall have comm/electrical outlets, HVAC and proper lighting. Finishes for this area will be new carpet, cove base, wall paint, ceiling tiles (as needed), and LED light fixtures.

FSS Mailroom: The FSS mailroom shall be a minimum of 215 SF and have access to the main corridor, but also access to the FSS classroom area. Each doorwary into the mailroom shall have a programmable cypher lock to allow for a more secure area. Finishes for this area will be new carpet, cove base, wall paint, ceiling tiles (as needed), and LED light fixtures.

FSS Classroom: The classroom shall be designed to fit thirty (30) personnel at any given time with at 50% of those people having desk space. A TV outlet is required at the front of the classroom to allow for a large screen TV/monitor for classroom purposes. The outlet shall have both comm and electrical and a pathway from the outlet to the desk space in the corner drawn above. Each row of furniture shall have wall electrical outlets available for laptop plug in. Finishes for this area will be new carpet, cove base, wall paint, ceiling tiles (as needed), and LED light fixtures.

Public Affairs Office Space: The public affairs space shall be used for multiple uses. There will be a town hall area that will be used for filmed meetings with senior leadership. There will be an area for podcasts for the Wing and there will be a photo studio with a requirement of at least 20 feet of space to allow for pictures to be taken with a backdrop.

• The OIC office will be newly constructed with associated comm/electrical, new LED lighting and HVAC with a lockable door. This office shall be a minimum of 110 SF.

• The wall separating the two spaces currently has a temporary movable wall. This shall be removed and a fixed hard wall will be constructed. The wall shall have at a minimum five (5) electric/comm drops for the proposed desk stations for PA DSG members.

• The NCOIC area shall have appropriate comm/electrical drops for the desk space (furniture provided by government under a separate contract).

• The Studio and Audio/Visual area requires a MINIMUM ceiling height of ten (10) feet. This is required due to the backdrop rollers and lighting with stands.

• The existing entrance doors with side lights from the corridor to the Public Affairs area shall be removed and replaced with one single point of entry with no side lights to prevent unwanted light coming into the studio space.

• All utility relocations (fire suppression, electrical, HVAC, lighting, comm) shall be included in the design and new fixtures shown accordingly.

• Finishes for all areas within the Public Affairs office space shall be new carpet, cove base, wall paint, ceiling tiles (as needed), and LED light fixtures.

• Specialized equipment/lighting:

o The public affairs studio has a requirement to have “specialized sound-proofing to accommodate professional audio recording capability.”

o There is an existing window in the current PA studio that they would like to have relocated. This should be included in the design.

o All specialized lighting from the existing studio shall be relocated ot the new studio and all necessary electrical requirements installed for the lights to function in the correct location properly.

o The existing backdrop roller system shall be relocated from the existing PA studio to the new studio.

ii. Bldg 5000 Proposed Floorplan (2nd Floor): Proposed work area in “BLUE”

IG Office Space: The IG office space currently has two offices and a large glass wall conference room. The plan for this space is to remove the glass wall and add two additional offices. The conference room shall be moved to the corner office. The existing office closest to the entrance from the hallway is required to have both SIPR and NIPR comm drops. The overall space requires three (3) lockable offices and one (1) conference room.

Each office shall have associated lighting, HVAC, comm/electrical for desk space. The conference room shall have a TV outlet with comm/electrical for presentations, etc. Location of TV outlet will be determined during initial design charrette. Each admin desk space shall have associated comm/electrical for their desk areas. The entrance door is existing to the office area and does not require any changes. Finishes for all areas within the IG office space shall be new carpet, cove base, wall paint, ceiling tiles (as needed), and LED light fixtures.

iii. Bldg 5008:

OG/CC Office Space: The intent of this scope of work in Bldg 5008 is for two offices to become one larger office. The current OG/CC office space is too small for the intent of the occupant. The contractor shall remove the existing wall dividing the two offices and reconfigure the ceiling tile grid. In addition, the HVAC system shall be reviewed to see if it needs to be “rezoned” for one larger office.

iv. Bldg 5046 (Floorplan):

Airmen & Family Readiness (AFR) Office Space: The front office area of Bldg 5046 was recently setup as a secure facility and needs to be converted back to allow for AFR to occupy the space.

• The storefront was closed up with drywall and plywood and needs to be restored back to its original use as a glass door storefront.

• Three (3) offices need to be created similar to the above floorplan. Each of these offices should be a minimum of 115 SF. In addition to the offices, a storage room and a classroom need to be constructed as well. The storage room should have painted concrete flooring for easy cleanup. The classroom should have carpet like the rest of the areas.

• There should be a counter area at the entrance adjacent to the wall of an office. This counter should be freestanding with brackets and be solid surface. Counter should be 24” x 84” with rounded corners.

• The bathrooms shall be renovated to match the finishes in Bldg 5008 and what are shown on the attached Finish Standards for 126ARW. This equates to new epoxy floors, new plumbing fixtures, new paint, new lighting and new tile work on the walls. The south bathroom and adjacent existing office shall be renovated to accommodate a shower.

• Finishes shall be updated throughout the office space area to include new carpet, cove base, wall paint, ceiling tiles, etc. All mechanical work to properly supply the new layout to include lighting, electrical/comm, HVAC, plumbing shall be included. All existing windows shall have horizontal blinds installed.

• All furnishings and equipment shall be supplied by the government and is not included in this contract.

• Adjacent to the existing bathrooms, users have a requirement for a small kitchenette. Below is a rough layout of the requested kitchenette. There is an existing water fountain at this location, so plumbing should be available. Counters shall be solid surface and appliances shall be provided by the contractor.

The cabinets shall be a laminate style cabinet. Cabinets, countertops and sink shall match those in Bldg 5002 breakroom or Bldg 5008 breakroom.

v. Bldg 5046 (Site Layout – Exterior):

Bldg 5046 Exterior Improvements: Due to the addition of full-time personnel in Bldg 5046, parking spaces need to be created for these personnel and any visitors for training or events throughout the year. The above conceptual site plan shows 7 parking stalls to be installed. One of which should be ADA compliant. The parking area shall be asphalt with associated curbing and paint striping. An ADA compliant concrete sidewalk with associated ADA compliant ramps shall be installed from the parking area to the front door of Bldg 5046. Design engineer and contractor shall take care with surrounding vegetation and trees, design should avoid impacting existing trees as much as possible.

3. PROJECT PHASING: The intent of the project is to have Bldg 5046 complete first and then work on Bldg 5000.

The work at Bldg 5008 is not connected to the other two buildings, so it can be done concurrently.

4. ADMINISTRATIVE INFORMATION:

a. Base Engineering Staff (126th CES): The 126th Civil Engineer Squadron shall be the point of contact for all matters of design and construction. For matters going to terms and conditions of the contractor’s contract with the Government, the 126th Contracting Squadron’s designated official is the point of contact.
