Additional Questions and Responses W15QKN‐20‐Q‐5295 8‐26‐2020
1. This solicitation's magnitude was reduced by more than 50% (100 K ‐ 250 K) down to ( 25 K ‐ 100 K) even though you reduced the amount of units being replaced by only two units, from 7 down to 5.
Again, the magnitude was reduced by more than 50%. Can you please explain how this is possible so we can effectively and fairly compete for this work?
RESPONSE: Due to the decrease in units based on the amendments that were issued the Estimated Magnitude of the project changed. The Federal Acquisition Regulation (FAR) sets the brackets for FAR Part 36.204 “Disclosure of magnitude of the construction project.” Due to the changes, the Government has to make sure the proper magnitude bracket is selected from FAR PART 36.204 for the solicitation which was stated in the most recent amendment 0005.
2. a.) I have a question regarding the contractor pricing worksheet. I am hoping you can help. According to page 34 of the solicitation, 52.228‐13, section a, The contractor shall submit one of the following payment protections: Payment Bond and/or Irrevocable Letter of Credit (ILC). According to section b, the amount of the payment protection shall be 100 percent of the contract price. On page 6, section 8g of the solicitation, it states that Offerors shall provide a detailed itemized price breakdown to include bonds (if applicable).
b. Question‐ On the worksheet, the balance portion asks for a Bond Total which is calculated by a percentage chosen by us against the subtotal of bid items, overhead, and profit. Can you please confirm that the bond total of 100% of the contract price should be included in the worksheet, as it will double the total proposed bid? For example, if cell R44 is $100,000, then cell R47 must also be $100,000 according to the requirements in the solicitation, which doubles the Grand Total in cell R49.
RESPONSE: Please read FAR Part 52.228‐13 as well as the solicitation. The Farsite has been provided in the solicitation.
