About this file
This document is a Request for Proposals (RFP) issued by the Illinois Housing Development Authority (IHDA) for business process consultant services. IHDA is seeking a consultant to provide recommendations and deliverables to improve their business processes and technology platforms supporting their multifamily housing departments, including the SPAR department, MF department, and Asset Management department. The consultant will be required to prepare a summary analysis and recommendations, as well as an action plan with process maps, policies, procedures, training, and other materials. IHDA is not requesting recommendations for specific vendors, tools, or systems as part of this engagement.
The RFP provides details on IHDA's current technology platforms and systems, which include an Access database, Excel spreadsheets, and multiple software systems. IHDA is not looking for the consultant to implement any new technologies, but rather to provide recommendations to facilitate process improvements. Vendors must meet a Business Enterprise Program (BEP) goal and may use BEP subcontractors beyond those identified in the RFP appendix. The RFP does not mention pricing terms, incumbents, funding sources, or renewal options.

Business Process Consultant RFP
22-551HDA-LEGAL-B-28666
1. Could you please describe your current technology platforms or systems supporting your multifamily business processes?
In the SPAR department, there is an Access database. In the MF department, there are various
Excel spreadsheets. In the Asset Management department there are multiple systems including
Benedict, DMS, HDS, IL Housing Search/Pair, Mitas, Yardi as well as various Excel spreadsheets. There is also some interface among departments with HUD systems. Fuller detail will be shared with the selected vendor.
2. Has IHDA recently implemented any new technologies and, if so, which ones?
Not specific to these departments and the scope of work as referenced in this procurement.
3. Is IHDA, as part of this engagement, looking for a consultant to provide recommendations for technologies that facilitate process improvement (a technology roadmap)?
Recommendations provided by the selected vendor in accordance with the scope and deliverables outlined on pages 19-20 of the solicitation may include current or future informative suggestions on data, system, or reporting functionalities. However, recommendations for specific vendors, tools, or systems are not being requested as that would fall outside the scope of this business partner driven solicitation.
4. Can you please confirm the deliverables? Our current understanding is 1) preparation of action plan based on input from the agency on summary analysis and recommendations and
2) preparation of action plan (to include process maps, workflows, policy/procedural/standards/directories/resource guides, training/cross training).
As noted on pages 19-20 of the solicitation, IHDA is seeking a mix of recommendations and material deliverables. The first portion of work is expected to result in a summary analysis and set of recommendations based on information and documentation reviewed, consultations completed, and research conducted. This will lead into a deliverable of an action plan directly informed by the summary analysis and recommendations that will be refined with IHDA input.
This action plan will delineate further concrete deliverables which are expected to be materials such as process maps, policies/procedures, training, etc. as listed.
5. Are you looking for recommendations or do you expect the consultant to produce these updated or modified items (Policy/procedural/standards/directories/resources guides)? Please clarify whether you are looking for recommendations versus execution of said recommendations.
See answer above in #4.
6. Do vendors have to use only the NIGP Codes identified in the Appendix to find a BEP subcontractor, or may they use other NIGP Codes not identified in the Appendix?
Vendors may find BEP subcontractors other than those identified in the Appendix to meet the
BEP goal in the solicitation as long as the subcontractors are CMS BEP certified.
