About this file
This is a Vendor Affidavit regarding the Use of Coercion for Labor and Services required by Hillsborough County Public Schools (HCPS) in Tampa, Florida, for the Infrastructure Communications Failure Systems contract (ITB 26101-ITB-MST). The affidavit is a mandatory compliance document for all nongovernmental contractors executing, renewing, or extending contracts with HCPS, as mandated by Section 787.06(13) of the Florida Statutes addressing human trafficking prevention. Under penalty of perjury, an authorized company representative must certify that the contracting entity does not engage in coercive labor practices, including the use or threat of physical force, unlawful restraint or confinement, exploitative debt practices, document confiscation, financial harm threats, fraudulent enticement, or provision of controlled substances for exploitation. The affidavit requires signature by an authorized company officer or representative, along with printed name, title, and date of execution. Technical questions regarding the broader ITB must be submitted by March 25, 2026, at 5:00 PM EST, with bids due electronically through VendorLink on April 8, 2026, at 5:00 PM EST. The initial contract term begins upon Board approval and automatically renews for up to four additional one-year periods, contingent upon appropriations, performance, continued need, and mutual agreement.
Bidders must submit the completed affidavit along with additional mandatory affidavits certifying compliance with Florida Statutes Section 287.138 regarding foreign ownership restrictions and other procurement requirements. Pricing submissions must include hourly labor rates for standard and non-standard hours, with material and equipment markups capped at fifteen percent, firm pricing for the initial contract term, and FOB Destination terms covering all shipping costs. Price increases at renewal are limited to the lesser of three percent or the Consumer Price Index for the Tampa-St. Petersburg market. The solicitation reserves the right to obtain competitive quotes for projects exceeding $10,000 in total cost. HCPS encourages small business enterprises and service-disabled veterans to register for potential preferred supplier status and term discounts, though no specific set-aside designations are indicated. The procurement document does not specify an overall budget range or award value, as compensation will be determined through the competitive bidding process based on submitted pricing and hourly labor rates. All goods and services are warranted for one year from acceptance, and HCPS will not reimburse call-out fees, travel time, rental equipment costs, or quote fees.
