About this file
This is Addendum 1 to an Invitation to Bid (ITB 26101-ITB-MST) issued by Hillsborough County Public Schools (HCPS) in Tampa, Florida, for Infrastructure Communications Failure Systems. The addendum, dated March 27, 2026, clarifies requirements for supplemental maintenance and repair services for non-proprietary failures in Nortel/Avaya telephone systems and Honeywell Vista Series security panels across the district's 235 schools and facilities. The addendum provides questions and answers addressing vendor inquiries regarding procurement scope, inventory requirements, system operational status, and known failure points. Key clarifications include confirmation that most repair items are general telecom and security alarm components such as 66 blocks, surge protection devices, control boards, and keypads; that HCPS maintains stock of most required items; that Avaya/Nortel and Honeywell systems are currently operational; and that failing surge protectors and old cabling are the most common causes of system failures. The original solicitation deadline for technical questions was March 25, 2026, at 5:00 PM EST, with bids due April 8, 2026, at 5:00 PM EST through VendorLink. The contract term begins upon Board approval with automatic renewal for up to four additional one-year periods contingent upon appropriations, performance, continued need, and mutual agreement.
The addendum does not modify pricing terms, which remain as specified in the original solicitation documents requiring firms to submit hourly labor rates for standard and non-standard hours plus material and equipment markup percentages capped at fifteen percent maximum. Pricing must be firm for the initial contract term with FOB Destination pricing, and price increases at renewal are limited to the lesser of three percent or the Consumer Price Index for the Tampa-St. Petersburg market. The addendum confirms that vendors are not expected to maintain local inventory or staging equipment, as HCPS maintains stock of most required items. All bidders must comply with mandatory affidavits certifying non-foreign ownership and attestations regarding human trafficking compliance as required by Florida Statutes. The procurement document reserves authority to obtain competitive quotes for projects exceeding $10,000 in total cost, and all goods and services are warranted for one year from acceptance. HCPS will not reimburse vendors for rental equipment, call-out fees, travel time, or quote fees. Qualified bidders must demonstrate minimum five years' experience with both Nortel/Avaya and Honeywell systems, maintain at least one certified technician for each system type, and maintain physical offices in Hillsborough County or adjacent counties.

Question
What items (parts) are you expecting to procure on this contract? Being that your system is using many antiquated parts I can assure you, we are able to procure them; but I am not able to guarantee a delivery window without knowing what could be ordered on this contract. Can the district provide a part list from previous years?
Answer Most items used to repair connections are general telecom and security alarm components. Example 66 blocks, surge protection devices, Control boards, keypads etc.
Question Are vendors expected to maintain local inventory or staging equipment?
Answer HCPS C&E Dept. maintains a stock if most items they may require.
Question What is the current operational condition of the Avaya/Nortel and Honeywell systems (fully functional, degraded, partially decommissioned)?
Answer Operational.
Question Are there any known recurring issues or failure points?
Answer Failing surge protectors and old cabling are the most common causes.
Question Are any systems scheduled for replacement during the contract term?
Answer Systems are being replaced based on the amount of required service to maintain operation.
