About this file
This is a Vendor Affidavit regarding the Use of Coercion for Labor and Services required by Hillsborough County Public Schools (HCPS) in Florida for a Plumbing Services RFP (25200-RFP-MST). The affidavit mandates compliance with Section 787.06(13) of the Florida Statutes, which addresses human trafficking prevention. All nongovernmental contractors executing, renewing, or extending contracts with HCPS must submit this affidavit signed under penalty of perjury by an authorized officer or representative. The document requires certification that the contractor does not engage in prohibited labor coercion practices including use of physical force, unlawful restraint or confinement, exploitative debt arrangements, document confiscation, financial harm threats, fraud-based enticement, or provision of controlled substances for exploitation. Questions regarding the RFP must be submitted by October 27, 2025, with final proposals due November 10, 2025. The initial contract term includes School Board approval with potential automatic renewals for up to four additional one-year periods.
The affidavit represents a mandatory compliance requirement with no direct pricing implications but serves as a gatekeeping mechanism for vendor eligibility. HCPS estimates annual usage of 6,400 standard labor hours and 466 overtime hours with a cost-plus markup not exceeding 15% for as-needed services. Most projects are anticipated to be under $10,000 with competitive lump sum pricing available for larger projects. The solicitation encourages Small Business Enterprise (SBE) participation with specific provisions for SBE subcontractor involvement through HCPS's Office of Supplier Development. Contractors must possess a valid Florida Plumbing license and demonstrate comprehensive insurance coverage. Proposals are evaluated on qualifications and experience (30%), specifications and scope of work (25%), cost and best value (35%), and SBE utilization points. Vendors must submit pricing through an Excel spreadsheet and complete electronic bidding via VendorLink.com.
