About this file

This document provides an overview of work performed under a checked baggage screening equipment deployment services contract. It details typical project lifecycles for both checkpoint and checked baggage systems including planning, design, construction, installation and closeout phases. It describes the equipment and configurations used for stand-alone and inline checked baggage screening systems. It also covers atypical projects involving special events, international locations and facility modifications. The related opportunity notice is for a draft statement of work for checked baggage screening equipment deployment services being re-competed by the Transportation Security Administration. Comments on the draft are due to TSA by January 6, 2020, with the request for proposal planned for the second quarter of fiscal year 2020 and draft evaluation criteria, pricing sheets and contract data requirements lists planned for release by December 20, 2019.

Planning Phase Design Phase

• Coordination between all stakeholders is critical to collect and assemble data.

• Key stakeholder tasks and requirements are defined.

• The Planning Phase requires the coordination and participation of many critical functions and stakeholders to collect and assemble pertinent data.

• This data is used to identify and define tasks, sequence, task duration, resource requirements, and select deployment sites.

• During this process, stakeholders are provided with defined tasks, system specifications, procurement schedules, OEM production delivery schedules, coordination requirements, facilities, training needs, and approvals and certifications.

DLDs pre-construction phase highlights the planning and design preparation required prior to the installation or decommissioning of any TSE used at an airport checkpoint.

• Airport specifics must be taken into account in regards to permitting and insurance requirements.

• Airport infrastructure must be validated (electrical loading, floor loading, ingress/egress paths).

• Concept drawings and Issue for Construction drawings

• Permitting, bonding, and badging requirements

• Site validation report

• Construction bid documents

Checkpoint: Planning & Design

• Site Surveys

• Site Surveys – Electrical and Data

• Site Surveys – Structural load Analysis

• Site Surveys – permitting documentation

New Checkpoint design and install

Site Preparation Shipping and Rigging Installation/Decom. Project Closeout

• The airport is prepared for installation.

• Site implementation plan created

• TSE is shipped to designated location and rigged into checkpoint.

• Completed Paperwork (ReMAG, DD-1149)

• New equipment is installed and configured.

• Ancillary equipment is installed.

• installation is validated.

• Existing TSE is decommissioned as needed.

Site Survey Phase

Stand-alone Checked Baggage Planning Phase Site Survey Phase Design Phase

• Initial contact TSA HQ and local

TSA

• Contractor assigns Site Lead

• Contractor should obtain specific information during the Site Survey phase including documented space requirements, obtaining local permits, and establishing phase requirements

• Prepare design drawings and Site Survey Report (SSR)

• Delivery and staging are

• Rigging paths

• Prepare a Site Implementation Plan

(SIP)

• Include a Site Lead Input Sheet

(SLIS)

Stand-alone: Survey Phase

• Site Lead and Designer travel to the site to survey the existing area with photos/dimensions/data on the site using the excel based checklist

• At SAN, this was done for the CT-80DR upgrade program of 5 units.

Stand-alone: Design

• Designer and site lead work together to produced 95% and 100% drawings, a trip report, and a

Site Survey report

Site Preparation Shipping and Rigging Installation/Decom. Project Closeout

• Executing projects in accordance with SIP

• Providing schedule updates and coordinating with local TSA

• Informing stakeholders

• Submitting the DD1149 5 days prior to shipment

• Providing shipping and rigging services

• Debris removal and clean up

• on-site Site Lead support for duration of installation and/or decommission

• Coordinating activities between stakeholders and local TSA

• Obtain written concurrence of project completion from local

TSA

• Closing out permits and returning badges

Stand-alone Checked Baggage

Stand-alone: Site Prep

• electricians install data and fiber for new EDS and computer stations.

• At SAN, the electricians relocated power poles and installed data fiber between the PVS and SVS for each upgraded unit

Relocated power pole Power panel used for new circuits

Stand-alone: Shipping / Rigging

• shippers and riggers deliver equipment to the site from TSALC or the OEM for install on site.

• They relocate TSE as necessary on site and reinstall appropriate equipment

• Riggers remove any TSE slotted for decom and ship back to TSALC

• Riggers remove all dunnage from the site and clean the area

Standalone: Install

Standalone: Close Out

• After install, a final trip report and record drawings are issued

Stand-alone Configurations Example of a Simplified Configuration

• Minimum of a 3 ft. EXIT roller conveyor for CT80DR

• Minimum of a 5 ft. EXIT roller conveyor for a CT80 DR+ or DRXL

• Flat exit conveyor is standard for all Reveal installations

Simplified Configuration – picture below

Lobby install not on pedestal Baggage room install on pedestal

Example of a Complex Configuration

• Minimizes lifting

• Can utilize several different components (roller conveyor, lift gates, pedestals, ball transfer tables, etc.)

Complex Configuration – picture below

No lift solution Integrated EDS

Stand-alone Shipping & Rigging

Consider tight spaces during shipping and rigging of EDS

Cranes may be used when rigging equipment into place

Alternative staging needs to be discussed during the site survey to account for inclement weather

Atypical projects and Special events

- Checkpoint

Inauguration Support

• 60 Walk through Metal Detectors across 5 locations. Shipped, rigged, installed and then de-installed, packed and shipped all within a 36 hour window

2nd Ave Subway grand opening

• This was an urgent request to install two WTMDs on 12/30/16 (in less than 24 hours) and provide technician support on 12/31/16 ( New Year’s Eve) for the opening. The WTMDs were decommissioned and returned to the LGA warehouse immediately after.

Complex support for OCONUS locations

• Support to STT after hurricane

– Checked Baggage area damaged by water. We tasked the SI to move two units to an area of the airport that wasn’t damaged.

– Due to the unusual situation, our SI had to be responsive and creative

• Forklift had to be borrowed from the Army

• Remote personal brought in to assist

• Parts flown in from California (OEM) to repair damaged units

Special event support – Rose Bowl

False alarm – WTMD assessment

Floor Analysis

Atypical projects -Checked Baggage

Lead abatement

• Lead abatement - SFO

Meterwide tunnel replacement - PVD

Meter wide tunnel replacement

PIT Gantry Bearing Replacement

International Support

Panama

• Ad-Hoc project to deploy 20 Smiths Detection X-Ray systems from the TSA Logistics Center to Panama. Leidos provided custom crates; performed vapor/vacuum sealing, full crating of 20 Smiths TRX and corresponding UPS units, loaded into ocean containers; ocean transit, local delivery, and inside placement of all 20 units to 5 locations within Panama within a 1-month period. The effort involved significant coordination with stakeholders from TSA Deployment, TSA OGS, U.S. Department of State, Panamanian government, Smiths Detection, and Smiths Detection’s local suppliers.

Panama (cont.)

Mexico

• Conducted site surveys and produced high-quality designs for the 8 most critical Last Point of Departure (LPD) Airports in Mexico. This Task Order was unprecedented in nature involving inter-agency coordination of US government TSA and Department of State (DoS) personnel as well as cross-border coordination with Mexican (national and local) government agency representatives and Mexican Airport Concessionaires. It was also the first TEDS Task Order to involve this level of both conducting detailed surveys and producing designs to US standards in another country and required the team to travel to Mexico for weeks at a time.
