About this file

This document is a letter of commendation from the Hawaii Department of Health's Safe Drinking Water Branch (SDWB) and Hazard Evaluation and Emergency Response (HEER) Office, addressed to Shannon Evanchec, CEO of TruePani Inc., located in Knoxville, Tennessee. The letter specifically addresses the SFY 2020-2021 Hawaii Water Infrastructure Improvements for the Nation (WIIN) Section 2107 Project, which involved collaboration between the state agencies and TruePani.

The project's first phase involved lead sampling at 106 Hawaii Department of Education elementary schools and 123 Hawaii Department of Human Services licensed childcare facilities across six major islands and four counties during calendar years 2021 and early 2022, ultimately processing nearly 7,000 lead samples. TruePani was praised for utilizing United States Environmental Protection Agency's 3T's methodologies, developing a Quality Assurance Project Plan, managing site investigations, coordinating with state laboratories, organizing test result dissemination, and navigating complex pandemic-period travel logistics. The letter highlights TruePani's technical expertise, professionalism, and potential for future collaboration on lead monitoring in schools and childcare facilities under the EPA's Lead and Copper Rule Revisions.

Aloha Ms. Evanchec:

SUBJECT: SFY 2020-2021 Hawaii Water Infrastructure Improvements for the Nation

Section 2107 Project (Hawaii WIIN 2107)

On behalf of the Hawaii Department of Health (DOH) Hazard Evaluation and Emergency Response (HEER) Office and the Safe Drinking Water Branch (SDWB), I would like to pass on a big mahalo (thank you) to TruePani for the outstanding work performed to date on our project.

The first phase consists of lead sampling at 106 selected Hawaii Department of Education elementary schools and 123 Hawaii Department of Human Services licensed childcare facilities through calendar years 2021 and early 2022, which will ultimately result in the processing of nearly 7,000 lead samples across six major islands and four Counties. Your company’s experience with similar projects utilizing the United States Environmental Protection Agency’s 3T’s methodologies was evident in guiding our three agencies through the critical Quality Assurance Project Plan development, site investigation planning, sampling and analysis plan, coordination with our DOH State Laboratories Division, organized dissemination and management of test results, and our communications strategy (website content and messaging).

The Hawaii WIIN 2107 Team benefitted greatly from TruePani’s technical expertise whenever specific issues arose and quick decisions or solutions were required to keep the project on schedule. Moreover, your company’s seamless handling of what had to be the most demanding pandemic-period traveling logistics in the country was truly impressive – dealing with numerous interisland flights, rental car and lodging availabilities and ever-changing State and different County COVID-19 protocols.

And finally, the Hawaii WIIN 2017 Team’s stress level benefitted from TruePani’s professionalism, efficiency, attention to detail, flexibility, and patience. I can’t think of no better drinking water contractor to help Hawaii’s schools, childcare facilities and regulated water systems tackle the uncertainties of future WIIN-type projects and the monitoring for lead in schools and childcare facilities requirements of the United States Environmental Protection Agency’s Lead and Copper Rule Revisions. It has truly been a pleasure working with you and your staff and I look forward to more collaboration with your company to protect the children of Hawaii.
