Statewide Lead Service Line Identification and Inventory Services

The Arizona Department of Environmental Quality (ADEQ) Master Agreement CTR065678 is a statewide Indefinite Delivery Vehicle (IDV) focused on Lead Service Line Identification and Inventory Consulting Services. The contract enables procurement of comprehensive environmental services, specifically targeting lead service line assessment and mapping across Arizona's water systems. Key services include developing lead service line inventories through methods such as records review, data management, customer surveys, visual inspections, and material identification. The IDV leverages a cloud-based data management system that can organize inventory data, export information in EPA-compatible formats, and create public-facing GIS databases for water infrastructure tracking.

The master agreement was awarded to TruePani Inc., a nationwide environmental consulting firm based in Knoxville, Tennessee, with an initial contract period from June 1, 2023, to May 31, 2024, and subsequent extensions through May 31, 2026. The contract was competitively solicited under Solicitation No. BPM004287 and covers the entire state of Arizona. As a master agreement, it allows for multiple task orders and utilizes a competitive selection process with comprehensive insurance coverage, including professional liability policies with $1-4 million in coverage limits. TruePani was selected based on a 1000-point evaluation scoring their technical approach, experience, and pricing, with the contract designed to support statewide lead service line identification efforts across municipal water systems.
